ThisproposalbuildsuponthecoordinationarchitecturethatwasestablishedtosupportthecoordinationandimplementationoftheNewDealCompact.Whiletheoverallstructurewillremainthesame,anumberofchangeshavebeenmadetoreflecttheprimacyoftheNDP.Thesearehighlightedexplicitly.
Whilethisdocumentpresentstheoverallaidarchitecture,itdoesnotcoverthe details of the coordination structures around the ComprehensiveApproachtoSecurity(CAS),whichshouldbedefinedbytheCASExecutiveGroup. Rather, it focuses on the roles and responsibilities of the SomaliaPartnershipForum,SDRFSteeringCommitteeandPillarWorkingGroups.

1 IntroductiontotheSDRFTheSomaliaDevelopmentandReconstructionFacility(SDRF)servesasbothacoordinationframeworkandafinancing architecture for implementing the Somalia National Development Plan (NDP), in line with theprinciplesoftheNewPartnershipforSomaliaforPeace,StabilityandProsperity(NPS).ThisaidarchitecturebuildsonandreinforcesthemechanismsthatweresetupfortheimplementationoftheSomaliCompact,withminorchangesaimedatimprovingitseffectiveness.1
The SDRF aid architecture serves as the centerpiece for the partnership between the government andinternationalcommunity(Figure1).However,itseffectivenessdependsontheimportantroleplayedbyothercoordinationforawithingovernmentandtheinternationalcommunity.TheSomaliaDonorGroup(SDG)andUN Country Team have served to build consensus amongst their constituencies and prepare theirrepresentativestoengagestrategicallyintheSDRFstructures.Suchagrouphasbeenmissingforcoordinatingthedifferentviewsandvoiceswithingovernment.
Filling thisgap, thenewlyestablishedNationalDevelopmentCouncil (NDP)willperformthecritical rolesofstrengthening inter-governmental coordinationbetween the FederalGovernmentof Somalia (FGS) and theFederalMemberStates(FMS)tooverseeimplementationoftheNDPandengagestrategicallywithinternationalpartnersthroughtheSDRF.Throughconsultationandconsensusbuilding,governmentrepresentativeswillbebetterprepared to speakwithonevoicewhenengagingwith thePillarWorkingGroupsandSDRFSteeringCommittee.Itwillalsoservetoimprovecommunicationwithingovernment,sorepresentativesdonotfeel“inthedark”aboutissuesrelatedtoNDPimplementation.
ItwillserveanimportantadvisoryfunctiontotheSDRF.TheNDCshouldenhancethestrategicfocusoftheSDRF,withoutaddingalayerofadministrativebureaucracytothethree-tieredjointstructure.ItwillalsocoverissuesrelatedtointergovernmentalcoordinationandimplementationthatmaynotbecoveredintheagendaoftheSDRFSteeringCommittee.

In addition to the coordination role it plays for all development resources, the SDRF provides a commongovernancestructureforthreemulti-partnertrustfundsadministeredbytheAfricanDevelopmentBank,theUnitedNationsandtheWorldBank.TheSDRFfunctionsforthesefundsandassociatedproceduresaredetailedinthe“OperationsManualforSDRFFundingWindows.”2

ThepracticalorganizationandlogisticalsupporttothedifferentlayerswillcontinuetobeprovidedbytheAidCoordination Unit (ACU). The Ministry of Planning, Investment and Economic Development (MoPIED) willdevelop and oversee coordination of the NDP implementation, tools and strategies that will requirecoordinationwithandinputsfromthemembersoftheSDRFatdifferentlevels.Theseinclude:i)PillarGroupannual work planning arrangements, ii) programmatic alignment to the NDP; iii) the NDP monitoringframework,iv)communicationsandoutreachstrategy,andv)theAidInformationManagementSystem(AIMS),expectedtobeoperationaltowardstheendof2017.
Box1.StrengtheningFMSParticipation
While the overall structure builds up on theNewDeal structure, a number of revisions are designed toimprove the engagement and inclusion of the FederalMember States (FMS). The revised structureswillsupportstrengthenedengagementthrough:
Supporting state-level coordination by establishing and strengthening state-levelcoordination structures to ensure better representation of Federal Member States in thenationalaidarchitecture.
Enablingmorefocused,sectorspecificdiscussionsbystreamliningworkinggroupsaroundtheNDPpillars.Thisalsoallowsforlessfrequentmeetings,asgroupscandedicatemoretimetospecificsectors,withoutthepressureofcoveringawiderangeofissues.
RebalancingrepresentationintheSteeringCommitteetocreatebetterbalancebetweentheFGS, FMS and international community. Refocusing on a more limited number of coremembers,additionalpartnerscanbeinvitedonanadhocbasisastheagendarequires.
Building trust through consistent representation. The FGS and FMS shouldbe regularlyrepresentedby thesame individuals,enabling themtobuild trustandestablish systems forcommunicatingbacktootherpartsofgovernment.

2.1 SomaliaPartnershipForum

2.2 SDRFSteeringCommittee
TheSDRFSteeringCommittee(SC)meetsregularlyinMogadishu,servingasaforumfordialoguebetweentheFGS, FMS and international partners. Co-chaired by theDeputy PrimeMinister and the agency headof aninternational partner, the SC provides general oversight and guidance for NDP implementation, based onprogressreportsfromthePillarWorkinggroups,andadherencetothecommitmentsoftheNPS.
TheSCalsoendorsesthepipelinesofthethreeSDRFfundstoensurealignmentwithNDPpriorities,coherenceacrossthefundportfolios,complementaritieswithactivitiesdeliveredoutsideofthefunds,andfeasibilitybasedonavailable funding. Proposedmodifications topipelines shouldbe circulated to the SC twoweeksbeforemeetingstoensureampletimeforconsultationwithintheNDC,SDGandUNCT.AlldocumentsfortheSDRFSC will be circulated to the NDC by the ACU. Once pipelines are endorsed, concepts are elaborated intoprojects/programs,whicharereviewedandendorsedbythemostrelevantPillarWorkingGroup.Thisprocess,includingtheadvisoryroleoftheNDC,isexplainedinmoredetailinthe“OperationsManualforSDRFFundingWindows.”3

TostrengthenSDRFoversightofthefunds,theSDRFco-chairs,MinistersofPlanningandFinance(FGS)andfundadministratorsmeetonaquarterlybasisbeforeorafterSDRFSCmeetingstoreviewthefundsindetail.This should prevent the SDRF from getting bogged down in theminutia of the funds, as it should provideoversight of all activities related to NDP implementation, while still providing an important oversight andadvisory function for the funds. As Secretariat for the SDRF, theACUwill also facilitate these fund-specificmeetings(e.g.meetingorganization,invitations,minutes,etc.)

Frequency:Insteadofmonthly,thefrequencyistobedecreasedslightlytoallowmoretimeforpreparationinordertoholdmorestrategicdiscussions.
Simplification: The previous arrangements for the SC included a distinction between the larger plenarymeetingandtheExecutiveCommittee.Inpractice,neitherthemembershipnorthecontentofthemeetingsdifferedsignificantlybetweenthesetwobodies.Therefore,inthenewset-up,thisdistinctionisabandonedand membership re-assessed to ensure a balanced representation of the FGS, FMS and internationalcommunity.
Composition: The Ministries of Planning and Finance from the FGS and FMS are be responsible forrepresentingtheviewsoftheNDCintheSteeringCommittee.Lineministriesmaybeinvitediftheirsectorsareontheagenda.GreaterlineministryengagementwillbestrengthenedatthePillarWorkingGrouplevel.
Focus/approvals:TheSDRFSCwillfocuslessonindividualprojectsandmoreonhighlevel,strategicissuesofcross-cuttingimportance.Toreflectthischangeinfocus,initsfunctionasgovernancestructurefortheSDRFfunds,theSDRFSCendorsefundpipelinesasawholeattheconceptstage.IndividualprojectapprovalsarebehandledbythePillarWorkingGroups,whichdelveintogreaterdetailofspecificprojectsdevelopedinlinewiththedirectionapprovedbytheSDRFSC.

3 PillarWorkingGroupsThe PillarWorking Groups alsomeet on a bi-monthly / twice quarterly (TBD) basis ahead of the SteeringCommitteeMeetings, although certainworking groupsor sub-working groupsmaymeetmore regularly asneeded.Theyareco-chairedby representativesof thegovernment (including theMinistryofPlanning)andinternational community. The purpose of the working groups is to promote sector-level coordination inalignmentwiththeprioritiesoftheNDP;knowledgesharingandpolicycoherence;andcollectivemonitoringandreportingofprogress.TheWorkingGroupsdefinetheiragendasbasedontheNDPandreportbacktotheSRDFSteeringCommitteeonprogressonaquarterlybasis.TheMinistryofPlanningwillplayasignificantroletomakesureprojectsareinlinewiththeNDPandtomakesurethereisafollowuponmonitoring,evaluationandreporting.
For thethreeSDRF funds, thePillarWorkingGroupsreviewandendorseprojectproposals, in linewith thepipelinesendorsedbytheSDRFSC.ProjectdocumentssubmittedtothePillarWorkingGroupsthatarenotbasedonanendorsedpipelinewillnotbeconsidered.Thisprocessisexplainedinmoredetailinthe“OperationsManualforSDRFFundingWindows.”4

It facilitates linkages across political, humanitarian, development, and securityspheres.
UnderthechairmanshipofthePrimeMinisterofSomaliaandco-chairedbytheSpecialRepresentativeoftheSecretaryGeneraloftheUN,theSomaliaPartnershipForumbringstogetherhigh-levelrepresentativesfromtheGovernmentofSomalia,theParliament,civilsociety,andtheinternationalcommunity. Preamble
TheNationalDevelopmentPlan(NDP)2017-2019forSomaliahasbeenpreparedinbroadconsultationwithallstakeholdersanddevelopmentpartners.Theplandescribes thedevelopmentaldirectionandvision for thenationandclearlyarticulatesitsprioritiesandneedswiththeaimofpovertyreductionandeconomicgrowth.The planwill be implemented from 1 January 2017 to 31 December 2019 andwill succeed theNewDealCompactandEconomicRecoveryPlan.
PurposeoftheNationalDevelopmentCouncil
TheNationalDevelopmentCouncilisacoordinationbodywhichhasbeensetuptoprovidestrategicdirection,guidanceand leadershiptothedraftingoftheNationalDevelopmentPlanandadvocatefortheplanattheNationalandlocalcommunitylevel.Besidestheseobjectives,andconsideringthattheformulationphaseoftheNationalDevelopmentPlanisfinalized,itisproposedtoupdatetheToRsoftheNDCsothatitalsosupportstheimplementationoftheNationalDevelopmentPlan.Itissuggestedthenthatthiscouncilpromotesintra-governmental (sectoral and federal-State) coordination, ensures that FederalMember States and nationalpriorities are aligned, promotes national ownership, and oversees progress in the implementation of theNationalDevelopmentPlan.ItisproposedfortheCounciltoalsoundertakethefollowingfunctions:
RolesandResponsibilities
The termsof referenceof theNDCshouldbeexpandedand theCouncil shouldbecomeahigh levelpolicydiscussionforumontheNationalDevelopmentPlan.Inparticular:
• It will oversee implementation of the plan at sectoral, Federal Member State and federal levels,ensuringthatexpectedoutputsandtargetsareachieved,analysingfundingandimplementationgapsandproposingcorrectivemeasurestoimproveachievementofdevelopmentresults,ifneeded.Itwillnotonlyanalyse implementationof theplanby sectorandstate,butalsodiscusson the impactofsectorandstateprogrammeimplementationinoverallnationaldevelopment.
• The National Development Council will ensure that FMS and federal planning and implementationprocessesarecoherent, inparticularbyverifying thatFederalMemberStates’prioritiesarealignedwith NDP objectives and targets, providing strategic guidance to NDP implementation andrecommendationstotheSDRFSteeringCommittee.ThecouncilwillalsopositionitselfontheextentintowhichaidisdeliveredinsupportofNDPandStateStrategicPlans’implementationiseffective.
• It will also oversee coordination and communication between FGS and FMS in what relates toimplementing,monitoringandevaluatingtheNationalDevelopmentPlan,discussandidentifypotentialsourcesofconflictofcompetence,anditwillalsoidentifycapacitybuildingneedsandpriorities.
• The council should in addition serve as a forum for information exchange between ministries,presentation of projects, peer commenting, sharing lessons, and providing feedback to programevaluations.
• Upon request, international agencies andNGOs could participate in NDCmeetings. Its conclusionsshouldbesubmittedtotheSDRFSteeringCommittee.
• ToengageandinformlineMinistriesatbothlevelsabouttheNDPpriorities,implementationprocess,coordinationandexpectedreporting.
• NDCshalltakeleadingroleinpromotingnationalbudgetformulation,revenuegenerationandresourcesharing.ACUmayattendCouncilmeetingsonobservatoryrole.
Inaddition,itwillalso:
-Review(annually)theimplementationoftheNDP-Review(bi-annually)proposalsforamendmentoftheNDP-Review(annually)theeffectivenessofoverallcoordinationarrangements

TheNDCwillbeeffectivefromthedateofvalidationoftheNDPor1January2017,whichevercomesfirst,until31December2019.TheCouncilwillinitiallyserveforaperiodof24monthsafterwhichitstermandTORistobereviewed.
Composition&Membership
Participants:MinistriesofPlanning(FGSandFMS),FederalMinistryofFinanceoftheFederalGovernmentofSomalia.
NDCshallfromtimetotimeconsideradditionalattendeesasdeemednecessarybytheCouncil.
Chairedby:FederalGovernmentMOPIED.ThesecretariatwillbeprovidedbyMOPIEDandeachFMSwillhaveafocalpointappointedbytheMinistertocoordinateNDCactivities.
Frequencyofmeetings:TheNDPwillholditsregularmeetingsonamonthlybasis.
SecretariatFunctions
TheNDCSecretariatwillperformallsecretariatfunctionsfortheCouncilaslistedbelow.
1. Receivingandsubmittingrecommendationsandfeedbackfromthetechnicalworkinggroups(Pillars)totheCouncil.
2. ThegeneraladministrationandfinancialmanagementoftheCouncil.
3. ProposingdraftagendaforthemeetingsoftheCouncil.
4. TakingminutesandmaintainingrecordsofmeetingsoftheCouncil.
5. Conductingresearch,collectionofinformationorverificationofanymatterrelatedtotheNDP.
6. ThesubmissionofannualreportsontheactivitiesoftheNDPtotheCouncil.
