I. HISTORIC ENERGY CONSUMPTION/COST The energy usage for the facility has been tabulated and plotted in graph form as depicted within this section. Each energy source has been identified and monthly consumption and cost noted per the information provided by the Owner. Electric Utility Provider: Public Service Electric & Gas Electric Utility Rate Structure: General Lighting & Power (GLP) Third Party Supplier: Consolidated Edison Solutions, Inc Fuel Oil Utility Provider: Majestic Oil Company Inc Utility Rate Structure: Based on Time Delivery Third Party Supplier: None The electric usage profile represents the actual electrical usage for the facility. The electric utility measures consumption in kilowatt-hours (KWH) and maximum demand in kilowatts (KW). One KWH usage is equivalent to 1000 watts running for one hour. One KW of electric demand is equivalent to 1000 watts running at any given time. The basic usage charges are shown as generation service and delivery charges along with several non-utility generation charges. Rates used in this report reflect the historical data received for the facility. The oil usage profile within this facility report shows the actual oil energy usage for the facility. The oil utility measures consumption in Gallons.

II. FACILITY DESCRIPTION
The Municipal Building is located at 135 Haddon Avenue in Westmont, New Jersey. This 10,300 SF facility was built in 1960 with no additions. The building is a two story facility with a basement that includes a boiler room, tax offices, meeting rooms, court offices, municipal court, kitchen area, prosecutor’s office, police department offices, mayor and commissioner’s offices, DWI taskforce office, detective’s room, holding cells, file rooms, storage rooms, conference rooms, locker rooms, and mechanical rooms.
Occupancy Profile
The typical hours of operation for most of the facility are Monday through Friday between 8:00 am and 5:00 pm. There are approximately 10 to 15 employees that normally occupy the facility.
Building Envelope
Exterior walls for the building are masonry brick faced with a masonry block construction. The windows throughout are in poor condition. Typical windows are single pane, double hung, 1/8” with wood frames. The roof consists of a rubber membrane over a concrete slab.
HVAC Systems
Hot water for heating is provided by an oil-fired, sectional, cast-iron, boiler manufactured by H. B. Smith. The boiler is rated at 520 MBH with an estimated efficiency of 70% based on the age and condition of the unit. The boiler is controlled by outside temperature sensor and includes a 6,000 gallon underground storage tank for the #2 fuel oil. Heating hot water is circulated to various hot water coils and fin-tube radiators via a 1/12 HP, Bell & Gossett Series 100, in-line pump rated at 19 GPM at 6 feet of head. Various offices are heated by Singer unit ventilators with hot water coils and most of the perimeter walls are heated by hot water baseboard heaters. The restrooms and stairwell landings have hot water cabinet heaters.
The township is in the process of removing the oil tank and converting to natural gas heating.
Cooling for the second floor is provided by two (2) 7.5-Ton packaged rooftop units manufactured by Ruud with an efficiency of 9.2 EER. Cooling for the police department is provided by a 4-Ton split air handling unit manufactured by Ruud with a 5 kilowatt duct heater in the main ductwork. The air-cooled condenser is located outdoors on a pad and is manufactured by Thermal Zone with an efficiency of 13 SEER. One of the rooms in the Tax Office is cooled by a 1.5-Ton ductless split unit by Fujitsu with the air-cooled condenser unit on the roof. The remainder of the spaces are cooled by Singer packaged terminal AC units and window AC units.
Exhaust System
Air is exhausted from various spaces via rooftop exhaust fans. Only one of the two exhaust fans was operating during the site investigation. The other exhaust fan was electrically disconnected.

HVAC System Controls
The heating and cooling is controlled by various thermostats throughout the facility.
Domestic Hot Water
Domestic hot water is provided by an electric Bradford White hot water heater with two (2) 4.5 kW elements with 40-gallon capacity storage. The domestic hot water is circulated throughout the facility by a 1/12-HP Bell & Gossett series 100 inline pump.

III. MAJOR EQUIPMENT LIST
The equipment list contains major energy consuming equipment that through implementation of energy conservation measures could yield substantial energy savings. The list shows the major equipment in the facility and all pertinent information utilized in energy savings calculations. An approximate age was assigned to the equipment in some cases if a manufactures date was not shown on the equipment’s nameplate. The ASHRAE service life for the equipment along with the remaining useful life is also shown in the Appendix.

IV. ENERGY CONSERVATION MEASURES Energy Conservation Measures are developed specifically for this facility. The energy savings and calculations are highly dependent on the information received from the site survey and interviews with operations personnel. ECM #1: Lighting Upgrade – General Description: The majority of the interior lighting throughout Haddon Township Municipal Building is provided with fluorescent fixtures with older generation, 700 series and 741/ECO 32W T8 lamps and electronic ballasts. Although these T8 lamps are considered fairly efficient, further energy savings can be achieved by replacing the existing T8 lamps with new generation, 800 series 28W T8 lamps without compromising light output. Concord Engineering recommends that most of these fixtures remain unmodified due to the extensive costs which will be incurred if these fixtures are to be re-lamped and re-ballasted which results in a long payback period. Additionally, any older T12 fixtures as well as fixtures with magnetic ballasts should be replaced with newer T8 lamps and electronic ballasts. This ECM also includes replacement of any incandescent lamps with Phillips EnduraLED lamps which can be retrofit into existing incandescent A-lamp fixtures. LED fixtures provide equivalent lumens and much longer burn hours but at reduced wattages. (Note: There are currently no NJ OCE incentives for these lighting upgrades.) Energy Savings Calculations: The Investment Grade Lighting Audit Appendix outlines the hours of operation, proposed retrofits, costs, savings, and payback periods for each set of fixtures in the each building. ECM #2: Lighting Controls Upgrade – Occupancy Sensors Description: Some of the lights in the Haddon Township Municipal Building are left on unnecessarily. In many cases the lights are left on because of the inconvenience to manually switch lights off when a room is left or on when a room is first occupied. This is common in rooms that are occupied for only short periods and only a few times per day. In some instances lights are left on due to the misconception that it is better to keep the lights on rather than to continuously switch lights on and off. Although increased switching reduces lamp life, the energy savings outweigh the lamp replacement costs. The payback timeframe for when to turn the lights off is approximately two minutes. If the lights are expected to be off for at least a two minute interval, then it pays to shut them off.
Lighting controls come in many forms. Sometimes an additional switch is adequate to provide reduced lighting levels when full light output is not needed. Occupancy sensors detect motion and will switch the lights on when the room is occupied. Occupancy sensors can either be mounted in place of a current wall switch, or on the ceiling to cover large areas. The U.S. Department of Energy sponsored a study to analyze energy savings achieved through various types of building system controls. The referenced savings is based on the “Advanced Sensors and Controls for Building Applications: Market Assessment and Potential R&D Pathways,” document posted for public use April 2005. The study has found that commercial buildings have the potential to achieve significant energy savings through the use of building controls. The average energy savings are as follows based on the report:
• Occupancy Sensors for Lighting Control 20% - 28% energy savings.
Savings resulting from the implementation of this ECM for energy management controls are estimated to be 20% of the total light energy controlled by occupancy sensors (The majority of the savings is expected to be after school hours when rooms are left with lights on) This ECM includes installation of ceiling or switch mount sensors for offices and restrooms. Sensors shall be manufactured by Sensorswitch, Watt Stopper or equivalent. The Investment Grade Lighting Audit Appendix of this report includes the summary of lighting controls implemented in this ECM and outlines the proposed controls, costs, savings, and payback periods. ECM #3: High Efficiency Gas Hot Water Heater
Description: The Haddon Township Municipal building has one Bradford White electric hot water heater that serves the entirety of the Municipal Building. Maintaining an electric hot water heater for a building this size is not cost effective and upgrading to a natural gas fired unit may incur significant cost savings. This ECM will replace the original electric domestic water heater with a Natural Gas fired 95% thermal efficient Bradford White Everhot HE tank-less condensing water heater. This unit will be replaced with a 160 MBH tank-less heater. (Before proceeding with installation of aforementioned system, Concord Engineering suggests consulting a plumber to evaluate the system fully.) Energy Savings Calculations:

ECM #4: Replace Oil-Fired Boiler with Gas-Fired Condensing Boiler
Description: There is one existing oil fired cast iron sectional boiler which supplies hot water for the Haddon Township Municipal Building. The one existing boiler is past its life expectancy of a typical cast iron boiler. Based on the premise that a natural gas line will be provided for this facility, this ECM is valuable to the facility. Utilization of natural gas as a replacement for #2 fuel oil as the heat source offers a large cost savings based on current fuel prices. With the increased efficiency of the condensing boiler, the savings become substantial. A new condensing boiler could substantially improve the operating efficiency of the heating system of the building. Condensing boiler’s peak efficiency tops out at 99% depending on return water temperature. Due to the operating conditions of the building, the annual average operating efficiency of the proposed condensing boiler is expected to be 89%. This is a 19% increase in efficiency over the existing boiler which is estimated to operate at 70% efficiency. This ECM is based on variable supply water temperature adjusted based on outdoor temperature. This ECM includes installation of one condensing gas fired boiler to replace the one cast iron oil fired boiler. The basis for this ECM is Lochinvar Knight XL Series condensing boiler; model number KN-501. The boiler installation is based on a one for one replacement based on capacity of the existing boiler. ECM #7: Window Replacement Description: The majority of the facility envelope consists of single pane windows with wood frames. The windows account for significant energy use through leakage heat loss and conductive heat loss. The age and condition of the windows contribute to the leakage rate of the building. The single pane construction allows higher thermal (conductive) energy loss. These factors lead to increased energy use in the heating season. The heating loss due to single pane glass is combined with heat loss due to poor seals at each operable window. New double pane windows with low E glazing offer a substantial improvement in thermal performance throughout the year. This ECM includes the replacement of all single pane glass in the facility with double pane windows with low emissivity glass. The proposed windows include reduced outside air leakage. In addition the double pane structure will significantly increase the insulation value compared to the existing single pane window structure. The basis for this ECM is an ASHRAE 90.1-2007 equivalent window. The windows will be replaced throughout the Municipal Building. (Note: There are currently no NJ OCE incentives for window replacements.)

ECM #8: Digital Energy Management System (BMS) Upgrades
Description:
Currently the Haddon Township Municipal Building only contains local controls for the boiler, two rooftop units and the split system. Upgrading their current system would allow Haddon Township to save significant energy. This BMS includes such features as night setback, scheduling equipment, changing set-points, viewing status of the building, space temperatures, optimal start/stop, building pre-cooling, etc.
Concord Engineering recommends integrating a controls system with the latest operating platform featuring boiler plant optimization, outside air reset, supply air temperature reset, etc.
This ECM includes installation of the iWorx web based management system. This system will allow complete control over all current systems within the Municipal Building. (Note: There are currently no NJ OCE incentives for HVAC controls upgrades.) ECM #9: Replace Rooftop Units with High Efficiency Units
Description:
The Haddon Township Municipal Building has two packaged rooftop units which serve the third floor offices and court room. These units have not yet surpassed their ASHRAE service life but replacing these units with newer more efficient units could result in significant energy savings.
The units currently installed are lower efficiency compared to modern units. The units can be replaced with new high efficiency units. New units provide higher full load and part load efficiencies due to advances in inverter motor technologies, higher efficiency refrigerants such as R410A which would be used in place of R22 that is currently used in the unit. This ECM includes one-for-one replacement of the older rooftop units with new higher efficiency systems. It is recommended to fully evaluate the capacity needed for all new systems prior to moving forward with this ECM. A summary of the unit replacement for this ECM can be found in the table below:
The manufacturers used as the basis for the calculation is Carrier. The unit pricing and install cost were estimated based on current rates quotes and labor rates. The payback may change based on actual unit pricing and install costs if the ECM is implemented. V. ADDITIONAL RECOMMENDATIONS The following recommendations include no cost/low cost measures, Operation & Maintenance (O&M) items, and water conservation measures with attractive paybacks. These measures are not eligible for the Smart Start Buildings incentives from the office of Clean Energy but save energy none the less.
A. Chemically clean the condenser and evaporator coils periodically to optimize efficiency. Poorly maintained heat transfer surfaces can reduce efficiency 5-10%.
B. Maintain all weather stripping on windows and doors.
C. Clean all light fixtures to maximize light output.
D. Provide more frequent air filter changes to decrease overall system power usage and maintain better IAQ.
E. Turn off computers when not in use. Ensure computers are not running in screen saver mode which saves the monitor screen not energy.
F. Ensure outside air dampers are functioning properly and only open during occupied mode.
