Actually financing for 2003 by JINR ~50% (plan MAE ~-30%)

The PAC asks the Scientific Council again to repeat and to strengthen its recommendations for the upgrade of the IBR-2 reactor complex as absolute priority in international collaboration and obligation,to support the recent positive development to recover the shortfall in general funding and in the time schedule for the rest of the year 2003 and for the whole refurbishment period.Negotiations with MAE --- to obtain again the original budget.

The IBR-2 reactor is a long pulse neutron sourceThe second target station of the ESS(European Spallation Source) will have comparablecharacteristics as the ones of the IBR-2 reactor&cold source

The optimized instrumentation on the IBR-2 reactorwith its new cold source- Broad Band Source –will give a worldwide leading facility

The program must be started now!! Coincidence with 7-Years planA part of the cold source program (2 spectrometers)will show its quality before the start of the refurbishmentof the IBR-2 reactor in 2007

The exisisting Broad Band Source showed already itsexcellent performance and will run three cycles/year up to2007 for HRFD and SANS.

The PAC supports the opening (continuation) of the themes:

Development and creation of elements of neutron spectrometers for condensed matter investigations (A.Belushkin and V.Prikhodka)

Radiation effects and modification of materials, radioanalytical andradioisotopic investigations at the FLNR accelerators (S.Dmitriev)

as first priority topics for 2004-2008
