During the initial Citizens Participation, any citizen in the audience may address the Committee on an item featured on
the agenda. During the final Citizens Participation, any citizens in the audience may address the Committee on matters
within the Committee’s jurisdiction, but not necessarily featured on the agenda. No vote can be taken on a matter not
listed on the posted agenda; however, the Committee can direct that the matter be placed on a future agenda.
Each citizen must be recognized by the Chair. The citizen is then asked to approach the microphone at the podium, to

4. RECEIVE A PRESENTATION FROM SOUTHWEST GAS CONCERNING UPCOMING
MAJOR PROJECTS FOR 2016 (FOR POSSIBLE ACTION)
Comments:
Following a PowerPoint presentation [included in the agenda packet], Ms. Robin Jenkins, Engineering
Manager, Southwest Gas Corporation (SWG), talked about some of the company’s upcoming major
projects in 2016.
Ms. Jenkins stated that Southwest Gas Corporation would be replacing vintage steel pipe (VSP) at
certain locations in the Las Vegas Valley. She explained that VSP was steel pipeline installed prior to
the release of the Pipeline and Hazardous Materials Safety Administration 49 Code of Federal
Regulations 192. She first talked about an installation that would take place in the area of Durango
Drive: Vegas Drive to Edna Avenue. The company would be replacing 10-inch steel with an
anticipated March 2016 start date.

The Engineering Manager went on to describe a project in the area of Stephanie Street to Sandhill Road.
This project involved a pipeline re-route with the first phase eliminating a 10-inch steel pipeline and
replacement of high pressure pipe with low pressure pipe. Ms. Jenkins shared that SWG had a number
of alternatives to consider for the replacement route. The company was aiming to avoid routes that
would impact major arterials if possible.
Chair Shital Patel, Freeway and Arterial System of Transportation, asked if SWG had utility work in the
area of Tropicana Avenue where major construction was ongoing. Ms. Jenkins answered in the
affirmative, noting that the company was carrying out pipe installation work there. She commented that
this work would bring about the elimination of some stations and result in the efficiency of fewer
stations to maintain. She noted that SWG was coordinating with the Nevada Department of
Transportation (NDOT) which was the entity responsible for the construction on Tropicana.
Next, Ms. Jenkins shared that SWG would have utility work on Sunset Road: Escondido Street to Green
Valley Parkway. The project would involve the replacement of pipeline running the length of 3.1 miles
and allow for additional capacity.
Mr. John Penuelas, Regional Transportation Commission of Southern Nevada (RTC), asked if SWG
was aware of a City of Henderson (Henderson) rehabilitation project on Sunset Road: Annie Oakley
Drive to approximately Mountain Vista Street. Ms. Jenkins confirmed that SWG staff members were
aware and already coordinating with Henderson. Mr. Penuelas asked for details about the coordination
efforts. The Engineering Manager explained that SWG hoped to work on the company’s project prior to
Henderson commencing construction.
Mr. Penuelas went on to ask if Clark County had any projects in the area of the aforementioned
Henderson project. Mr. Erik Reed, NDOT, said that he would check with the Transportation
Department’s permit department to confirm that the project was in the entity’s right-of-way and, if so,
check the parameters of the same. Ms. Jenkins added that SWG had planned a coordination meeting
with NDOT.
The Engineering Manager related that the utility company hoped to bid all of these projects together.
The timing for construction to commence would be sequenced by the contractor who was awarded the
bid. SWG was developing a website to post more details about the work. She requested that the Utility
Coordination Committee provide input and work with SWG regarding coordination related to the VSP
projects.
Mr. Penuelas inquired as to the duration of the projects. Ms. Jenkins said that the completion date had
been set for June 30, 2016.
Mr. Sargent Benson, Las Vegas Valley Water District, asked if SWG had uploaded the projects to
MapIT2C. Ms. Jenkins shared that the company preferred to direct interested persons to the SWG
website. Ms. Adriana Ventimiglia, Southern Nevada Water Authority, asked if there was a map of the
VSP 2016 major projects on the SWG website. Ms. Jenkins remarked that such a map was in
development and was expected to be posted on the website in the very near future. Mr. Penuelas asked
about the map’s software platform. Ms. Jenkins explained that it showed areas and outskirts and text
line status of projects and was not Geographic Information Systems (GIS)-based. Mr. Penuelas replied
that the RTC GIS manager could work with any data type to upload information to the new project
mapping tool. Ms. Jenkins said she would talk with SWG mapping personnel about this. The
Engineering Manager mentioned that interested persons could see a map of other vintage steel projects

5. DISCUSS LONG-TERM PLANNING LIST OF PROJECTS AND COORDINATION NEEDS
(FOR POSSIBLE ACTION)
Comments:
Mr. John Penuelas, Manager of Engineering, Regional Transportation Commission of Southern Nevada
(RTC), stated that the RTC had been working on a new Geographic Information Systems (GIS) based
map. Mr. Jeff Truby, the RTC GIS manager, had already developed a number of relevant query fields.
With this in mind, The Manager of Engineering pointed out that this functionality was an enhancement
as compared to the MapIt2C tool. He stated that RTC staff members would manage the information
uploaded to the map.
Next, Mr. Penuelas clarified that current data in MapIt2C could not be extracted and uploaded to the
GIS-based map, but data used to post information to MapIt2C could be used for the GIS-based map. It
was his understanding that the entity and utility representatives and their colleagues did not need to
update the MapIt2C tool anymore in light of the new digital project map. Mr. Penuelas asked that the
Utility Coordination Committee (UCC) consider a title for the new map. He requested that the
Committee contact him if they had questions about the transition from MapIt2C to the GIS-based map

information to Mr. Penuelas. The Manager of Engineering shared that Mr. Truby would demonstrate the
new mapping tool at the UCC February 2016 meeting.
Chair Patel then inquired as to whether the name change from the “Utility Coordination Committee” to
“Regional Project Coordination Committee” was now official. Mr. Penuelas answered in the
affirmative, noting that the RTC Board of Commissioners had approved the title change at the
Commission’s January 14, 2016 meeting. He added that the name change would be reflected in the
February 2016 agenda

6. RECEIVE A REPORT FROM THE CONE MANAGEMENT WORKING GROUP (FOR
POSSIBLE ACTION)
Comments:
Mr. John Penuelas, Manager of Engineering, Regional Transportation Commission of Southern Nevada
(RTC), provided the Cone Management Working Group (CMWG) Report. He thought that the CMWG
membership was a good representation of the Las Vegas Valley’s local government entities and utility
companies. He did note that there was no CenturyLink representative though. As such, the Manager of
Engineering suggested that Mr. Willie Davidson, CenturyLink, attend the next CMWG meeting as a
guest to determine if the utility should have a representative on the working group. Mr. Davidson agreed
to do so.

Next, Mr. Penuelas stated that the Nevada Department of Transportation (NDOT) had provided a
presentation regarding major projects on Flamingo Road and Tropicana Avenue at the CMWG January
19, 2016 meeting. NDOT had discovered five potential conflicts with the Clark County Water
Reclamation District and was coordinating with CCWRD. Mr. Penuelas noted that Ms. Pat Brown with
NV Energy would be attending NDOT’s weekly meeting regarding these projects to facilitate
coordination with the utility. The CMWG had been made aware that NDOT had discovered four
potential conflicts with Clark County. Mr. Penuelas understood that a County representative was
already attending the weekly NDOT project coordination meeting.
Mr. Penuelas went on to talk about the CMWG’s subgroup which was concentrating on temporary
traffic control permitting processes. He described this as a challenging endeavor because each local
government entity had a particular process for permitting. The Manager of Engineering related that the
subgroup had talked about the possibility of a raw data feed from the barricade companies to the RTC.
RTC staff members would put this information into the GIS-based map. He mentioned that correlating
the raw data to specific projects might be difficult. Mr. Penuelas reported that the group had discussed
early/late work zone setups in an attempt to find out if this was a significant problem and, if so, how
best to handle it. Additionally, the subgroup had talked about the standardization of project signs to
better provide information to the traveling public. The Manager of Engineering relayed that the
barricade companies hoped that the local government entities and utility companies would find a way to
modify the existing project sign model to develop any new standardized sign since the companies had
invested considerable money into current signage. Mr. Penuelas added that local government entity
representatives had been most helpful regarding the project sign discussion due to their knowledge
about legislation that mandated certain sign information. He shared that the subgroup and the CMWG
was of the opinion that any standardized sign should feature the project title, the local government entity
or utility company responsible for the project, project start/end dates, and a 24/7 response telephone
number. Mr. Penuelas had suggested that some sort of Seeing Orange information (e.g., website
address, telephone number) be featured on the project sign by way of a placard or sticker. He informed
the Utility Coordination Committee that the subgroup had also touched upon whether the local
government entities might need more barricade inspectors.
Next, the Manager of Engineering mentioned that the CMWG reviewed Seeing Orange reports that the
RTC receives during the group’s meetings. He mentioned that the nature of this information and the
need to evaluate data that the local governments were receiving directly might prompt the formation of
another subgroup which would examine the Seeing Orange reports and entity-received information.
Chair Shital Patel, Freeway and Arterial System of Transportation, expressed appreciation for the
progress being made.

7. DISCUSS TOPICS OF INTEREST
Comments:
Mr. John Penuelas, Manager of Engineering, Regional Transportation Commission of Southern Nevada
(RTC), announced that the proposed Cone Manager position had been given the new title of “Traffic
Control Coordinator.” He related that the Cone Management Working Group (CMWG) had provided
valuable feedback about the coordinator’s job responsibilities. The group concluded that the coordinator

should inform local government entities and utility companies about current and planned projects in set
areas and area borders to facilitate efficient, effective coordination. The coordinator would utilize the
Geographic Information System (GIS) based mapping tool that the RTC was developing as a resource
and the employee would modify and/or remove information as appropriate. Mr. Penuelas reported that
the RTC intended to submit an agenda item to the RTC Board of Commissioners requesting approval
for the hiring of a Traffic Control Coordinator as part of the February 2016 agenda.
Mr. Penuelas then went on to discuss the WAZE traffic information app. He explained that WAZE was
a crowd sourcing app by which a motorist, who is not operating a vehicle, and/or a passenger could
supply information about traffic conditions. The Manager of Engineering stated that WAZE was a tool
intended for public use in contrast with the GIS-based map which might initially be utilized by the RTC,
the Regional Project Coordination Committee and the CMWG. He added that the GIS-based map might
be configured for public use in the future, but this had not yet been determined.
Mr. Penuelas then asked Mr. Erik Reed, Nevada Department of Transportation (NDOT), if NDOT could
make a Project Neon presentation at the February 2016 meeting. Mr. Reed replied that he would check
with his NDOT colleagues as to the feasibility of presenting. Chair Shital Patel, Freeway and Arterial
System of Transportation, thought that a Project Neon presentation to the group would be most
beneficial in terms of future coordination due to the project’s major work on the Las Vegas Valley’s
major arterials.
