President’s Report
Dear Residents:
It’s been a magnificent fall in Calgary and apparently the farmers in southern Alberta are expecting
bumper crops. Given we all need to eat to survive, I really like the idea of our local farmers doing
well!
As you are aware, we are in the middle of the civic election campaign. There are a number of
candidates vying for the support of Ward 7 voters. As of the printing of this newsletter, all-candidate
forums are scheduled for October 1 (Eau Claire), October 5 (Capitol Hill Community Hall) and
October 16 (Dalhousie Community Association). All three forums are scheduled from 7:00 to 9:00
p.m. Other forums may be scheduled before October 21, which you can track on the candidates’
websites. If you can, try to attend one of these forums. There are quite a few issues for the candidates
to debate related to inner city residents’ concerns—tax levels in the inner city, aging infrastructure
and the replacement plan, redevelopment in the inner city, traffic corridors and transit options, non-
resident parking, and so on.
As I indicated in my first President’s Report, there are a number of projects on the drawing board which will have an impact on our community in the future. They are the Stadium Shopping Centre
redevelopment, the West Campus development (lands surrounding the Children’s Hospital) and the
construction of a new cancer centre on the Foothills site. None of these projects are currently defined
in any detail, so there is still opportunity for the adjacent communities to have some input.
The first project to proceed is likely to be the Stadium Shopping Centre redevelopment. The
developer, Western Securities, was recently granted high-level approval by City Council in the form
of an Area Redevelopment Plan (ARP). Western Securities must now submit a master plan for the
development of the site in order to obtain a building permit. They intend to hold consultation
meetings with the affected communities. The first meeting is slated for October 9 at the University’s
Alma Hotel on 24th Ave. (time is TBD). Again, I would encourage anyone who can attend to drop
by to hear and comment on what is being proposed for the site. The ARP confirmed that the zoning
of the site could allow for up to 800,000 square feet of multi-use development, or approximately
80% of the square footage of Market Mall. The ARP also allows for building heights of up to 14
storeys—most likely commercial office or condo towers. Other uses referred to in the ARP include
residential and retail, the details of which will only be made clear with the presentation of the master
plan. Western Securities will be confirming additional dates and locations on their website
(westernsecurities.ca/Stadium), so please check to see if one of the dates works for you. A few of the
topics that might be of interest to St. Andrews residents: how will the redevelopment affect existing

course, voting day for the civic election

count.
In the last newsletter I advised that
John Howarth is stepping down as Manager of
the annual Membership Drive. I would like to

West Campus Outline Plan and Land Use Amendment Application

The City of Calgary has received an Outline
Plan/Land Use Amendment Application
(identified as City application #LOC2013-
0062) to redesignate (rezone) and subdivide
lands referred to as “West Campus,” located
immediately to the west of the University of
Calgary’s Main Campus, in northwest
Calgary.
The application has been submitted by West
Campus Development Trust, a trust created
by the University of Calgary to oversee the
development.
If approved by City Council, this proposal
would allow the developer to develop 83
hectares of undeveloped land into a mix of
commercial and residential space, including
approximately 6,400 multi-family homes
(such as apartments, condominiums and
townhouses), two million square feet of of-
fice space and 200,000 square feet of retail
space. The developer anticipates the con-
struction would take 15 to 20 years to
complete.
There are several ways you can get involved
in the discussion about the future of the West
Campus lands. Your thoughts for the site will
be considered by City staff and summarized
for the developer, Calgary Planning Commis-
sion and City Council. Ultimately, The City
has to weigh many different things when de-
ciding what to allow on a property but your
input is an important piece.

West Campus Development Trust Update: Fall 2013
West Campus Development Trust
Greetings from West Campus Development
Trust.
Since our public engagement series in June,
the Trust has been busy preparing the appli-
cation for the detailed Master Plan, as pre-
sented to the public, for submission to the
City of Calgary, Land Use Planning and Policy.
Our application for land use amendments
was submitted in August.
This fall, the City will begin a circulation
process with comments being submitted di-
rectly to the City. This will include stake-
holders, impacted community associations
and adjacent land owners. We are working
with the City to keep you informed during
this process.

Vandals Damage Tennis Court

The newly renovated community tennis
court has been vandalised. There are bike
tire skid marks all over the court. Please
keep bikes, scooters and skateboards off of
the tennis court—they damage the surface.
Also, forced entry of the access gate has
damaged the electrical locking mechanism
and misaligned the gate itself, and the fence
wire by the access gate has been cut, leav-
ing a large gaping hole with sharp exposed
edges. The issues have been reported to the
Calgary Police Service, but if you see it
happening, please report it as soon as possi-
ble to the SAH Community Policing
Officer at 403-567-6300. The SAHCA

Changes to Local Improvement Bylaw

Rapid urban growth can put pressure on munic-
ipal budgets. Without adequate finances, cities
are unable to undertake the capital improve-
ments needed to keep up with growth, let alone
maintain our existing infrastructure.
How Calgary grows and who pays for growth
has been at the forefront of recent City discus-
sions. Mandated by Council in 2009, growth
management (Framework for Growth and
Change) is a new process that will help the City
budget for the needs of new communities with-
out burdening the existing taxpayer. In the past,
the costs associated with growth were ad-
dressed on an ad hoc basis. The new Frame-
work for Growth and Change, once approved
by Council, will ensure that Calgary grows re-sponsibly and that we reinvest in existing com-
munities. Residents in new communities will
not have to wait as long for key services and
the financial risks will be covered by those who
profit from development. We will also ensure
free market choice that reflects actual develop-
ment costs, establishes a logical pattern of
growth and eliminates subsidies currently cov-
ered by all Calgarians.
Until recently, all of our population growth
occurred in new communities while we slowly
lost population in older areas. We are now
making our first tentative steps toward restor-
ing populations in established neighbourhoods.
The ultimate aim is for an equal split, which
will be realized gradually over a 60-year peri-
od, between growth in new and existing com-
munities. Over the next five years, 94% of the
city’s growth is expected to remain in the sub-
urbs.
In the New Year, Council will make its final decision on growth management, which will
deliver a more financially sustainable future for
all Calgarians. If approved, it will ensure we
live within our means rather than bestow a
great debt on future generations.
