REGULATIONS
for Placement of Multifunctional Road Service Zones on Highways of the
State Enterprise “Russian Highways”
1. The long-term program of activities of the Russian Highways State Enterprise
for the period from 2010 to 2015 approved by the order of the government of the Russian
Federation on the 31th of December 2009 No. 2146-p provides a development of
multifunctional road service zones on highways of the State Enterprise.
2. The multifunctional road service zones on the highways of the State Enterprise
are zones for providing of the all-inclusive customer service and placement of road service
facilities, including parking spaces for vehicles, rest areas for drivers and passengers,
toilets, filling stations, foodservice and shopping facilities, motels, car washes, service
stations and other facilities, which provide the most complete service package for
highways’ customers.
3. The placement of the multifunctional road service zones on highways of the
State Enterprise shall be performed according to the following acts:
- Federal Law on the 8th of November 2007 No. 257-ФЗ «On highways and highway
activities in the Russian Federation and on amendments to the several laws of the
Russian Federation»;
- Federal Law on the 17th of July 2009 No. 145-ФЗ «On the State Enterprise “Russian
Highways” and on amendments to the several laws of the Russian Federation»;
- The long-term program of activities of the State Enterprise “Russian Highways” for
the period from 2010 to 2015 approved by the order of the government of the Russian
Federation on the 31th of December 2009 No. 2146-p;
- Decree of the Government of the Russian Federation on the 14th of April 2007 No.
233 “On the order for establishment and use of right-of-ways in federal highways”;
- Decree of the Government of the Russian Federation on the 1th
of December 1998
No. 1420 “On approval of regulations for establishment and use of waysides in public
federal highways”;
- Decree of the Government of the Russian Federation on the 29th of October 2009 No.
860 “On requirements for provision of public highways with road service facilities
placing on right-of-ways’ borders”;
- Decree of the Ministry of Transportation of the Russian Federation on the 13th of
January 2010 No. 4 “On establishment and use of waysides in federal highways”;

- Decree of the Ministry of Transportation of the Russian Federation on the 13th of
January 2010 No. 5 “On establishment and use of right-of-ways in federal highways”;
- Decree of the State Enterprise on the 25th of May 2010 No. 42 “On approval of
regulations for sublease of land parcels (parts of the land parcels), which are leased by
the State Enterprise Russian Highways”.
4. The placement of the multifunctional road service zones on highways of the
State Enterprise shall be performed according to the Layouts for the multifunctional road
service zones on highways of the State Enterprise (Appendix 1 to the present Regulations)
and Requirements for the multifunctional road service zones on highways of the State
Enterprise (Appendix 2 to the present Regulations).
5. The State Enterprise is attracting investors for establishment and maintenance of
the multifunctional road service zones.
6. Any legal entities or individual entrepreneurs can be such investors.
7. The State Enterprise implements the establishment of a multifunctional road
service zone as follows:
6.1. The multifunctional road service zone shall be arranged on a land parcel of the
State Enterprise. This land parcel shall be leased (subleased, if the parcel, the
investor is provided with, is federally owned and was leased by the State Enterprise,
or belongs to the land parcels in respect of which State ownership has not been
demarcated). The investor for establishment and maintenance of the multifunctional
road service zones shall be selected by means of bidding in form of an auction;
6.2. The multifunctional road service zone shall be arranged on a land parcel of the
investor (also by way of reconstruction of an existing road service facility). In this
case the State Enterprise subleases to the investor the land parcel within the borders
of the State Enterprise’s highway right-of-ways, which are necessary for
establishment and operation of the multifunctional road service zone (including road
exits and slip roads). If there are many claimants (potential investors, who own the
land parcels in the areas assigned by the layouts for placement of the
multifunctional road service zones on highways of the State Enterprise), the investor
shall be selected by means of bidding in form of an auction.
8. The State Enterprise selects a way of establishment and maintenance of the
multifunctional road service zone with due consideration of economic efficiency of the
project of establishment and maintenance of the multifunctional road service zone, its time-
frame and implementation options.
Relations between the State Enterprise and the investor during establishment and
maintenance of the multifunctional road service zone shall be governed by a contract.
The contract shall be made by mutual agreement or according to the results of the
auction.

APPENDIX 2
to the Regulations
REQUIREMENTS
for Multifunctional Road Service Zones on Highways of the State Enterprise
1. According to the long-term program of activities of the Russian Highways State
Enterprise for the period from 2010 to 2015 approved by the order of the government of
the Russian Federation on the 31th of December 2009 No. 2146-p the highways of the
State Enterprise shall be provided with the multifunctional road service zones.
2. The multifunctional road service zones on the highways of the State Enterprise are
special zones for placement of integrated road service facilities, which provide highways’
customers with an all-inclusive service package, including vehicles maintenance and repair
services, food services, recreation and other services.
3. The multifunctional road service zone on the highways of the State Enterprise
(hereafter referred to as the MFZ) shall include:
separate parking spaces for motor cars, trucks and buses;
filling station with different types of fuel;
toilets;
rest area for drivers and passengers with designated smoking areas;
food service facilities;
shop;
motel;
car wash;
maintenance station;
showers;
laundry;
medical aid station;
waste containers;
telephone.
The MFZ’s facilities can also include:
places (a market) for food and/or vernacular art souvenirs retail;
parking spaces for motor cars with trailers (campgrounds);
telecommunication service (internet);
ATMs.
4. The MFZ shall ensure the accessibility of its facilities for persons with disabilities
(including persons who use wheelchairs and guide dogs).
5. A design concept of the MFZ shall provide a possibility of reconstruction of the
highway with increase of a number of traffic lanes without rearrangement of passageways
and removal of any buildings and constructions.
6. The accepted design concept shall provide:
high quality of customer service;
efficient process solutions in accordance with specifications;

an architectural and structural design and color scheme of the MFZ to be blend
with surrounding building, design and landscape, as well to ensure
environmental safety.
7. In case of placement of the two-ways MFZ (placement of the MFZ on both sides of
the highway) a pedestrian crossing shall be arranged between them in a different level.
8. The length of acceleration and deceleration lanes by entrance and exit of the
MFZ’s territory takes on a value in accordance with paragraph 5.23 of the SNiP 2.05.02-
85* (Russian Construction Standards and Regulations) for the Iа technical grade of
highways. A curve radius of intersection between the roadway and the entrance (exit) of
the MFZ’s territory takes on a value in accordance with paragraphs 5.10 and 5.12 of the
SNiP 2.05.02-85* (Russian Construction Standards and Regulations) for the Iа technical
grade of highways.
9. In this regard, the width of traffic lanes for different types of vehicles (motor cars,
motor cars with trailers, trucks and buses) within the territory of the multifunctional road
service zone shall take on a value according to the table 1.

10. The MFZ’s ground and its exits shall have a longitude inclination in an
opposite direction to the highway. Discharge of surface and treated run-offs from the
territory of the MFZ into drainage structures of the highway is not allowed.
11. A pavement type and design on the speed change lanes and slip roads within
the curve radius shall be the same as the pavement type and design of the highway, the
MFZ is located on.
12. The design concept of the MFZ shall provide an easy visual orientation for
vehicles’ drivers, good visibility of road signs and timely information on access to filling
columns, type and prices of petroleum products (light panel). The MFZ shall be provided
with safety sings in accordance with the GOST 12.-4.026-76 (All Union State Standard)
“Signal colors and safety signs”.
13. A traffic plan and layouts for road signs, reflective studs, road surface marking
and guardrails shall be developed in accordance with the GOST R (Russian State Standard)
52289-04 “Traffic control devices”. The road sign shall meet the requirements of the
GOST R (Russian State Standard) 52290-2004.
14. Parking zones for trucks and motor cars shall be differentiated and provide every
type of vehicle with a separate entrance into a temporary parking area.
15. The parking lots for every type of vehicles usually have diagonal (with an angle of
45 degrees) parking pattern. Limits of every parking space shall be distinct and apparent.

In very tight areas an arrangement of lengthwise parking spaces (for example, the spaces
for short-term parking by approaching a filling station; in addition, several parking spaces
can be arranged for buses and motor cars with trailers (motorhomes)) is allowed for the
purpose of saving of the parking areas. It is recommended to locate the lengthwise parking
spaces for buses to the right of the traffic lane. Perpendicular parking of vehicles is
permitted in exceptional cases only.
16. Dimensions of the parking space are given in the Table 2. If one parking space
can be used for parking (also temporary) of different types of vehicles, the dimensions of
the parking space shall meet the requirements for the biggest type of the vehicle.

17. If one side of the traffic lane has the parking area with diagonal parking spaces for
truck and buses, its opposite side shall have no hard obstacles closer than 1 meter to the
lane’s edge (due to a specific motion path of rear end of buses and trailer trucks). The same
requirement is also valid for lengthwise parking spaces for trucks, buses and motor cars.
The diagonal parking places for buses with the length of 14 meters (see Table 2) should not
be placed opposite the parking spaces for motor cars (neither lengthwise nor diagonal
spaces). An exception to this requirement applies where the latter are equipped with a
buffer lane with a width of at least 1 meter and the marking of parking spaces doesn’t
allow using this lane as a parking space for a vehicle (see Figure 2).

for trucks shall be designed so that the highway wouldn’t be visible from a
driver’s cab.

19. The traffic lanes with parking spaces shall be as straight as possible for the
purpose of good visibility. If the curve of the traffic lane with diagonal parking spaces for
motor cars obstructs the visibility, parking spaces shall be separated from the traffic line
with a buffer lane with the width of at least 1 meter which compensates risks related to
insufficient visibility (see Figure 2).
20. The traffic lanes with diagonal parking spaces for trucks, located to the left of the
traffic lane, cannot be used as through passageways, especially by motor cars.
21. It is recommended to divide the diagonal parking spaces for motor cars into
groups of 5 to 10 spaces by means of a border stone. It is recommended to group 6 to 8
parking spaces for trucks in the same way.
22. A filling station can be set up either directly within the MFZ (in island-like
position providing a possibility to bypass the filling station) or at a distance from the main
MFZ’s facilities (without the possibility to bypass the filling station).
23. A minimal distance between the filling station and bus stops, residential buildings,
etc. has to be specified in accordance with the NPB 111-98 (Fire Safety Regulations)
“Filling stations. Fire safety requirements”.
24. In accordance with the paragraph 2.9.14 of the Regulations for Transport of
Dangerous Goods by Road, approved by the Decree of the Ministry of Transportation of
the Russian Federation on the 08.08.1995 No. 73, facilities of a filling station within the
MFZ shall include a specially equipped ground for filling of vehicles carrying fuel or
explosive loads at a minimal distance of 25 meters from the main area of the filling station
(these vehicles are to be fuelled on these special ground from metal canisters, filled with
fuel in the filling station).
25. The filling stations for motor cars and trucks shall be located so that the vehicle
can have free access to a proper parking space behind the station, without passing any
crossings.
26. The filling stations located in the same building with a food service facility (tight
arrangement), shall be placed at a distance from the MFZ’s main facilities.
27. The filling stations shall be separated from the traffic lane for transit transport or
bypass lane with a longitudinal barrier of a required width. A possibility to place filling
station’s equipment, sings, etc. as well as eventual further extension of the MFZ shall be
taken in account by specifying the width of the barrier lane.
28. A parking space for motor cars shall be provided near the filling station, where a
vehicle can be parked without crossing the territory of the filling station (a short-term
parking space from which a drive can easily reach the filling station). Some parking spaces
for fuelled vehicles shall be provided directly within the territory of the filling station,
where a driver can have his/her car serviced, can make a phone call or visit the shop.
29. It is recommended to place the food service facilities in that part of MFZ, which is
separated from the highway; it is best to place hotels (motels) in the quietest part of the
MFZ. It is recommended to arrange entrances to food service facilities and motor car
parking spaces so that they could be easily and quickly accessed.
30. The following order of priorities is to be adhered to by designation of the MFZ’s
areas: “fuelling-parking-food service”. Within the territory of the MFZ there is usually a
one-way traffic.

31. If multiple lanes need to have motor car parking spaces, a system with one-way
lanes for main and opposite traffic direction shall be used. In this case the temporary
parking spaces, located near the food service facility, shall be placed in the main direction
traffic lane, so the parking places located in the opposite direction traffic lane will be used
only if there is an intense inflow of vehicles. The following advantages are provided
herewith:
- Many parking spaces for motor cars are concentrated directly near the food service
facility;
- Even if the inflow of vehicles is intense there is a possibility to look for a parking
space;
- Development of inconveniently located areas;
- Traffic of special vehicles which support ancillary facilities within the territory of
the roadside service complex.
32. The MFZ design, especially the shape of corners and barriers, shall facilitate the
traffic in the specified direction and prevent certain types of vehicles from using the lanes
not intended for this purpose.
33. The parking spaces for motor cars shall be located as close to the food service
facilities as possible.
34. It is recommended to place separate parking spaces for motor cars with trailers
(motorhomes) not close to the entrance to a food service facility, but in the green zone of
the MFZ.
35. The parking spaces for buses shall be located closer to the food service facilities.
This rule applies also if combined parking spaces are used for motor cars with trailers,
trucks and buses. It is recommended that passengers of buses should not have to cross
traffic lanes for motor cars and trucks on their way to a food service facility. If the parking
spaces for buses and motor cars are located in the same traffic lane it is recommended to
place the parking spaces for buses so that the drivers of motor cars had less incentive to
place the car in the parking place for buses, for example, the parking spaces for buses can
be placed behind the parking spaces for motor cars. If it is not possible, the traffic shall be
arranged so that the parking spaces for motor cars look more attractive (placed directly in
the field of vision of drivers, in a visually preferable traffic direction).
36. For transit traffic through the territory of the MFZ the lengthwise parking spaces
with a total length of 100 meters and width of 4.5 meters shall be provided for trucks on
the side of a highway. If it is not possible these parking spaces shall be set up in another
place.
37. Suggested layouts of MFZ developed in accordance with the design principles set
above are shown in the following figures:
