II. THE REAL

SITUATION

MPA MANAGEMENT BY P.O.s was in

the BRINK OF FAILURE

6 PEOPLE’S ORGANIZATIONS WERE NOT

SUSTAINABLE

Marred by internal conflicts and petty disputes

No capacity for financial management

No income

When a people’s organization collapsed, LGU was not

ready to intervene in marine sanctuary protection

DECLINING PARTICIPATION OF P.O.s in

MARINE PROTECTION

Low turn-out of volunteers

Volunteers were around only at night;

Inconsistent schedule

Inside Job (Bribery)

Very few care to report illegal fishing activities

No felt improvement of fish catch

LOOSE ENFORCEMENT OF LAWS & LOCAL

ORDINANCES

Arrested violators were released on

administrative settlement of cases

Very few criminal charges were filed

Lax police response

That “Baling” is hereby allowed in

this municipality for eight months

during the months of (July, August,

September, October, November,

December, January and February)

and prohibited for four (4) months

during the months of (March, April,

May and June).
