goods classified with their parts which do not meet the Annex 401 rules of origin, but contain sufficient RVC

• Rule D does not apply to textile articles of Chapters 61 –63 and is limited to the following scenarios:

• The good was imported into the territory in unassembled or disassembled form, but was classified as an assembled good under the HS system

• Parts and final products are classified under the same heading or subheading as long as the description of the heading or subheading provides for and clearly describes both the good itself and its parts, and is not further subdivided
