Ontario’scollegesanduniversitieswillputstudentsfirstbyprovidingthebestpossiblelearningexperienceforallqualifiedlearnersinanaffordableandfinanciallysustainableway,ensuringhighqualityandgloballycompetitiveoutcomesforstudentsandOntario’seconomy.
Queen’sUniversityVision,MissionandMandateQueen’sUniversityistheCanadianresearch-intensiveuniversitywithatransformativestudentlearningexperience.Itbringstogetherexceptionalstudents,staffandfacultywithinacloselyknitacademicenvironmentthatisinfusedbybothacommitmenttoexcellenceinteachingandlearningandaspiritofinquirythatencouragesresearchandinnovation.TheresultisauniversitythatuniquelycombineshighstudentengagementandexceptionalstudentoutcomeswithoneofthehighestdegreesofresearchintensityinOntario.
AspirationsTheMinistryrecognizestheimportanceofsupportinginstitutionstoevolveandacknowledgesthestrategicaspirationsofitspostsecondaryeducationinstitutions.TheSMAisnotintendedtocapturealldecisionsandissuesinthepostsecondaryeducationsystem,asmanywillbeaddressedthroughtheMinistry’spoliciesandstandardprocesses.TheMinistrywillnotbeapprovinganyrequestsforcapitalfundingornewprogramapprovals,forexample,throughtheSMAprocess.
InstitutionalAspirations
Queen’sisuniquelypositionedamongOntario’suniversities.Nootherinstitutioncombinesourqualityandintensityofresearchwithourexcellenceinundergraduateandgraduateeducation.1Queen’sdeliversatransformativestudentlearningexperiencethatismarkedbyhighstudentengagement,whileatthesametimemaintainingitsstandingasOntario’sthird-mostresearch-intensiveuniversity.2ThesetwoaspectsofQueen’smissionarecomplementary,combiningtoproduceanexceptionalenvironmentwherelearninganddiscoverygohandinhand.

Queen’sishometoexceptionalundergraduateandgraduatestudents,whoaredividedalmostequallybetweenartsandscienceandprofessionalschools.TheireducationisenrichedbyQueen’sresearch-intensiveenvironmentandthespiritofinquiry.Theyareabletotakeadvantageofunparalleledopportunities,bothinsideandbeyondtheclassroom,toadvancetheiracademic,professionalandpersonaldevelopmentandtopreparethemforglobalcitizenship.Forexample,Queen’sundergraduatestudentsparticipateinstudyabroadopportunitiesatmorethan2.5timestheprovincialaverage,andmorethan80percentofstudentsreportparticipationinexperientiallearning.3Atthesametime,Queen’shasalonghistoryofresearchexcellencesupportedbyhighlyqualifiedpersonnel.ItisamemberoftheprestigiousU15GroupofCanadianResearchUniversitiesandishometoexceptionalprofessors,includingProfessorEmeritusArthurMcDonald,co-recipientofthe2015NobelPrizeinPhysics.
InalignmentwiththeprioritiesfordifferentiationcontainedinthisSMA,Queen’saspirestoadvanceitsstudentlearningexperienceanditsresearchprominencethroughanumberofstrategies,including:

SharedObjectivesandPrioritiesforDifferentiation
1.0 StudentExperienceThissectioncapturesinstitutionalstrengthsinimprovingstudentexperience,outcomesandsuccess.Thissectionrecognizesinstitutionsformeasuringthebroaderlearningenvironment,suchascontinuityoflearningpathways;retention;studentsatisfaction;co-curricularactivitiesandrecords;careerpreparedness;andstudentservicesandsupports.
InstitutionalApproachtoImprovingStudentExperienceWithanundergraduateenteringaverageof88.5percent,amongthehighestintheprovince4,admissiontoQueen’sishighlycompetitiveandouracademicprogramsareinhighdemand.Queen’sisproudofthehighqualityofitsstudentexperienceatboththeundergraduateandgraduatelevels,andacrossitsfacultiesandprofessionalschools,asdemonstratedbyvariousstudentsatisfaction,engagementandoutcomemetrics.AccordingtotheNationalSurveyonStudentEngagement(NSSE),90percentofupper-yearundergraduatestudentsatQueen’sreportgoodtoexcellentsatisfactionwiththeirentireeducationalexperience.Similarly,theCanadianGraduateandProfessionalStudentSurvey(CGPSS)reportsthat89percentofgraduatestudentsratetheiracademicexperienceasgoodtoexcellent.Inaddition,96percentofQueen’sthird-yearlawstudentssaidtheywouldchooseQueen’sagain,comparedtoanaverageof75percentforNorthAmericanlawschools5.ThestudentsatisfactionindexintheSchoolofMedicineissubstantiallyabovethemeanformedicalschoolsacrossthecountry.6
OverthecourseofthisSMA,Queen’saimstomaintainitsleadershipindeliveringanexceptionalstudentlearningexperienceandinachievingexcellentretentionandcompletionratesatboththeundergraduateandgraduatelevels.Theuniversitywilldothisbycontinuingtoofferprograms,servicesandsupportsthatensureahigh-qualitystudentexperienceandpromotestudentsuccess,including:

Inaddition,bringingtogetherstudentsandfacultymemberswhoareexcellentteachersandresearchersenrichesQueen’sstudentexperience.Theuniversity’sprimarilyresidentialenvironmentcultivatesadeeplyrootedsenseofaQueen’sidentity,adedicationtoacollaborativelearningcommunityandactiveengagementofstudentsintheiracademicandextracurricularpursuits.Queen’sresearch-intensiveenvironmentinfusesaspiritofinquiryintothestudentexperienceandcontributestoanevidence-basedapproachtoteachingandlearningthatinformscurriculumandplacesafocusonexperientiallearning.ThisspiritofinquiryisadvancedbyQueen’shavingoneofthehighestproportionsofgraduatestudentstoundergraduatestudentsinOntario.8
Queen’sperformsabovetheprovincialaveragewithrespecttotheproportionofsenior-yearundergraduatestudentswhohaveundertakenhigh-impactpractices(HIPs),suchasexperientiallearning,studyabroad,researchwithfaculty,andculminatingexperiences.Queen’sstudentsreporthavingachievedanaverageof2.15HIPs(17percenthigherthantheprovincialaverage9)withundergraduates2.5timesmorelikelythantheprovincialaveragetoundertakeastudyabroadopportunityand1.5timesmorelikelytoconductresearchwithfaculty.
ThisoutstandingstudentexperienceleadstosomeofthemostimpressivestudentoutcomesinOntario.Forexample,Queen’sfirst-tosecond-yearundergraduateretentionrateis94.2percent,thehighestinOntario.Queen’sgraduationrateforundergraduatesis90.2percent(thehighestinOntario),91.7percentforMaster’sstudents(thehighestintheU15),and76.8percentforPhDstudents(thesecond-highestintheU15).10Queen’sgraduatesaremorelikelytogoontofurtherstudies(67percentcomparedtothenationalaverageof50percent11)andtheyenjoyfavourableemploymentoutcomes.Forstudentsgraduatingwithadvanceddegrees,arecent2016HigherEducationQualityCouncilofOntario(HEQCO)reportshowedQueen’shadthehighestpercentageofPhDgraduatesemployedasprofessorsamongOntario’sresearch-intensiveuniversities,with50percentworkinginsideacademia,and35percentintechnical,health-related,publicsectorandotheremployment.
Whileproudoftheseresults,Queen’scontinuallystrivestoimprovethestudentexperiencebyensuringtheservices,supports,programsandopportunitiesavailableareresponsivetostudents’needsandcontributetotheirsuccess.Theexamplesbelowillustratesomerecentandongoinginitiativestobuildonourofferingstofurtherenhanceeducationalandcareeroutcomes.

2.0InnovationinTeachingandLearningExcellence
Thissectionfocusesoninnovativeeffortsincludingpedagogicalapproaches,programdeliveryandstudentservicesthatcontributetoahighlyskilledworkforceandensurepositivestudentoutcomes.
Thissectioncapturesinstitutionalstrengthsindeliveringhigh-qualitylearningexperiences,suchasexperiential,entrepreneurial,personalizedanddigitallearning,topreparestudentsforrewardingcareers.Itincludesrecognitionofstudentcompetenciesthatimproveemployability.
Itbeginstoidentifyindicatorsofqualitythatarecurrentlyavailableandwithinaninstitution’scontrol.
InstitutionalApproachtoInnovationinTeachingandLearningExcellenceAspiritofinquirydrivesinnovationinteachingandlearningatQueen’s.Thisspiritisassociatedwithchallengingcurrentbeliefs,acquiringnewknowledge,developingcriticalthinking,problemsolving,communicationskills,anincreaseinstudentengagementandheighteningstudent-facultyinteraction.Inquirystartsbyposingmeaningfulquestionsdesignedtoengagestudentsasascholarlywayoffurtheringknowledge,skillsandhabitsofmind.Itinvolvesthepursuitofopen-endedquestionsandfuelstheenergybehindcuriosity-basedresearch,andengagesandenhanceshigher-orderlearningskills,reflectiveandintegrativelearningandtheuseofquantitativereasoning.CurrentandplannedinitiativesleadingintothisSMAaredesignedtoenhancethespiritofinquirythatcharacterizestheteachingandlearningenvironmentandtodiffusethisspiritthroughinnovationsinpedagogy,programdevelopmentandthesupportiveeducationalenvironment.Inpedagogy,thespiritofinquiryleadsustobreakdowndivisionsbetweenonlineandon-campusstudy,andbetweenacademic-basedlearningandappliedexperientiallearning.DuringthefirstSMA(2014-17),Queen’sundertookaseriesofcourseredesignprojectsthatsawtherevisionofmanyfirst-yearcoursesandledintotheintegrationofblendedlearningincoursesacrosstheuniversity.Morerecently,Queen’shassignificantlyexpandeditsfullyonlinelearningthroughsuccessfulapplicationstotheeCampusOntariocompetition.Forthreeconsecutiveyears,Queen’sledinfundingawardedthroughtheOntarioOnlineInitiativewith13coursessupportedin2013-14,19in2014-15,31in2015-16.Therearenowninedegreeprogramsfullyonlinewithmorethan140individualcoursescurrentlyavailable.Withrespecttoonlinelearning,Queen’stargetduringSMA2istoincreaseonlineenrolmentsby15percentandtodevelopandlaunchtwonewundergraduateprograms.SuccessfulresearchprojectsfundedthrougheCampusOntariohaveidentifiedstrategiesforattractingamorediversesetofdistancelearners,andthesestrategieswillbeintroducedduringthenextrecruitmentcycles.Anadditionalresearchproject,alsofundedthrougheCampusOntario,definesnewapproachestoinstructordevelopmentandtheimplementationofresearch-basedbestpracticesintoinstructionaldesign.ThisreviewandredevelopmentofinstructionaldesignwillleadtoinnovativeapproachestopedagogyduringthetermofthisSMA.Complementarytothespiritofinquiryistheextensionofpedagogiesassociatedwithexperientiallearning.Eighty-twopercentofQueen’sstudentsreportinvolvementinexperientiallearning,includingthemorethan40

TheSMA2processhasfocusedonimplementingthefirststagesofthenewfundingmodelanddemonstratingtheongoingcommitmentbyallcollegesanduniversitiestostudentsuccess.Futuregrowthwillonlybefundedthroughnegotiatedchangestoaninstitution’sfundedenrolmentcorridor.ThroughtheSMA2cycle,theministrywillcontinuetoworkcloselywithinstitutionstoensurealldimensionsofthefundingmodelareimplemented.
InamemotocollegesanduniversitiesdatedMarch7,2017,theministrycommittedtousingtheSMA2(2017-20)processasatransitionalphasetocommencethecollaborativeandjointdevelopmentofperformancemetricsandtargets,tiedtofunding,forSMA3(2020-23).TheministryreiteratesthiscommitmentandreaffirmsthatmetricsandtargetsincludedinSMA2arenottiedtofundingatthistimeandareabeginningpointforfurtherdiscussionswiththesectorpriortotheirapplicationinSMA3.CollegesanduniversitieswillhavetheopportunitytoresetandrealignmetricspriortotheapplicationofmetricsinSMA3.Theministrywillalsoengageotherstakeholdersaspartofdiscussionsonabroadmetricsstrategy.

Colleges,universitiesandtheministryallbenefitfromprocessesthataretransparentandnon-duplicative.Theministrycommitstoworkwithcollegesanduniversitiestocontinuetostreamlineprocessesandseekopportunitiestofurtherreduceredtape(inpartthroughincreasedaccesstoothertools),includingreducingoreliminatingduplicatedreportingrequirements.ThroughSMA2discussions,theministryhasheardconcernsaboutthechallengesofdeliveringbreadthinprogrammingforFrancophoneandFrancophilestudents,includingthecostandfundingofsuchdelivery.Startinginfall2017,theministrycommitstoconsultinginstitutionswhohaveaformalmandateforbilingualand/orFrench-languagedeliverytoreviewthedeliveryofFrench-Languageprogrammingandconsidertheseconcerns.In2016,anextensionoftheexistingtuitionpolicyframeworkwasannouncedtosupportamajorreforminOSAP.Theministrywillengagewithboththecollegeanduniversitysectorsaroundthenexttuitionpolicyframework,includingexaminingtheissueoftuitionanomaliesincertainprofessionalprogramsasaresultofpastchangestotuitionpolicy,and,forcolleges,examiningtuitionlevelsrelativetocompetitivecollegetuitionframeworksinCanada.InrecentyearsandduringtheSMAprocess,therehasbeenanincreasedinterestinthecreationofanewpolytechnicdesignationintheOntariopostsecondaryeducationsystem.Startinginfall2017,theministrycommitstoundertakeareviewthatexamineswhetherimprovedbenefitsforstudentsandemployersaresufficienttomakesuchachange.Theministrycommitstoworkingcollaborativelywithinstitutionsacrossthesectorsonthisreview.Theministrycommitstocontinuetoworkcollaborativelywithuniversitiestoassesstheanticipatedneedforadditionalgraduatespacesrelatedtoprogramsthatarecurrentlyunderdevelopment.
