1. RELEVANT PREVIOUS DECISIONS 1.1 Cabinet Resources Committee, 23 September 2004, Decision no 6. “That increases in fees and charges in line with the Financial Forward Plan be approved
by the Head of Service in consultation with the Cabinet Member for Resources. That these increases be implemented from 1 January each year, with only limited exceptions to those being increased from 1 April.

1.2 Cabinet Resources Committee 25 November 2004 – fees and charges: Highways &
Design, Planning and Environmental & Neighbourhood Services – 25 November 2004, which came into force from 1 January 2005.

Services 1January 2006 – 31 December 2006. To approve increases in fees and charges for Hendon Cemetery and Crematorium.
2. CORPORATE PRIORITIES AND POLICY CONSIDERATIONS 2.1 None. 3. RISK MANAGEMENT ISSUES 3.1 I have considered whether the issues involved are likely to raise significant levels of
public concern or give rise to policy considerations. I do not consider that the issues will raise significant levels of public concern.
3.2 Failure to increase fees and charges adequately will create pressures on other Council
budgets. 3.3 The projected income figures are based on current levels of demand, which have been
projected forward to anticipate future levels of take-up. Initially there may be a short period of reduced income, which would be representative of a show of dissatisfaction from residents, about levels of charging.
4. FINANCIAL, STAFFING, ICT AND PROPERTY IMPLICATIONS 4.1 The impact of increased fees and charges will be taken into account in the 2006/2007 –
revenue monitoring and the 2007/2008 forward plan process. 5. LEGAL ISSUES 5.1 None. 6. CONSTITUTIONAL POWERS 6.1 Chief Officers can take decisions, in consultation with the Cabinet Member concerned, to
discharge functions allocated to them or dealt with by them or their staff, except for matters specifically reserved to Executive Members, Cabinet Meeting, Cabinet Committees, Committees or Council.

7. BACKGROUND INFORMATION 7.1 Fees and charges are normally increased annually from 1 January. The level of increase
being delegated to Heads of Service in consultation with the Cabinet Member for Resources. Increases that exceed the rate assumed in the Financial Forward Plan need to be reported to Cabinet Resources Committee. This is the case for some Environmental Services’ fees where it is known that the full cost is not presently being recovered or present charges do not reflect market rates. The Hendon Cemetery and Crematorium fees were reported to Cabinet Resources Committee 10 November 2005 – fees and charges for Environmental Services 1 January 2006 – 31 December 2006 (see paragraph 2.2). Most of the increases contained in the appendices to this Delegated Powers Report are approximately 2.5%, or the financial figure rounded for practicality, or are higher where they are statutory. Proposed increases beyond 2.5% to remaining fees will be reported to a forthcoming Cabinet Resources Committee.
7.2 It is proposed to increase the majority of fees and charges from 1 January 2006 (or as soon
