5

Historical Process for PNR Lot Project

Development in GWRC

PNR lot locations were generally chosen by the State Some locations were problematic

Lots built on State owned land that could not be expanded or the location was not desirable

PDC, TDM Agency, and MPO not very involved in PNR lot decision making Decisions were made for commuters without consulting agencies

that worked with them

Suboptimal PNR lot design and amenities in some cases Poor accessibility and visibility

6

Example of Suboptimal PNR Lot

Exit 104 Caroline County

7

Exit 104 Carmel Church Lot 40 Spaces

Poor visibility and accessibility

Too small to accommodate transit

No amenities

Example of Suboptimal PNR Lot: Exit 104 in

Caroline County

8

New Process for PNR Lot Decision Making

Smart Scale process empowers MPO to be the lead on PNR lot applications

Greater collaboration and involvement with regional stakeholders in PNR lot project development and decision making TDM Agency Transit Agencies Localities

Opportunities to optimize PNR lot design and amenities

Visibility from major roads Transit amenities Bike/Ped amenities Electric charging stations Slugging islands

9

Smart Scale Opportunities for Commuter

Lots

As a stand alone project

As a multi-modal project

Can be combined with an eligible highway or transit project within close proximity

Commuter lot improvements / enhancements can increase project scoring

As an improvement or enhancement to existing lot

Adding amenities

Improving multi-modal connections

Bike / Ped facilities

10

Example of a New Lot: Commonwealth

Drive/Rte. 1 in Massaponax

11

About 700 spaces

Estimated Cost - $16.6 mil Good location with visibility

Transit and Bike/Ped amenities

Slugging amenities

Electric charging stations

VDOT Conceptual Design

Commuter Lot Amenities Today

• Bus Shelters

• Bike Lockers / Covered Bike Racks

• Slug Line Island with shelter

• Electric Charging Stations

• Bike / Ped Paths and trails

• Sidewalks

12

Commuter Lots – Meeting future needs

Multi - Use lot with more amenities

Rest rooms, commercial kiosks

(dry cleaning stands, coffee stands, farmer’s market stalls, other)

ITS Demand Management Integrated Parking and TDM

Mobile App

Security cameras and monitoring capabilities

Shuttle / Feeder Bus

Connectivity between VDOT and VRE lots

13

Opportunities

MPOs, PDCs, Localities, and Transit agencies are eligible to submit PNR lot applications in Smart Scale

Greater collaboration and involvement improves PNR lot project development and decision making

More effective PNR lots

Effective commuter lot allows for greater

connectivity and flexibility of use for

commuters

Edenred Commuter Benefit Solutions

How do these changes effect commuter benefits?

Impact on Employees: • Tax benefits for parking & transit remain available

to individuals – nothing has changed for individuals

who receive parking or transit benefits

• Bicycle benefit has been suspended (until 2026)

Impact on Employers: • Employers are NO longer allowed to deduct from

their corporate taxes, expenses tied to providing

transportation fringe benefits or commuting costs

for individuals

• Employers MAY deduct expenses tied to providing

a bicycle benefit however, the bike benefit is

taxable income for the employee and the
