Summer Referrals• Referrals do not stop in the summer,

therefore, please ensure that whoever is answering your school’s phone during the summer (main desk/counselors) understands that if a parent inquires about “referrals”, “testing”, an “IEP”, or any of the other buzz words, the parent is being forwarded over to you or someone else who has been designated to handle this during the summer.

New Enrollees

• Remember that for students who are enrolling as new students in your school for the 2015-16 school year, you cannot hold any sort of formal meeting (IEP, 504, evaluation planning, reevaluation,…) until the student has “sat for class” the first day; for virtual students this means logging in for class the first time; for b&m students this means the first day they walk through the door.

New Enrollees• If you have parents enrolling new students

for the 2015-16 school year (not returning students) who express interest in evaluation, refer them to their district of residence and explain you cannot begin referral procedures until the student sits for class the first day of school. Your obligation for Child Find does not begin until that time; until then the Child Find obligation belongs to the child’s district of residence.

Summer Reporting and Troubleshooting• The Reports:

• Extended School Year (ESY)• Child Outcome Summary Form (COSF)• Table 5 (Discipline)• Indicator 11 (60-day timeline)• Table 4 (exiting)

Extended School Year (ESY)• Remember: ESY services are different from summer school,

summer remedial classes, and summer enrichment programs. ESY services are individualized, special education services that are required for the child to receive a FAPE. The services provided during ESY are such to allow the child to make progress towards his annual goals.

• Remember: When reviewing ESY, you’re reviewing for all services (including counseling), not just the “standard ones” (i.e. academic, speech, and OT).

• Resources are on the BookShelf regarding ESY. These include:• Standards for Determining ESY• SC Department of Education Guide to ESY• SC Department of Education Guide for Parents regarding

ESY

Extended School Year (ESY)• The ESY link (Adobe form) was sent out

last week and is due from ALL schools (even if you have 0 students for ESY by noon on June 3.

• This is your reminder!

Extended School Year (ESY)• Sometime in late June, the District will

receive notification of the additional ESY funds. Those schools with students who qualified for ESY will receive their allocation within a day of us receiving it. It’s usually around $200 per student.

Child Outcomes Summary Form (COSF)

• Resources have been placed on the BookShelf regarding COSF data.

• There is an Add Action button in Enrich. • Any school who serves 3K, 4K, or 5K students with

IEPs who also• are exiting the preschool age range (turning 6),

the children must be assessed within three weeks prior to or after their sixth birthday if they are continuing to receive special education services past their sixth birthdays; or

• are exiting from all special education services through reevaluation prior to their sixth birthday, the children must be assessed during the reevaluation.

Child Outcomes Summary Form (COSF) • Each child listed needs to have two data

points• Entry Data• Exit Data

• No child should have all 7’s and 6’s because those are reserved for “typically functioning” students and a 6 or 7 in all domains indicates that the child is “functioning like his/her peers” (translation: doesn’t need an IEP).

• Precheck due: June 6, 2015• Report Deadline: June 20, 2015 by noon

Table 5 (Discipline)• Table 5 is pulled from PowerSchool which

means, you should have already been working with your school’s PowerSchool person to ensure all incidents have been entered correctly.

• Zenobia will run a precheck of Incident Management in June and include you on the information reported to assist with any clean up necessary.

• Final report is due July 1.

Indicator 11

60-day Timeline/Initial Evaluation

Indicator 11• Indicator 11 measures anyone who had an

evaluation planning meeting and consent to evaluate was obtained because they were suspected of having a disability under IDEA.

Indicator 11 (60-day timeline)• This report will be extracted from Enrich.• It should capture EVERY child who was

initially evaluated under IDEA (kids for whom we received a consent for evaluation).

• This ONLY INCLUDES initial eligibility NOT reevaluations (kids who already had an IEP).

Indicator 11• We have a sample report of what we think

will be pulled.

• Over the next week, we’ll be asking you for clarification on anyone overdue.

• The final feedback will be provided by July 15th.

• The clean report is due July 20th.

Table 4Exiting

Table 4 (exiting)• This report will be extracted from Enrich

and captures every child with an IEP aged 14 and up who exited for any reason:• Dropped out• Died• No longer eligible (discontinued all sp

ed services)• Revoked consent• Transferred/moved known to be

continuing • Graduated with HS diploma

Table 4 (exiting)

• Big reminder – no child may be exited “dropped-out” during the last 10 days of the school year (per SCDE regulations)

Table 4• We do not know what the report will look

like at this time.

• To assist you by July 28th, the district will provide you the first level of feedback on the report.

• The clean report is due August 8th.

2015 - 16

Summer Hours• SCPCSD Office hours for June 1-July 31

will be 7:30-5:00, Monday – Thursday; closed on Friday

• DSECs last day will be June 10;• For questions after that date, please

contact Kendall (Enrich questions) or Beckie

Projects over the Summer• Finalizing 2014-15 CPRs and providing

feedback• To include the development or

review/revision of improvement or corrective action plans

• Primary responsibility of DSECs next year will be to monitor progress on improvement/corrective action plans

• Update of District Performance Framework

Expectations

• We don’t anticipate major changes in policy/procedures for next school year.

• In exchange for your autonomy, there is a high level of accountability and oversight.

• Schools are expected to abide by their charters and by their contracts with the District.

• First monthly Sp Ed Go-to-Meeting• September 14th – 2:30• Typically 2nd Monday of each month
