Issue

Travel across county lines is difficult for transportation disadvantaged persons.

Statewide Regionalization Workshop – hosted by the TD Commission on September 2, 2010. Both JTA and NEFRC expressed

support for regionalization. Both opposed the TD Commission

Theoretical Model of creating a “Regional CTC”.

Northeast Florida Mobility Summit 2010 held on September 8, 2010. Transportation providers, elected

officials, policy makers, planning experts and funding agency representatives participated.

Develop and implement coordination practices best suited to our region’s needs was the goal.

– Common Trapeze PASS and FLEX platform.

– CTCs will maintain their own database but will ultimately be able to optimize trips across county lines.

Modeled after the Mobility Services for All Americans TMCC initiative, the system will integrate proven ITS technologies to provide:

• One-stop access to unified travel support services;

• Coordinate transportation needs across service providers and modes;

• Efficiently process financial transactions; and

• Opportunities to eliminate redundancies.

Mobility Management Grants

• FDOT Service Development grant $191,270 • Develop a regional scheduling system for

Transit and Paratransit operations.

• FTA Section 5317 New Freedom grant $60,000 • Establish framework and processes for a

regional mobility management program.

• FTA Veteran Transportation and Community Living Initiative $1,925,200

• Implement the Northeast Florida One-Call/One-Click Transportation Resource Center.

Regional website provides access to :

• Transportation information within and across county lines;

• Multiple transportation options;

• Book, review and cancel paratransit and flex route trips; and

This feature enhances current services and reduces number of calls into the call center.

Regional Telephone System

Part of the IVR system to provides access to:

• Transportation information within and across county lines;

• Multiple transportation options;

• Book, review and cancel paratransit and flex route trips; and

• Agencies outside of their local dialing area.

This feature enhances services and reduces number of calls into the call center. May replace any existing toll free costs to agencies.

Automatic Trip Notification System

Part of the IVR system to provides access to: • Call passengers as the vehicle is within 10

minutes of arriving at their booked location and • Make reminder calls passengers a day prior to

their booked trip

This feature will • Enhance your services; • Improve on-time performance of your trips; • Reduce the number of no-shows; and • Reduce the number of calls into your call center.

It may not replace any current technologies.

Mobile Data Terminals

Upon the full implementation, CTCs in the region will receive MDTs installed on their vehicles to:

• Send manifests directly to each vehicle;

• Provide turn by turn instructions to each destination; and

• Calculate passenger boardings, vehicle activity, and productivity.

• Cataloging Information;

• Mapping fixed attributes; or

• Providing interactive, real time trip booking protocols.

Team Florida’s Goal To implement more effective programs that address

older driver safety and mobility issues. Team Florida’s Proposed Solution….

Each county has a CTC. What if we trained a staff member to be the

mobility manager? Conduct a Pilot Program. Urban and Rural

Bring our existing statewide tools and resources to help support the mobility manager.

Promote One Call Number and Local Transportation Guidebook.

“Official” Federal Transit Administration (FTA) Definition is: Short-range planning and management activities and

projects for improving coordination among public transportation and other transportation service providers.

Our Interpretation: A mobility manager works with local agencies to help

coordinate the travel and trip planning needs of individuals who receive human service program assistance or are seeking alternative transportation services.

CTC Customer Service Staff are often unfamiliar with all programs & resources that are available.

Mobility Manager will provide additional resources that would benefit the CTC and customers.

Allows them to spend more time speaking with the caller to meet their individual transportation needs.

Less demand on public transportation through resources that keep seniors driving safer longer.

Less demand on public transportation by utilizing alternative transportation sources.

Keep people mobile and engaged in the community.

Currently people have to fit the system—we are now trying to design a system to fit individual transportation needs.

Assist CTC in becoming self-sufficient and able to carry on and sustain their mobility manager program from year to year.

Educate and bring available state transportation safety and mobility resources directly into the community.

Identify the transportation service type needs of the community and help create programs that fill those needs.

Create community awareness of the benefits of Community Transportation.

Educate community partners and gain their support of the local public transportation system.

Bring in other community partners to support and develop alternative transportation solutions.
