A. RULES, PROCEDURES AND POLICY MATTERS:
2007-14-Senate-02: To confirm the minutes of 13th meeting of the Senate held on 28th Feb. 2007.
2007-14-Senate-03 :
The draft minutes of the 13111 Meeting of the Senate, provisionally approved by the
"Chairman Senate" were circulated to aU members. The following corrections may be
incorporated in the Minutes of 121h and 13 th Senate meetings :
The Senate v ide 2007-13-Senate-14 resolved to incorporate the following correction in
annexure VII of Agenda:
"Interest details of Prof. B.Behera memorial Fund account which was contributed by Mr.
Ajodhyanath Das, Mr.Suchansu Sekhar Pradhan and Dr. Kannan Vembu, 1980 batch
alumni" is replaced by "Interest details of Prof. B.Behera memorial Fund account which
was contributed by 1980 batch alumni"
It is suggested to incorporate following changes:
"Interest details of Prof. B. Behera memorial Fund account which was contributed by 1980
batch alumni" is replaced as "Interest details of Prof. B.Behera memorial Fund account
which was contributed by 1980 batch alumni (Rs.1,20,000/-) and Dr. Kannan Vembu,
alumnus of 1973 batch (Rs.6,000/-)".

Finalization of Academic Calendar for the session 2007-08
The draft Academic calendar for the year 2007-08 was approved with necessary corrections.
Further, Senate decided that there will be no supplementary examination for postgraduate
programmes with effect from the current academic year 2006-07. However, in exceptional
circumstances the Senate may permit special examination for any course of a postgraduate
programme after the publication of Spring semester results.
Students, who miss an examination or fail a paper may write backlog papers in subsequent
year

The Senate reviewed the Chairmen..'members of various committees and filled up the
vacant positions. Details are given in Annexure.
Policy on withdrawal by M.Tech. students. C Annexure-II
P-14- 16)
As per present regulations a stu9ent may be allowed to become non-resident on the
recommendation of Faculty adviser and Head of the Department and with approval of
Dean(AA) after he/she has completed successfully two semesters course work. The student
so permitted has to pay the prescribed fees in all subsequent semesters till submission of
thesis. In such cases, however, the students has to submit the dissertation not later than
four years from the date of admission. (Five years for slow pace programme).
The following policy on withdrawal by M.Tech. students will be inserted to the present
regulation for finalizing such cases.
i) If the withdrawal is taken before completion of the autumn· semester (including end
semester examinations), it will be necessary for the student to start afresh on his project
with a joint supervisor from his employing organization. The student has to identify a
suitable supervisor from the organization where he joins. He will submit the bio-data of
proposed Supervisor, Supervisor's" willingness and willingness. of the organization to his
Main (Departmental) Supervisor, whe; will subsequently forward them through the HOD to
the Dean(Academic Affairs) for approval. He can submit thesis from outside with a delay
of one year.
ii) Iftl�e withdrawal is taken during the first half of the Spring Semester, the student can work
under the guidance of his/her present supervisor (if the supervisor certifies it to be feasible)
and submit his/her thesis one year after his/her normal date of submission.
iii) If the withdrawal is taken during the second half of the Spring Semester, he may submit
thesis at the end of the following autumn semester. His oral examination, however, be
conducted along with the current batch students based on the work already done.

iv) If the withdrawal is sought within one month prior to the date of thesis submission, the
student is required to ask for the extension of date of joining to the employer. If not agreed
by the employer, he/she may be granted permission for withdrawal on production of
documents. In such case the student will be allowed to submit the thesis which will be
considered for award of the degree in the same academic year.

M.Tech./M.Sc. programs for the a�ademic session 2007-08 was put up for information of
the Senate.
The Senate noted the eligible criteria for admission to various Post Graduate programs for
the academic year 2007-08 and decided not to conduct written test for M.Sc program for
the academic year 2007-08 onwards. The admission to M.Sc program will be based on
career marking (weightage for lOt\ 1211, and B.Sc will be 25%, 25% and 50% respectively).
Applicants must have secured at least 50% of total mark in aggregate at B.Sc. level and
preference will be given to students having Hons in the applied discipline. Senate suggested
to make necessary modifications in the M.Sc. regulations.
Further, Senate made some changes in the eligibility criteria to be effective from the
academic year 2008-09.
Annexure-In(f-,f, Eligibility of MBA degree for admission into the Ph.D. Program of Humanities & 1 � Social Science Department.
The eligibility criteria of Ph.D. regulation is silent regarding admission of students with
MBA degree.
The Senate decided that the applications for admission to Ph.D. with MBA degree will be
decided by Dean (AA) on the recommendation of the Depa11mental Academic Committee,
depending on the discipline applied for.

Publication of results of B.Tecb 2"d, 41\ 61h & 81h Semester, examination.
The results for B.Tech 2nd, 4th, 61h and 81h Semester examinations recommended by UGPEC
was presented by The Professor In-charge, Examination.
The Senate approved for publication of results with necessary corrections in the statistics
pointed out by some of the Senators.
Case of Alok Kumar Gautam, EC for improvement of CGPA up to 6.0
HOD, ECE presented the case of Sri Alok Kumar Gautam. The Senate permitted Sri
Gautam to register in some of the 'P' courses of previous semesters in July, 2007 to
improve his CGPA upto 6.00. HOD, EC was requested to monitor his progress.
To consider cases of Sri Arindam Mishra (CS), Roll No-10606001, Sri Mayank Shekhar Jba (MM) and Roll No-10604024 to take fresh admission in the i
5t year in the Academic year 2007-08.
The Senate in its 13th meeting vide resolution No.2007-13-Senate-13 decided to terminate
their admission unless they produce original medical papers in support of their applications
within a month. The documents of Sri M.S.Jha and Sri A.Mishra were received in the
Academic Office on 01.03.2007 and 09.04.2007respectively.
The Senate did not approve fresh admission of Sri Arindam Mishra (CS), Roll No
l 0606001 and Sri Mayank Shekhar Jha (MM), Roll No-10604024 in the 1st year in the
Academic year 2007-08.
Consideration of the case of Sri Rakesb Ros ban Toppo, Roll No.10403024 (ME).
Sri Rakesh Roshan Toppa, Roll No.10403024 (ME) had taken admission in
B.Tech.Programme in Mechanical Engg. in the academic session 2004-2005. He had
secured CGP A less than 5 .50 during the same academic session and was permitted by the
Senate the take fresh admission in the 1st year for the academic session 2005-2006.
At the end of 2nd semester of the session 2005-06, he could not secure CGPA 5.50. As per
regulation he was forced to discontinue his study and left the institute. His case was not
considered by the Senate to allow him once again for re-admission in the 1st year for the
academic session 2006-2007.
Sri �oppo had once again applied for consideration of his case. Faculty Adviser and HOD,
ME had recommended his application for relaxation if Institute rules permit.
The Senate did not approve the admission of Rakesh Roshan Toppo, Roll No. l 0403024
(ME). Asst. Register (Acad) was advised to communicate Sri Toppo accordingly.

Admission to the programme will be made through a combination of written test to be conducted by the
Institute on 29 th June 2007 (Monday) and career marking as decided by the Institute. Candidate�
appearing B.Sc. final Examination may also apply for the above progrnmme in due date, however theJ
are required to submit their mark sheet at the time of Written Test.
3. Slow Pace Programrne
All M.Tech. and M.Sc. programmes are also offered in slow pace (4 years for M.Sc. and 3 years fo.
M.Tech.) to candidates, employed (including self employment) in industry/ organizations in and arounc
Rourkela. Eligibility criteria, selection process and fees are same as those for regular students
Employer's consent is essential for enrolment in slow pace programme.

of application form. The envelope containing application form should be superscribed by
