Invitation for consultancy service for the production of a documen-tary lm on Alcohol and Substance Abuse in relation to HIV AIDS
Background of the Association:The Ethiopian Public Health Asso-ciation (EPHA) is a non-for-prot, voluntary, multidisciplinary pro-
fessional association established in 1989 with the vision of attain-ing an optimal standard of health care for the people of Ethiopia.
Project Overview: The underlying causes of alcohol and substanceabuse are varied and complex in nature including in Ethiopia. Theadverse health outcomes range from short-term troubles such asinjuries from road accidents and violence to long-term health prob-lems (liver disease, cancers and substance dependence). Thelink between substance abuse and HIV infection is under greaterscrutiny in Ethiopia. Excessive consumption of alcohol and othersubstances among the most at risk segment of the population isconsidered as driver of risky sexual behavior. It often impairs judg-ments and exposes people into unprotected sexual practice there-by increasing their risk to HIV infection.EPHA has been implementing a project advocating for a coordi-
nated national effort against alcohol and substance abuse with par-ticular emphasis on policy/regulation, support expansion of discus-sion forums to prevent and reduce alcohol and substance abuse,and promote advocacy campaigns for reducing associated publichealth problems mainly of HIV/AIDS.
Purpose:The Ethiopian Public Health Association (EPHA) wouldlike to contract out the production of a persuasive documentary lmfor the purpose of heightening its advocacy project on Alcohol andSubstance Abuse.
Overall Objective of the Documentary: The overall objective of thedocumentary is to use the product as an advocacy tool and raiseawareness of the society on Alcohol and Substance Abuse in rela-tion to HIV/AIDS and thereby inuence decision and facilitate policydialogue in the nation.
RequirementThe consultant should fulll the following criteria against which theproposals will be evaluated:
Demonstrated experience and competency in conductingsimilar assignments; Must have at least six years of experi-ence in the sector;
Clear articulation of capacity and skill, and innovative ap-proaches to carry out the assignment;
Clear work plan and articulation of expected methodologiesand outputs
The studio should have its own audio-video editing facility,which the association has a right to visit, in order to ascer-tain its compatibility.
The consultant should have qualied and experienced stafffor the production of the documentary lm and the proposalshould include company prole; professionals approved CVand attach certied copies of other testimonials.
The rm should be VAT registered and can present re-newed and valid business license for the current scal yearand other authorized documents.

DESCRIPTION OF REQUIREMENTS
The United Nations Economic Commission for Africa (UNECA) in Addis Ababa, Ethiopia hereby seeks to hire the services of a contractor for upgrading and expansion of hydrometric
instruments,establishing a database management and water information management system and to provide training on hydrometric instruments for an Ethiopian Ministry of Water and En-
ergy (MoWE) hydrometeorology projet.
Vendors who express their interest will be invited to participate in a tender through a Request for Proposal (RFP). This tender will envisage the selection of a contractor to undertake activities
related to capacity building and development of the Hydrology and Water Quality Department (HWD) of the Ministry of Water and Energy (MoWE) of Ethiopia, particulary (i) upgrade manual
water level stations to automatic stations; (ii) Expand the pilot telemetry system of HWD; (iii) upgrade the existing database and disseminaton system; and (iv) Technical capacity development
to deliver timely, accurate and reliable hydrological service; and (v) to improve hydrologial observation and data management system.
The contractor should have experience and knowledge on: hydro-meteorological capacity building; information technology and design and programming of databses and information systems;
developing tools for information, data management and data integration; geographical information systems and development of geo-referenced databases; experience in setting up a wide
area data network, deliverying training. Detailed Terms of Reference is contained in the RFP.

Improving the Quality of Primary Education Program (IQPEP) is
a USAID funded program designed to work with the Ministry ofEducation, the Regional State and City Administration Education
Bureaus and Teacher Education Institutions to improve the quality
of education. The Program implements activities focusing on
Primary Schools, Teacher Education Institutions, Regional and
Woreda Education Bureaus. It also conducts Educational PolicyStudies in collaboration with the Ministry of Education.
1. Overview
The Government of Ethiopia has launched a major, nationwide
reform program to improve the quality of general education (Grades1-12). The objectives of the reform are to increase results for boys
and girls with respect to measured learning outcomes, primary
completion rates, and secondary entrance rates. The program isbeing implemented in the form of a General Education Quality
Improvement Package (GEQIP). GEQIP is comprehensive,
covering most of the critical components of quality improvement.
The ultimate goal of reforms in the Ethiopian Education system
in general and schools in particular is to bring success in what
teachers and education personnel are doing. It also aimed at
bringing all school age children to schools, signicantly minimizes
dropouts, and achieves the MDG.
2. Objectives of the assignment
The objective of this study is to assist the Ministry of Education,
Regional Education Bureaus, Woreda Education Ofces and
Schools in Ethiopia and policy makers in general by assessingand identifying the root causes and factors keeping young children
out of school. The study also aims at understanding the factors
contributing for students dropout, repetition, and real causes ofdropouts beyond traditionally known symptoms of dropout and
repetition. Accordingly, it aims at informing the MOE and other
stake holders about the policy implications and recommendationof the factors contributing for repetition, dropout and access
to schooling .To this end, IQPEP would like and invites for a
consultant (s) tojointly undertakea study of
Education for all in Ethiopia: A Study of the Factors
Keeping Young Children Out of School, with Policy
Recommendation to Improve Access.

The United Nations Economic Commission for Africa (UNECA) in Addis Ababa, Ethiopia hereby seeks to acquire from interested and qualied vendors science and
engineering archives (Web of Knowledge). The archive should include electronic (full-texts) of high impact factor journals as well as patents, citations-expanded, abstracts
of science, technology and engineering.
Vendors who express their interest will be invited to participate in a tender through a Request for Proposal (RFP). This tender will envisage the selection of a single rm to
provide databases that have fast and powerful access to the World's leading citation databases, authoritative, multidiscilinary content covering over 10,000 of the highest
impact journals worldwide, including Open Access Journals and over 100,000 peer-reviewed conference proceedings. Detailed characteristics of the required databases
will be reected in the Request for Proposal.
UNECA is precluded from entering into a contract with a rm that is not fully registered with it. Vendors interested in responding to this invitation but not currently fully reg-
istered, as vendors with UNECA, are encouraged to register. The registration Form and Vendor Response Form could be downloaded from www.uneca.org/procurement
