El Paso Field Services (EPFS) hereby submits the analytical report for the sampling event that occurred at the Jaquez property on February 18, 2000. The samples were collected from various locations along Citizens Ditch during a period in which the ditch had been drained for maintenance. There were six soil samples collected (SS-01 through SS-06) with one duplicate sample taken at sample point SS-06. Sample points are depicted on an enclosed site drawing.
All samples were analyzed for benzene, toluene, ethylbenzene, xylene, and Total Petroleum Hydrocarbons. All samples, with the exception of SS-05 were "non-detect" for all parameters. Sample #SS-05 indicated a low level of toluene at 0.091mg/kg. EPFS requested that the laboratory review the analytical work to confirm the presence of toluene. The laboratory has determined as documented in their letter of March 28, 2000 (enclosed), that an unidentified analyte interfered with the analysis and that toluene is not present.

We were asked to review the analytical work performed by us for Study # 002076. Specifically, whether toluene was present on sample 002076-05 (JQZ-CD-SS-05).
The original sample extract was reanalyzed and confirmed the original results. Additionally, the sample was reextracted and this extract also confirmed the original results by Method 8021.
Howver, when Pinnacle examined these extracts by EPA method 8260 (GC Mass Spectrometry), toluene was not present.
We attribute the peak to an unidentified analyte that responds to the PID and interferes with toluene analysis. Based on this work we do not believe that toluene is present.

RE: Report for Sampling the Citizens Ditch at the Jaquez Property
Dear Mr. Pope:
On February 18, 2000, El Paso Field Services (EPFS) requested Philip Environmental Services Corporation (Philip) to meet at the Jaquez property in Blanco, NM to collect and split soil samples with Denny Foust of the New Mexico Oil Conservation Division (NMOCD). The samples were collected from various locations, designated by Mr. Foust, along Citizens Ditch, which was drained for scheduled maintenance. According to Mr. Foust, the NMOCD sampling guidelines state soil samples must be collected at two feet below ground surface (bgs) unless the samples are collected from a fresh excavation. Philip collected the samples following these guidelines. A portion of the samples collected was used to perform a heated headspace screening using a photoionization detector (PID). The samples were heated inside the cab of a vehicle by turning on the floor heater and placing the samples in front of the heat ducts.
The first sample, labeled JQZ-CD-SS-01, was collected at the eastern pipeline approximately three feet from the northern edge of the ditch bank on the ditch bottom. The sample appeared to be a brown sandy clay material. The heated headspace screening result was 15 parts per million (ppm).
The second sample, labeled JQZ-CD-SS-02, was collected between the eastern pipeline and the western pipeline. The sample was collected approximately three feet from the northern edge of the ditch bank in the slope of the ditch bank. The sample appeared to be a black clay material with sand and appeared to be decaying plant matter with a slight sulfur odor. The heated headspace screening result was 0 ppm.
The third sample, labeled JQZ-CD-SS-03, was collected approximately four feet west of the western pipeline and approximately five feet from the ditch bank on the ditch bottom. The sample appeared to be a sandy-silty material and was gray to brown. The sample was saturated with water. The heated headspace screening result was 0 ppm.

The fourth sample, labeled JQZ-CD-SS-04, was collected approximately 51 feet east of the foot bridge and approximately 10 feet from the northern edge of the ditch bank on the ditch bottom. The sample appeared to be a silty-sand material and brown in color. The sample was saturated with water. The heated headspace screening result was 0 ppm.
The fifth sample, labeled JQZ-CD-SS-05, was not split with or the sample location designated by the NMOCD. The sample was collected approximately 12 feet west of the western pipeline and approximately three and a half feet from the southern edge of the ditch bank in the slope of the ditch bank. The sample was very black with a swampy odor. There appeared to be an abundance of organic material in the sample. The sample appeared to be a sandy-silt material, moist to wet with a trace of clay. The heated headspace screening result was 1 ppm.
The sixth sample, labeled JQZ-CD-SS-06, also was not split with or the sample location designated by the NMOCD. The sample was collected approximately 45 feet east of the Jaquez property fence corner. The sample was collected from the center of the ditch on the ditch bottom. The sample appeared to be a brown silty-sandy clay material and was saturated with water. The heated headspace screening result was 0 ppm.
A duplicate sample was collected from the sixth sample and was labeled JQZ-CD-SS-56.
The samples collected were shipped to Pinnacle Laboratories in Albuquerque, NM and analyzed for Total Petroleum Hydrocarbons (TPH) using U.S. Environmental Protection Agency (EPA) method 8015 modified and benzene, toluene, ethylbenzene and xylene (BTEX) using U.S. EPA method 8021. Once the analytical results are received from the laboratory, an additional letter will be sent notifying EPFS of the results.
