AN ORDINANCE REQUIRING THAT ANY INCREASE IN A TAX RATE, PROPERTY
TAX LEVY BEYOND CPI, OR FEE MUST BE SUBMITTED TO THE VOTERS VIA
REFERENDUM.
WHEREAS, the voters should have an opportunity to participate in thefinancial affairs of the Village that utilize their tax dollars, and
WHEREAS, the Village understands the need to limit the growth of spendingwhich can negatively impact the livelihood of Schaumburg taxpayers.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD
OF TRUSTEES OF THE VILLAGE OF SCHAUMBURG, COOK AND DUPAGE
COUNTIES:
SECTION ONE: The prior recitals are incorporated as findings of thePresident and Board of Trustees.
SECTION TWO: That any tax rate established by the Village of Schaumburgfor any purpose can only be increased after a referendum clearly asking for itsincrease has been approved by the voters during any general election in an even-numbered year.
SECTION THREE: That any property tax levy increase beyond the Consumer
Price Index (CPI) published by the US Bureau of Labor Statistics can only beapproved by referendum asking the voters for such increase and clearly specifyingthe approximate property tax increase for the value of a $200,000 home and costper $1000 dollars of appraised value during any general election in an even-numbered year.
SECTION FOUR: That any fee charged by the Village of Schaumburg exceptthose for ordinance violations or fines, may only be increased after a referendumclearly asking for its increase has been approved by the voters during any generalelection in an even-numbered year. Fee increases for multiple fees may beincorporated in the same referendum.
SECTION FIVE: That the voters may petition for a binding decrease inproperty tax levy, tax rate or fee (except those for ordinance violations or fines) bycollecting signatures of qualified electors totaling 5% of those who voted in the lastgeneral election in an even-numbered year within a 90-day period. Should such apetition be received by the Village Clerk, the Village shall direct that such a questionbe placed on the ballot for the next general election during an even-numbered year,

or the next municipal general election during an odd-numbered year, subject to therestrictions of the Illinois Election Code or successor legislation.
SECTION SIX: All ordinances or parts of ordinances in conflict with theseprovisions are repealed.
SECTION SEVEN: This ordinance shall be in full force and effect from andafter its passage, approval, and publication in the manner prescribed by law.
