The Atlantic Aboriginal Economy
Building Strategy (AAEBS) update for 19th Annual National Cando Conference
& Annual General Meeting

What is AAEBS?
In March 2008, the Strategy was further developed titled the Atlantic Aboriginal Economy Building Strategy (AAEBS), which operationalized the strategy through a five year work plan.
AAEBS is also the steering for AAEDN. In 2010, a review and an evaluation of the current strategy
and workplan; Dr. M. Corfield facilitated a strategic planning session for AAEDN members, RPMAC members, as well as ACOA; and with data analysis of the session, a revised five year workplan and budget for the next five years.

AAEDN Strategic Vision of 2010
The draft strategic plan has been distributed to AAEDN and Atlantic Chiefs.
It is an enabling workplan that is not intended to replace what communities undertake for their community development, but to offer support and advocacy if needed, and required.
It is a living document that will measure the successes and ensure accountability to the communities.
It will also provide the much needed branding, marketing and communication plans the network has identified as a top action priority for foundation building.
As APC’s role is to analyze and develop culturally relevant alternative to federal policies that impact the Atlantic communities and peoples, this revised workplan will further provide capacity building, networking opportunities and information sharing for all First Nations Economic Development staff.

The four goals of the Atlantic Aboriginal Economy Building Strategy and the Federal Framework for Aboriginal Economic Development was rebranded in an Aboriginal Economic Developer`s context into
the following four themes for the next five years:

Overcoming the Barriers – This project was not achievable this year but still remains a priority in the workplan for an upcoming year.
Chamber of Commerce - It was determined by AAEBS committee members that this project requires each First Nation to actively submit for membership status on local or municipal Chamber of Commerce.

Capacity Development
EDO Job Description – a generic template was distributed to EDO’s during a full AAEDN meeting held in December 2011. The template is only a guide for First Nations to changes as necessary. CANDO also has s template on their website which is accessible to use.
As a starting point there was a survey by EDO’s on AAEDN conducted on communication, capacity building, and training. There is also a section on barriers. Those results have been provided to AAEBS to give direction to develop further action items on Strategy.

Community Development
Aboriginal Business Inventory – identified in a pervious project entitled the community profiles project. The community profiles project was completed by 25 participating First Nation Communities. Also, Ulnooweg Development and Joint Economic Development Initiative (JEDI) are working on or completed a business inventory.
Environment Scan by Community – the community profiles captured the levels of economic development in the communities. Discussion took place on the level of activity at the full AAEDN meeting in December 2011 in Moncton, New Brunswick.

Community Development
The Environment scan is complete for the Atlantic during the AAEDN meeting held in December 2011.
The next step is to do up on options paper; however, this will require further funding to identify the initiative and potential opportunities.
The final step (if directed) to have the Atlantic Chief’s pass a resolution that approves an action plan for a regional economic development corporation.

Partnerships
Procurement Linkages Outreach – it was requested to have Ulnooweg, JEDI, and Tripartite to-do a presentation to AAEDN (done in September 19, 2012 but Ulnooweg was not available).
Aboriginal Affairs and Northern Development (AANDC) – Procurement Strategy for Aboriginal Business presentation was conducted by Matthew Tapper on September 19, 2012.
Philanthropic Funding Options Inventory – AAEBS members are committed to research the philanthropic organization and funding options, partnerships, and availability

Lands
AANDC has committed funds this fiscal year for Professional Development regarding Lands and Economic Development.
There will be a two day lands conference to be held on February 12 & 13, 2013, to be held in Cole Harbour, Dartmouth, at the APC office.
The agenda is not yet drafted; two presentations are confrimed by Larry Pardy, AANDC, and Cheryl Knockwood, Membertou.
