Ideas development-Spark

Ideas sprout as ‘sparks’ from the creative persons. The network accessed about 800 ideas in 2007-08 by publicity/ advertisement and over 50 road shows.

Ideas development-Shaper

The ideas need to be refined and moored to ground realities. 18 TUCs ( TePP Outreach Centers) have mentored the innovators to develop practical means to realize their dreams. 200 proposals emerged from out of the 800 ideas.

Ideas development-Sponsor

These 200 proposals were distributed among DSIR & TIFAC officials and they became sponsors of innovators in the Ministry of Science & Technology.

Ideas development-Sounding Board

15 external experts of TePP Screening Committee (TSC) evaluated these 200 proposals and recommended 50 for approval.

Ideas development-Specialist

Several Technical experts evaluated the 200 proposals and also provided technical guidance while monitoring 100 projects under execution. For direct interaction with innovators, names and addresses of 93 Technology Angels is posted on DSIR web site.

• Aerial spray by remote controlled aircraft.• Innovator Kamalakaran, Professional aero

modeler.• Target spraying of pesticides/fertilizer on

tall trees by farmer. Carrying capacity-15kgs of spray liquid.

• Budget: Rs 5.75 lakhs, TePP support:Rs4 lakhs.

One of the 50 completedprojects

• Surgical bandage machine by retired DRDO scientist R.A.Yadav.

• Traditional machine is made of wood, bulky where cloth is stretched manually when the machine is in motion.

• Adopting simple techniques for width & length control and feed control, a better designed machine made of steel has been developed.

• Every hospital needs one such machine costing about Rs15,000/-.

Program transparency

DSIR web site carries list of all 239 projects approved and profiles of 145 innovators in three volumes of Creative India, 2006-2007-2008.

• List of TePP Outreach centers, members of TePP Screening Committee and Technology Angels on panel are also placed on the web.

• Innovator provided experts comments and encouraged to engage in constrcuctive discussion.

• TSC minutes circulated to all TUC partners.

Assessment

• TePP network evolved to deliver a package of services, counseling, mentoring, technical support, incubation, business plan and funds.

• While transaction costs were kept low, transaction time is still far higher than desired at around 300 days.

• Fiber is laid but pipe is no where near full.
