On March 10, 1990, RA 6939 became effective creating
the CDA to promote the viability and growth of
cooperatives as instruments of equity, social justice and
economic development and to create an agency, in
fulfillment of the mandate in Section 15, Article XII of the
Constitution. Initially, there were seven extension offices in
the Cities of
Dagupan, Manila, Naga, Iloilo, Cebu, Cagayan de Oro and
Davao who implemented this Act.
CDA was among the 12 agencies placed under the supervisionof Cabinet Secretary Leoncio Evasco Jr, who will have the power to'evaluate existing poverty reduction programs' and streamline themThese agencies are:
Cooperative Development Authority Housing and Urban Development Coordinating Council National Anti-Poverty Commission National Commission on Indigenous Peoples National Commission on Muslim Filipinos National Food Authority National Youth Commission Office of the President-Presidential Action Center Philippine Commission on Women Philippine Coconut Authority Presidential Commission on the Urban Poor Technical Education and Skills Development Authority

As the government Agency granting juridical personality to cooperatives, the
CDA is committed to:
Continually enhance the quality of our programs and services, considering the
aspirations of our clients in mind;
Deliver prompt services to the public, following a culture of
excellence, professionalism and integrity;
Act in accordance with law and public policy;
In line with these commitments, CDA will continue to give priority to capacity
building to ensure that its human capital is knowledgeable, highly skilled, and
creative as well as imbued with positive work ethics and spiritual values.
These, it will pursue with the goal of improving service delivery in the name of
transparency, accountability and quality service.
