What is the Professional Certificate What is the Professional Certificate and who needs it?and who needs it?

The Professional Certificate is the second-level teaching certificate in the state of Washington.

Anyone who holds a residency teaching certificate and plans to continue teaching in Washington must earn a professional certificate to remain licensed.

The professional certificate must be earned prior to the expiration of the residency certificate.

National Board certification is designed for mid-career teachers who already have their 2nd level teaching certificate.

• Estimated 400 hours to complete • Candidate average experience level = 13

years of teaching.• 1st year pass rate = 50% nationally; 60%

in Washington. More pass on the second try.

ProTeach is a similar process, but designed for novice teachers.

• Three portfolio entries, addressing the 3 professional teaching standards and 12 criteria

Candidates respond to prompts addressing the 12 criteria. Narrative evidence and artifacts to support the narrative Emphasis on student voice and positive impact on student learning

• Candidates register electronically, select a portfolio submission date, and pay $495.

• Portfolio is developed online using the ProTeach web-based portfolio system.

• Portfolio is scored by Washington educators trained by ETS.

• Candidates may be required to resubmit all or portions of the portfolio to obtain a passing score.

Standard 1: A successful candidate for the professional certificate shall demonstrate the knowledge and skills for effective teaching which ensure student learning by:

a. Using instructional strategies that make learning meaningful and show positive impact on student learning;

b. Using a variety of assessment strategies and data to monitor and improve instruction;

c. Using appropriate classroom management principles, processes and practices to foster a safe, positive, student-focused learning environment;

d. Designing and/or adapting challenging curriculum that is based on the diverse needs of each student;

e. Demonstrating cultural sensitivity in teaching and in relationships with students, families and community members;

f. Integrating technology into instruction and assessment; and

g. Informing, involving and collaborating with families and community members as partners in each student’s educational process, including using information about student achievement and performance.

Standard 2: A successful candidate for the professional certificate shall demonstrate the knowledge and skills for professional development by:

a. Evaluating the effects of his/her teaching through feedback and reflection;

b. Using professional standards and district criteria to assess professional performance and plan and implement appropriate growth activities; and

c. Remaining current in subject area(s), theories, practice, research and ethical practice.

Standard 3: A successful candidate for the professional certificate shall demonstrate professional contributions to the improvement of the school, community and the profession by:

a. Advocating for curriculum, instruction and learning environments that meet the diverse needs of each student; and

b. Participating collaboratively in school improvement activities and contributing to collegial decision-making.

Year 1 Year 2 Year 3 Year 4 Year 5 Year 6 Year 7 Year 8 Year 9 Undated first-issue residency certificate is valid until the candidate accumulates “2 years successful teaching experience.” This is further defined as 1.5 FTE over a minimum of two calendar years. If an individual does not begin teaching upon issuance of the residency certificate, the certificate remains valid until the 2-year/1.5 FTE requirement is met. Certificates will be reissued automatically based upon OSPI employment data compiled from school district annual personnel reporting. (S275 report) Individuals who are employed in a non-public school may use the reissuance form to report their experience. Teachers should monitor their own certificate status in case of errors.

Residency certificate is reissued and valid for 3 years. Familiarize yourself with the ProTeach

Portfolio website, materials & registration timeline.

Consider enrolling in a support program.

Plan your ProTeach Portfolio registration to allow time for resubmission if necessary.

Submit a ProTeach Portfolio prior to certificate expiration date.

First 2-year renewal. Register for ProTeach.

Prepare to submit or resubmit portfolio entries as needed.

Second 2-year renewal. Register for ProTeach.

Prepare to resubmit portfolio entries as needed.

At the end of year 5… Options: Passed ProTeach. Professional certificate

is issued.

Tried but failed ProTeach Portfolio – eligible for 2-year renewal during which to resubmit.

Break in service – register for ProTeach Portfolio and receive 2-yr renewal OR allow certificate to lapse and reinstate when desiring to teach in Washington.

No break in service, did not attempt ProTeach Portfolio – must register for ProTeach Portfolio to receive 2-yr renewal.

At the end of year 7… Options: Passed ProTeach

Tried but failed ProTeach – eligible for second 2-year renewal during which to resubmit.

Break in service – register for ProTeach & receive 2-yr renewal OR allow certificate to lapse; reinstate later.

No break in service, did not attempt ProTeach – certificate expires. (See Reinstatement to the right.)

At the end of year 9… Options: Tried but failed ProTeach

– certificate expires.

Did not submit a ProTeach Portfolio – certificate expires.

Reinstatement of an expired certificate: May apply no less than 5

years after expiration Prospective employer

must request a transitional certificate, valid for 2 years.

Candidate must register for ProTeach.
