revision of the calculation method. The first part of this
revision was performed in 2012. In a second step,
additional information can be obtained. This revision is

This one-time study analyses the interruption of a gainful
employment of pregnant women. It includes an examination
of the legal situation as well as an empirical survey
concerning the loss of income and challenges for affected
women and employers.
The study is based on the responses of 2809
women entitled to maternity compensation and
3575 companies.

Scheme 3
Many pension funds also include an over-mandatory which
does not come under the PP law of 1982. The insured
persons are not free to decide on the participation of the
over-mandatory part of this scheme that is why these
benefits are entirely included. Less than 1‰ of the insured
people are affiliated to a pensions funds which exclusively
provides an over-mandatory insurance. This kind of
pension’s funds is probably out of the scope of ESSPROS.
Scheme 10 Scheme 10 (1121111, 1131111)
According to ESSPROS (§ 42E, Part II), disability pensions
above the legal/standard retirement age should be recorded
under the item old age pension. This revision is on the
pipeline, but because of the small amounts at stake, it has a
low priority degree.
Scheme 37
Vested benefits accounts / policies
[Freizügigkeitsleistungen]
Missing Employees are usually insured in an occupational pension
fund (scheme 03). If they leave the labour market before the
retirement age (for instance due to unemployment or in
order to start a family) the accumulated capital is transferred
from the pension fund to a vested benefits account or a
vested benefits policy. The capital is only paid out when the
insured person reaches the statutory retirement age (or in the
event of disability or death).

Up to now, no data have been available on this scheme. In
2017 a new statistic was introduced, which will provide
information concerning lump-sum and pension benefits
from this scheme.
In the forthcoming years these benefits will be included in
the ESSPROS data.
Scheme 16
Item 1112230 (Other benefits in kind): This item includes
various other items of the sickness/health care function. A
breakdown of the items has so far not been possible.
Scheme 17
Item 1182202: This item includes all measures concerning
drug abuse policy. This might include a share of expenses
for prevention campaign, which is a public service,
therefore not within the scope ESSPROS’s scope. This item
also includes the expenditures of the Swiss Alcohol Board
(SAB). SAB has been created in 1887 with the introduction
of the Alcohol Act. Up to the end of 2017, the SAB was
responsible for the implementation of the «law on distilled
spirits», as the Alcohol Act is accurately called. The SAB
was integrated into the Federal Customs Administration at
the start of 2018. Most of the interventions of the SAB are
probably not compatible with the definition of social
protection. We should correct this point with oncoming
revisions.

Redundancy compensations

Missing According to the manual, §25 Part 1:
“[C]ontinued payment of wages and salaries while an
employee is unable to work during sickness, maternity,
disability, redundancy and so on is classified as social
protection provided by the employer.” This benefit
explained in detail under §69 Part 2.
Redundancy compensations are possible in Switzerland (see
www.entlassungsabfindung.ch ), but they have not been
estimated yet.

In scheme 3 (items 1420000 and 2420000) and in many
state controlled schemes: 16, 17, 18, 21, 22, 23, 24, 26, 27,
28, 29, 30, 31, 32, 33, 34 (all items), social benefits
expenditures are estimated by netting expenditures of local,
state and central government with receipts.
For state controlled schemes, this method has been
implemented in order to exclude the portion of the full cost
of the benefits that beneficiaries were required to meet
personally (according to ESSPROS Manual 2019, §23).
Further, this method has been applied in order to avoid
double counting (i.e. in order to consolidate transactions of
within a scheme, among local, state and central
government).
In reality it seems that most of the time this method violates
the “netting and consolidation principles” (ESSPROS
Manual 2019, §§134-136, Part 1), as far as many receipts
are in fact transactions among schemes (and not payment
from the beneficiaries). In order to avoid double counting
(consolidation between the different government levels), it
would be probably better to use the official government
consolidated figures. Further, it looks like this method
artificially increases the volatility of the items over time.
This issue should be clarified also in the context of links
with National Accounts.

On an annual base, only the total amount of
old-age and survival benefit is available.
However, for the month of December the
amounts are known separately. Thus, the
annual amount is divided into old age,
anticipated old age, survivor and family
benefit according to the December data.

The position survivors' above the standard
retirement age (non means-tested) includes
two kinds of pensions: first the standard
survivals pensions excluding the pensions
below the retirement age, secondly the
survivals’ supplements to the old age
pensions.

09, 13, 14
1200000 Specific cantonal (state) and local
offices are in charge of the administration of
these schemes (AHV/IV/EO offices). The
administrative costs of these offices are
known at an aggregate level. This amount
has therefore been divided between Scheme
01, 02, 09, 13 and 14 according to their
relative weights. These estimations are
available only since 2008.
For the previous years (1990-2007) no data
are available: this figures are estimated.

From 1990 and 2014: The breakdown
between these items (and in particular of in-
and out- patient care) is made according to
the Compulsory Health Insurance statistics
i.e. according to the distribution of the costs
in the population.
In 2015: the split is based on split of 2014.
The variables in Compulsory Health
Insurance statistics changed: a new method
of split compatible with ESSPROS have to
be investigated.
Scheme 03 The definitive data of this scheme are provided by
specialists from the National Accounts, who analyse
and validate the raw data of the Occupational Pension
Plan Statistic. Usually, these results are not available
before June. In order to deliver provisional data
earlier, we estimate it on the basis of the correlation
between raw data and previous validated data. Some
differences between the provisional and definitive
results of this scheme have to be expected, above all
on the receipts’ side.
Scheme 03 1131111, 1131112 The data from the Occupational Pension Plan
Statistic do not allow to split the amount of
old age pensions according the age of the
beneficiaries, with the exceptions of 2010
and 2015 (see Module on Pensions
Beneficiaries).
In order to breakdown the amount of old age
pensions, for the years 2006-2009 and 2011-
2014 and 2016, we used the SILC (Statistics
on Income and Living Conditions). The
SILC allows estimating the ratio of
anticipated pensions’ benefits of the second

pillar (scheme 03) for beneficiaries living in
Switzerland. As a first step, this ratio is
multiplied by the amount of pensions
according to the Occupational Pension Plan
Statistics. Unlike SILC, this statistic is
compatible with the ESSPROS scope, which
take into account also pensions paid to
beneficiaries living abroad.
Then, because the sample of SILC excludes
people living in collective residences (home
for elderly), an attempt of correction has
been implemented based on the Statistics on
social medical institutions and some
hypothesis.

for the optional daily benefits insurance are
estimated on the basis of the official data and
on the basis of the estimated ratio of benefits
included in ESSPROS (see Scheme 04
1111111).
Scheme 04 1410000 2410001 Property income/expenditures for the
optional daily benefits insurance (KVG) are
estimated based on official data and based on
the ratio of capital related to benefits
included in ESSPROS (see Scheme 04
1111111).

A small share of the optional daily benefits
(KVG) are paid to people who have chosen
to insure themselves on their own initiative.
This portion of benefits does not fall within
the scope of ESSPROS: it has been thus
roughly estimated and excluded.
