PAST 5 years growth attributed to*:

enhanced international recruitment efforts and the expansion of enrolment from feeder programs (English Language Centre, local school

boards and colleges, International College of Manitoba)

increased funding

international partnerships at the graduate level

Strategic Enrolment Management plan projects: By 2018 international student enrolment should

increase to 10% of undergraduate enrolment; and

CAMPUS HOUSING

1,316 bed spaces on campus - waiting list 300+

Affordable Student Housing Strategy

11

INTERNATIONAL STUDENTS

KEY CHALLENGES:

1. No Guarantor: Cannot rent apartment as no past work history / relatives in Canada

Forced into renting rooms in houses

Fear regulators will impact immigration efforts

2. Public Transit: Poor S. St. Vital connections

Very limited service in Waverley West

Limited service in surrounding communities

12

LANDLORDS

Media = Phone calls / emails

Investors / Absentee / Responsible Landlords

Living Conditions

Security Deposits

Student Rights

13

WE ARE NOT ALONE Shortage of affordable student housing impacts many communities:

Demand exceeds supply: McMaster University - Hamilton, ON

University of Ottawa – Ottawa, ON

University of Toronto – Scarborough ON

Memorial University of Newfoundland, St. John's, NL

University of Stony Brook – Stony Brook, NY

Etc.

MANY tools in the ‘rental house’ tool kit

Not one single solution

14

SCAN of BEST PRACTICES – Implementation Strategy- Action Plan

A student-accommodation strategy to deal with growth

A zoning by-law amendment limits the number of bedrooms/rooms in a dwelling

Investigate the effectiveness of creating a rental housing registry

Investigate partnerships with the university to develop voluntary landlord certification programs

Number of unrelated individuals who can occupy a single family home with a rental registration has been reduced from 8 to no more than 4

The definition of “family” now places the burden of proof on the landlord, not the town, to prove a group of tenants is indeed operating as a family.

Etc.

15

Implementation Strategy – Action Plan

HIGHLIGHTS

1. Demand for Student Housing far exceeds Supply

2. Negative impact on fabric of community

3. Situation evolved over past 5 years

4. Many organizations involved

5. By Law enforcement is complex – & is band aid to a larger problem

6. $$ Millions into economy = good /

bad & very ugly

7. International Students arrive here and immediately have a disadvantage

8. Forced into unsafe student living conditions

9. We are not alone – best practices

10. LEADERSHIP - required by ALL

16

Public Service Report - CoW

A cross jurisdictional analysis over several comparable North American cities of similarly converted ‘R1’ and ‘R2’ student housing in neighbourhoods adjacent to Universities and Colleges

A summation of best practices over those same North American cities cited in the cross jurisdictional analysis allowing the establishment or potential limitation of multiple-tenancy student housing in neighbourhoods adjacent to University or College campuses

Specific challenges regarding both zoning and code issues, including recommendations in enabling multiple tenancy student housing accepting short term student populations associated with the Universities and Colleges within the City of Winnipeg
