Scheme Brief

Who was Bhamasha ?

The word Bhamasha has been taken from the remarkable character in the

Indian History who was an intelligent man, a philanthropist, a warrior and

a Jain Shrawak.

He belonged to Oswal Vaishya community. He was advisor to Maharana

Pratap. Bhamasha fought massive wars against Moguls, looted their

treasures, donated all his wealth for Mewar and consistently helped

Maharana Pratap as his advisor.

He was an example of the spirit of love for his motherland.

To reform and institutionalize direct benefit delivery

mechanism of government programmes:

• To transfer all cash benefits directly to the bank account of the beneficiaries of the state.

• To provide all non-cash benefits directly into the hands of the beneficiaries of the state using aadhaar enabled biometric authentication.

Help focus government schemes to benefit women and to

financially empower women;

To bring about complete financial inclusion in the State.

Vision and Objectives

First DBT scheme of the Country. Multiple benefit smart cards. Bank accounts in names of women. Incentive of Rs 1500 for opening of a bank

account. Enrollments done : 45.78 lacs. Bank accounts opened : 29.07 lacs. Amount transferred : Rs 161.49 Crs in 10.76

lac accounts.

Relaunching of scheme was made by budget announcementin the year 2014-15.

Retain the essence of 2008 scheme –• Gender empowerment.• Financial inclusion.• Effective Service delivery - Family based benefits along

with individual benefits. Leverage the positives of U.I.D. and Core Bank Enablement

(Jan Dhan). Use the platform for larger number of schemes – Cash and

Non Cash. Increased geographical coverage.

Key Highlights of the Scheme

End to End service delivery platform that includes :

o identity,

o entitlements,

o benefit transfer(unlike GoI, separate D.B.T. Department is not required),

o benefit disbursement

Leverages positives of Bio metric identification, Core banking network and

Integrated Financial Management System of the State.

Single unique data set for all the residents of the State :

o All the demographic and social parameters included to work out

entitlements.

o Provision of leveraging of this single data set by all the departmental

application softwares/portal

Two level verification mechanism for ensuring quality of data and also to

check inclusion of non-citizens :

o Verification by senior government functionaries and gram/ward

sabhas.

o Accountability of verifiers is being ensured using digital signatures

Key Highlights of the Scheme

Programme for Financial Inclusion :

o Mandatory bank account linkage with every resident profile (i.e. Cardissued).

o New bank account is opened, if family is not having an existing bankaccount

Points of service at all panchayats in rural areas and wards in urban areasbeing ensured (10,000 Points of Service) :

o For cash and non cash service delivery

Women Empowerment :

o The bank account has to be necessarily in name of lady of the house,and operated only by the women, so that the benefits transferred incash are put to good use of the family.

Benefit (cash as well non-cash) transfer to right beneficiary could not be ensured

Leakage in benefit transfer in Welfare schemes

Planning and Roll out of new Welfare Schemes used to take more time

High operational cost involved in benefit transfer of welfare schemes –Rs. 25/- per beneficiary per month for disbursing benefits through money order

Eldest male head of the family. Lady of the house was economically dependent on male members of the house.

No linkage of residents with financial services and no service delivery was available near door step of residents of the State

Under Bhamashah Scheme provision for three types of cards has been made :

• Family Identity Card• Resident (Individual) Identity Card • E-Card

Family Identity card shall be provided free of cost by the State Government. Individual resident identity card shall be provided on payment basis.

Minimum one point of service would be created by Government in each Gram Panchayat. A total of 9900 PoS shall be opened at each panchayats of the State.

Both cash as well as non-cash services would be provided through these point of services. Enrolment of residents (Aadhaar as well as Bhamasha)
