NATIONAL SILKWORM SEED ORGANISATION Particulars of National Silkworm Seed Organisation (NSSO), its functions and duties.
National Silkworm Seed Organisation is a separate entity under Central Silk Board,
established in the year 1975 to supplement the efforts of State Governments in supplying high quality
Bivoltine and Multibivoltine silkworm seeds to the farmers. It has a mandate to maintain, multiply and
supply authorized silkworm stocks, production and supply of quality industrial silkworm seeds and
transfer of technologies in the field to improve the productivity and quality of silk.

MANDATE , FUNCTIONS OF NSSO & RIGHT TO INFORMATION
� To maintain, multiply and supply reproductive seed true to the breed’s traits / characteristics.
� To produce commercial silkworm seed meeting the prescribed quality standards.
� To introduce new systems / technology in silkworm seed production and provide
quality leadership.
� To guide others to bring-in excellence in silkworm seed production by imparting training and
technology transfer.
Functions
� Introduction a n d p ropagat ion of productive silkworm hybrids and high yielding mulberry
varieties for improving the yield and quality of cocoons and silk.
� Commercial exploitation of newly authorized silkworm hybrid varieties.
� Large scale production of bivoltine hybrid layings to bridge the gap in seed supply.
� Generation of trained man power in large scale commercial seed production.
� Encouraging chawki rearing concept.
� Organising farmers study tours from new states for promoting sericulture industry.
� Supply disinfectants to P1 seed farmers to ensure disease-free seed crop.
� Co-ordination and linkages with R & D Institutes and DOSs to propagate new technologies.
� Transfer of proven technology to the farmers to help in increasing production / productivity.
� Co-ordination of seed supply and extension related programme with respective state departments /
research institutes and countries on request.
� Disease monitoring through survey / surveillance.
Right to information in National Silkworm Seed Organization
The Constitution of India guarantees its citizen every right to access information under the control of Public authorities’ domain, except for those or other wise threats to national interest and integrity.
Under the new Right to information Act 2005, it is required to promote transparencies and
accountability in the working of every public authority. National Silkworm Seed Organization
(NSSO) has taken a leap jump in this direction to allow public to access all information about its
important activities.

Our Quality Policy:
• To achieve total customer satisfaction, through production and supply of quality dfls in time by continually improving the quality of inputs, processes, resources, awareness and training of staff and adoption of newly developed technologies.

• Processing of good quality cocoons for production of high quality seed.
• Generation of quality bivoltine parent seed cocoons through Adopted Seed rearers (ASR)
concept.
• Raising seed crop under technical supervision.
• Supervision and examination of seed crop at different stages.
• Purchase of seed cocoons conforming to standards/norms by the purchase committee
where seed crop rearer is also a member.
• Pricing of seed cocoons is as per the quality linked pricing structure based on pupation rate
in the presence of rearer.
• Compulsory sorting, cutting and sex separation of pupae to avoid selfing and mixing of
races in the case of Bivoltine hybrid preparation.
• Management of optimum environmental conditions during egg production.
• Handling of moths of different components races separately.
• Mother moth examination following standard procedure.
• Quality control checks at all stages i.e. incoming, in process and final stages.
• Complete process for handling non conforming products.
• Supply of loose eggs in boxes for easy carrying and to avoid damage to eggs.
• Supply of sheet eggs conforming to norms.
• Popularizing of incubated eggs supply and supply of incubated eggs on demand.
• Proper accounting of expenditure and returns.
• Permission to see and verify all the above processes as laid down in Right to information Act.
• Handling of customer complaints with appropriate analysis of the system. Our quality parameters / Norms for Bivoltine Hybrid layings:
� F1 seed to be completely free from pebrine disease.
� Loose eggs to be supplied in boxes or in incubation frames. Each loose egg box /
incubation frame to contain 30,000 grains ± 2 %.
� Loose egg box shall contain the following information:
� Name of the grainage
� where eggs have been produced
� Registration number of SSPCs
� Combination
� Number of grains (eggs) per box and weight of eggs.
� Treated / Hibernated
� Date of treatment / release
� Probable date of hatching
• �Minimum hatching of 90 % in one day for incubated eggs under controlled conditions.
• Minimum cocoon yield of 55 kg for 2 boxes under standard / recommended rearing conditions.
• �Eggs can be incubated and supplied at no extra cost.
• Incubated eggs are supplied in black-boxed condition along with test hatching cards which are
also black-boxed indicating date of black-boxing and expected date of hatching.
Our quality parameters / Norms for Cross Breed layings:
� Eggs are to be free from pebrine diseas �e.
� Cross Breed eggs are supplied in sheet form (loose egg form, if requested specifically).
� Minimum fecundity per dfl to be 400 eggs on an average when supplied in sheet form.
� Each egg sheet shall contain the following information:
• Source of eggs, i.e., name of the grainage where eggs are produced
• Registration number of SSPCs
• Book number and serial number of egg sheet
• Lot number
• Number of dfls
• Combination name
• Laid on date
• Released on date.
• Expected date of hatching
� In case of loose eggs, each box shall contain the following information:
� Name of the grainage
� Registration number of SSPC
� Weight of eggs or number of eggs per box
� Number of dfls
� Name of combination
� Laid on date
� Released on date
� Expected date of hatching
� Minimum hatching of 90 % in one day for incubated eggs under controlled conditions.
� Minimum cocoon yield of 50 kg for 100 dfls under standard rearing conditions.
Our Management System:
Top management of NSSO is committed, pro-active, responsive and service oriented
to protect the interest of farming community. It has well defined Organogram down the line for
each of the grainages with fixed responsibility and authority and has adopted Quality Management
System applicable under ISO 9001:2008 in all grainages.
Our Quality assurance:
The customer requirements are determined and are met with the aim of enhancing customer satisfaction. The level of customer satisfaction is measured through customer feed back and harvest details and Customer Satisfaction Index. The required corrective and preventive actions are taken to delivery assured quality.
Our Quality Control:
The process has been established in all the grainages to check verify the product at different
stages of processes and eliminate non conforming products and to take up appropriate
corrective and preventive actions.
Our Quality information system:
The quality information system is well established in the grainages to collect , store,
analyse and report information on quality of its products to assist decision makers at all levels.

Apart from production and supply of quality silkworm seed, special impetus is given
to production, multiplication and maintenance of parental breeds of approved and commercially
viable silkworm races in its Basic Seed Farms. A separate grainage has been identified for
exclusive preparation of basic seeds at P1 level. The dfls prepared in this P1 grainage are also
supplied to different DOSs, and Quality Sericulture Clubs and private agencies apart from our own
consumption. The incentives in the form of disinfectants are also provided to the Adopted
Seed Rearers of bivoltine and multivoltine to generate quality seed cocoons.
Our Franchise System for the sale of dfls:
To further improve the distribution of the quality dfls produced in the grainages, NSSO has
designed a new scheme which promotes the sale of incubated and chawki reared dfls through a
network of franchises. The objective of the scheme is as follows:
1. To strengthen NSSO’s marketing force with the involvement of private agencies to
improve silkworm seed production and distribution.
2. To promote scientific incubation of silkworm seed and chawki rearing to enhance
productivity. 3. To ensure that the farmers are able to realize the difference in quality of silkworm seed to
enable NSSO to develop a brand for the quality seed.
This scheme envisages the establishment of Franchise network attached to each SSPC
with a target of 1.50 lakh dfls distribution/annum/franchise. The supply of dfls to franchise would
be made at 10% (Cross breed) and 15% (Bivoltine hybrid) concessional rates. Besides, to
support franchises to establish their fully equipped incubation centre a sum of Rs.25,000/- and to
establish a Chawki Rearing Centre ( CRC ) a sum of Rs.1.00 lakh per franchise has been made
available in the scheme as per the requirement. The equipment worth above mentioned sum will
be supplied to franchises to run their units as per the design for seed handling including
developing robust silkworms. The scheme is initially operational for a period of three years
but can be extended with mutual agreement.
The eligibility criteria to become a franchise of NSSO are:
1. Reputed NGOs, Quality Clubs, Self Help Groups, Private CRCs, private
companies promoting cocoon production and lead farmers will be eligible for franchise.
2. They should have proven credentials in silkworm seed distribution and chawki rearing.
3. Essential infrastructure like incubation room, mulberry garden, chawki rearing
facilities, testing, etc. should be available.
At present there are 59 franchisees enrolled with NSSO for the supply of incubated and
chawki reared dfls.
Our Extension units:
There are 19 Sericulture Service Centres and 13 Sericulture Service Units functioning under NSSO at different states for increased distribution of silkworm seed through effective extension service. The extension staffs of these units technically supervise rearing and help farmers to increase productivity and quality of output through transfer of proven technologies. They collect field data as feed back information on technology adoption / effectiveness, which will be later used as a tool for continual improvement.

ADMINISTRATIVE PROCEDURE
i. All receipts are put-up by concerned case workers subject wise to their supervisor viz.,
Superintendent / Assistant Superintendent.
ii. All the files put-up by case worker are examined, suggested and forwarded by the Supdt. /
Asst. Supdt to the Sectional heads viz., Assistant Director (Administration & Accounts )
Establishment and Account Section.
iii. All such files are then categorized in accordance with delegation of powers at the level of
Section Officer and accordingly disposed.
iv. Files requiring sanction / approval of the level of Divisional head and Head of office are then
segregated and sent to Divisional Head viz., Deputy Director (A & A). Such files scrutinized
and separated according to delegation of powers to the Divisional Head & Head of office. The
files which can be disposed at Deputy Director ( A & A) level are accordingly disposed but
remaining files / cases are referred to Head of office. Accordingly the accountability has been
fixed at different points of disposal. So is the channels of supervision included in the
procedure.
ACCOUNTS & AUDIT PROCEDURE
i. Annual Action Plan is prepared and forwarded to Central Silk Board, Bangalore for approval.
ii. Grants are obtained for various expenses from Central Silk Board, Bangalore.
iii. Expenditure are incurred in accordance with Annual Action Plan.
iv. Monthly accounts and annual accounts are rendered to Central Silk Board, Bangalore as a
testimony of utilization of funds.
v. Annual accounts, purchase proposal etc., are audited by the Internal audit, Central Silk Board,
Bangalore and Account General, C.G., who furnishes true and fair certificate.
STORE PURCHASE PROCEDURE
i. Procedure for store purchase as mentioned in G.F.R., are being followed scrupulously and as per the guide lines issued by Central Silk Board and Central Vigilance Commission from time to time.
The guidelines issued by Central Office, CSB, Bangalore is being followed from time to time in respect of Farm Workers working at various units of Central Silk Board.
1. Wages & Emoluments of a Time Scale Farm Worker
(i) Time Scale of Wages of ` 3600-150-5100-200-7100 w.e.f. 01.03.2014.
(ii) Special Allowances : 50% of Basic Wages w.e.f. 1.3.2014
(iii) Variable Dearness Allowance as applicable to Unskilled Agricultural Labourers/Workers fixed
by the Chief Labour Commissioner (Central), New Delhi on 1.10.2014.

(iv) House Rent Allowance at 30% of Basic Wages irrespective of the place of work

(vi) Ad-hoc bonus subject fulfilment of the terms and conditions as stipulated in the orders of GOI.
(vii) Fixed Monthly Medical Allowance of Rs.500/- p.m. and also reimbursement of Medical
expenses incurred for in-patient treatment in Govt. Hospitals for themselves and their family
members.
2. Skilled Farm Worker , Time Scale wages of a SFW is revised to Rs.3600-150-5100-200-7100 w.e.f. 01.03.2014.
Skilled Farm Worker is paid VDA at the same rate as applicable to Skilled Agriculture Worker” as fixed by the Chief Labour Commissioner (Central), New Delhi from time to time under the provisions of the Minimum Wages Act, 1948 and the rules made there under. “Variable Dearness Allowance (VDA)” : VDA as applicable to “Skilled Category”as on 1.10.2014 the rate of VDA is:

IV. Medical benefits and other health measures
(1) A Woman Farm Worker is eligible to maternity benefit as per the provisions contained under
the Maternity Benefit Act.
(2) A Woman Farm Worker is provided conducive working atmosphere with provision for separate toilet facilities and rest rooms wherever facilities are available.
(3) For protecting workers from occupational health hazards, the following facilities have been provided to the Farm Workers in CSB units.
a. Installation of exhaust fans in the Grainages in order to reduce the concentration of silk-moth scales, dust as also acid/formaldehyde fumes.
b. Facility for attending moth picking, pairing depairing, etc., in open space (verandah). All the new grainage buildings have been provided with cross ventilation.
c. The masks, hand gloves and aprons, are provided wherever required.
d. Adequate drinking water facilities.
e. First-Aid medical kit is provided in each unit.
f. One film in respect of Seed Production Centres has been produced giving all the information about the nature of diseases associated with grainage operations, preventive and curative measures to be taken, etc., to educate the Farm Workers.
g. Soap/soap solution to wash their hands soon after completion of work.
Payment of Bonus
The TSFW/SFW is eligible for Bonus subject to fulfilment of the following conditions :
a) If he/she has worked for at least 240 days in each year (12 months) for three or more years as on 31st March of the relevant financial year. The quantum of Bonus is determined on a notional monthly wages of Rs.1200/- irrespective of actual monthly wages.
Ban on regularization/absorption of Farm Workers to Group-D and Group-C : Pursuant to the acceptance of VI Central Pay Commission’s recommendation, all the existing Group-D posts have been upgraded to Group-C posts subject to fulfilment of certain conditions. In view of this, the Farm Worker is not eligible for absorption/regularization against Group-D post (viz. Attender, Safaiwala, Chowkidar) which is non-existing and there is a complete ban on engagement of Farm Worker for duties of Group-C posts otherwise than in terms of CSB C & R rules.
