• Civil protection Italian framework is well designed to integrate at all levels every typology of disaster, from local to international issues. At different levels there are coordination operative rooms and field crews for a rapid and direct attack. In some cases (for example wildfires) there are some difficulties in language and specialization definitions, or also in the worst case many institution have difficulties to exchange a common language during the operations.

• Most competences of forest risk management are transferred to the Autonomous communities. Therefore, mechanisms for knowledge exchange are organised, in the case they exist, regionally. The role of the central State is basically for coordination of national protocols, legislation, etc. At administrative level, some working groups may exist coordinated by the corresponding Ministry with the participation of regional governments. Is the case for instance of Forest Fire Fighting Committee (CLIF). They are more operational than knowledge-exchange working group. Globally, there is a poor development of formal/informal working groups, or permanent platforms where private stakeholders and experts are represented. In any case, in a very wide approach, as the Environmental Advisory Council (CAMA) pending of the Ministry for Ecological Transition and where NGOs (above mentioned Greenpeace or WWF/Adena for instance), forest owners etc are represented. An example of a similar body at reginal level is the Advisory Council for Sustainable Development in Catalonia. In any case, nothing specific for forest/natural risk exist.

• There is not any specific actor with a central role in providing training and education on forest risk. General training basically is done from universities, research institutions, forestry schools, etc. On the other hand, most of forest administrations carry out diffusion seminars and technology transfer activities (normally in collaboration with R+D institutions). I understand that the intention here is not to list all the academia and research institutions in Spain, it is really long!

• Czechia is divided into 14 regions with own self-government. Basic (smallest) unit is municipality with own self-government.For disturbance management are made so-called "calamity teams" with experts, forest owners, civil servants etc., actually for example some regions have calamity teams related to bark beetles calamity.
• Ministries, as the highest national governance level, issue policy changes that trickle down to regional and municipal levels. They have several advisory bodies, such as the Czech Academy of Agricultural Sciences, Czech Foresters Society, etc. that provide expert support in creating policies. Within the legislative process, all laws and regulations are open to feedback from relevant expert groups that can alter the legislation language. The groups are rather uniform and little exchange occurs between them, so promotion of such approach would be beneficial.

• Scientists and specialists are in contact with each other and can be combined into temporary groups in certain areas. However, there is no contact with the general public. This is a problem that does not allow the use of the experience of Belarusian specialists to international groups of experts. I suggested to the Ministry of Forestry to form groups of Belarusian experts and expert materials on areas of forest disturbance with the possibility of informing the international community. However, despite the interest of the Ministry, no funding was allocated. • Cooperation at the national level between the National Headquarters of the State Fire Service and the General Directorate of State Forests is governed by a bilaterally signed agreement. There are no such agreements at the levels below. An example of good and voluntary practice at the regional level is the establishment of a "task force" between the representatives two of Regional Directorates of State Forests and two of Provincial Headquarters of the State Fire Service (in the west of the country). • A member of the Commission Expert Group on Forest Fires (E00416) is a representative of the Forest Research Institute. We are trying to make attempts at the level of the Ministry of the Environment for me to be included in this group personally. We took such action in February, but the epidemiological situation made it difficult. In addition, fire service representatives are included in the groups related to Civil Protection. Unfortunately, there is no representative of state forests (although in Poland foresters also extinguish fires, only foresters have their fleet of firefighting aircraft in Poland) because according to the law we are not a civil protection organization. Politics is responsible for the current state of affairs.

• For fires there is a really strict procedure, with people responsible for doing certain actions like: the local forester, is informing the forest directorate and the county inspectorate for emergency situations. They are sending firefighting team, even by helicopter, to estimate the extent and to decide how bad it is. Meanwhile, all foresters in a certain area should start firefighting, together with the dispatched professional firefighters. After the fire is extinguished, it is still guarded by foresters 24/7 for a certain period of time, to ensure that it does not reignite itself. I do not know where the decisions to send helicopters are taken, I think at the National level of the Inspectorate for Emergency Situations. For flooding the County Council and the Prefecture work together with the Municipalities and with the Inspectorate for emergency situations to mitigate the damage. Foresters are not involved, in any step, even if the damages are done due to the logging of forests above. For droughts, I do not know, because only County Agricultural Directorate and prefecture are involved.

• Concerning drought and forests, only increased survey measures, for mitigating fire risk, are taken. The National Forest Research does some monitoring of the loss of increment due to droughts and defoliation of trees. Personally I very much doubt the methodology. For insects or other pests, on-fied forester is reporting to the forest engineers which go there and mark the trees to be cut. Forests managers are asking the Forest Guards for salvage cuttings permits, which are never ever refused, (even if the forest is perfectly healthy). Sanitary cuttings (less than 5 mc/ha/year) are allowed without any approval.

• Forest Directorate as a part of Ministry of Agriculture, Forestry and Water management is top Institution regarding the biotic, wildfire and windstorm risks while Ministry of Environmental Protection is responsible for drought and climate changes. Forest Directorate engage two institutes for data collection (Institute of Forestry in Belgrade and Institute of Forestry and Environment in Novi Sad) regarding biotic risks. Occasionally Faculty of Forestry in Belgrade is included in some tasks regarding biotic risks as well as wildfire risks. Both Institutes and Faculty are equally involved in scientific research for all risks. Sector for Nature protection and Climate Changes (Ministry of Environmental Protection) engage various subjects to collect data about the drought and climate changes.

Governance structure
In addition to established governmental structures, described and regulated by legislation, Disaster response coordination groups have been established in the cases of 2014 ice break and 2017 wind break. These groups serve as a coordination body between key disaster response stakeholders. They are coordinated by the Ministry of Agriculture, Food and Forestry (State Secretary), and involve the Slovenia Forestry Service, Chamber of Agriculture and Forestry of Slovenia (CAFS), Slovenian Forest Owners Association, Slovenian Forestry Institute, Forestry inspection, Slovenian State Forests and other relevant stakeholders. The other key factors of cooperation are national (CRP) and international (LIFE, INTERREG, H2020 etc.) projects. Within project activities and proposal preparations, cooperation between different (aforementioned and external) stakeholders is essential, which leads to development of new ideas and advancements in the technology of disaster response techniques and measures.

Governance structure
• Almost all of Ukraine’s forests are stateowned and state-managed. The majority of the forests (73%), are under the control of the Ministry of Agriculture via the State Agency of Forestry Resources (SAFR). Implementation of the SAFR’s policies is controlled at the regional level by a forestry directorate (Regional Forestry Management Boards (RFMBs) that are responsible for issuing key documentation (e.g. harvesting permits). The RFMB is the coordinating body for the various forestry management units, called State Forestry Enterprises (SFEs), for their region. The research network of research institutes and universities and Scientific and Technological board at SAFR provide science-based best practice guidance on development and improvement of forest management systems; preservation and protection of the forest; forest ecology and monitoring of forest ecosystems; ; sustainable forest management in the context of global climate change etc.
• State forest protection services provides expertise, guidelines and advice on national forest sector issues, working in close collaboration with the province forest sector to establish on healthy, productive and sustainable forests.
• Ministry is responsible for forests protection as an integral part of sustainable forest management and develop national strategy on adaptation of forests and forest management to climate change.

Usually, SFAR` and SFE`s portasas well as official portal of research institutions are used as channels for communication used for communications about forest disturbance risk management. They open for general public but not specific.

Ukrainian Research institutions together with State ForestProtection Services are engaged cross border cooperation fordisturbance risk management, participate in internationaltrainings and workshopfocus on development of innovative practices that enhanceforest resilience. Our institute are in future collaboration withEuropean institutions (SLU, IBL, EFI) concerning the exchange ofmethods and experiences in disturbance risk management.Moreover, we also outlined the possible ways for collaborationon other work relating to other aspects of risk managementand forest resilience. Forestry needs to adapt to climatechange and risks to sustain ecosystem service, transfer andexchange of new knowledge y engaging relevant partners(notably EFI). • The Finnish Forest Center is assessing the extent of the destruction. Informs the Ministry of Agriculture and Forestry, the authorities and the media about the damage. In addition Finnish Forest Centre is enforcing Forest Damages Prevention Act.
• The Natural Resources Inst. monitors the damage, informs the extent of the damage and gives instructions on how to prevent the damages.
• The emergency Response center: 1) Prevents accidents, 2) Rescues people, animals and protects property 3) Inform other authorities and citizens about the accident situation
