Norm Referencing?
• Threat to the concept of meritocracy• Single award• Disenfranchisement• Ofsted cannot judge the effectiveness of
schools and academies using existing progress measures.
• Engenders endemic hopelessness
Further challenges…………and Solutions
• Devaluing of ‘exam currency’ It would not be fair to retrospectively amend the January results.

The Power of Legitimacy
• Qualification Reform• Challenging the accuracy of PISA• Curriculum design: Enabling Community
growth• Personalisation• Learning
• How do we prepare Year 11 students this year?
• Will grade boundaries rise again?• How can we make accurate predictions?• How do we support students and teachers• Hw do we get parents on board?
What next?
• Legal challenge• Don’t give up – work together to support all
our schools particularly those that are most vulnerable
• Sorting out pathways for young people affected
• Measuring progress – how?• Ofsted Inspections – what’s the story?
Finally
• This is a battle we must win• If we don’t this government will do exactly
what they like and its young people who will be caught in the middle
• If Gove level become a reality it is the poor and disenfranchised who will suffer
