1. EMPANELMENT OF INTERIOR
FURNISHERS/CONTRACTORS
Punjab & Sind Bank is in the process of empanelling Interior Furnishers for renovation of
Branches / Offices / Residences; furnishing & interior decoration, etc and similar projects in the
Jalandhar Zone spread over the geographical area of Jalandhar and Kapurthala. The work also
involves furnishing of new branches to be opened in any place in afore said districts.
The Bank is also in the process of empanelling Contractors for Minor Works (Civil, Plumbing,
Electrical, etc.). The contractors will be required to undertake various minor works at Bank
premises in and around Jalandhar and residential premises located at various locations in
Jalandhar/Kapurthala. The minor work mainly involves minor civil works, plumbing works,
carpentry works like repairing doors & windows, repairs to furniture, wardrobes and fixtures etc
attending to leakages & seepages related works, touch up painting, cleaning of vacant premises,
attending to electrical works etc. The nature of works is classified as “emergency works” which
are time critical to trouble shoot the problems at the earliest and shortest period of time. Such
works will normally be at any point of the day or night.
2. INSTRUCTIONS TO APPLICANTS
1) Generally, the routine works of the Bank are awarded/procurements are made by calling
competitive tenders/quotations from the empanelled contractors/vendors and in case of
emergent works/ works of small magnitude, the Bank may opt to award the work/procure
supply from any of the empanelled agencies, depending on the exigencies of the work on
nomination basis and also has the right for open tendering process for any particular
work depending on the nature & magnitude of the work, as per Bank’s policies /
guidelines stipulated by various statutory Authorities.
2) The empanelment of a contractor/Furnisher in Bank shall not confer any right on him
either to be necessarily issued the tender papers or for award of work.
3) The details of the applicants and their experience shall be submitted in the Bank’s
prescribed “Application Format” only. Wherever required and if the space provided is
not sufficient, particulars can be furnished as Annexures but such details shall be clearly
mentioned in the respective columns of the Application Format. Applicant shall enclose
latest copies of brochures and technical documentation giving additional information
about the applicant. Each page of the document shall be duly signed by the Applicant or
their authorized representative along with their company seal.
4) The Contractors/Interior Furnishers, who intend to apply for more than one class, have
to apply for each class using separate application forms along with separate Demand
Draft (nonrefundable document fee) and submit in independent covers super scribing in
the envelope the category of work applied for.
5) No costs incurred by the applicant in applying, in providing necessary clarifications or
attending discussions, conferences or site visits will be reimbursed by the Bank.
6) Documentary proof with respect to the prequalification criteria shall be furnished along
with the completed application form. In this regard, copies of the work orders and

Completion certificates and or such other documents shall be submitted. Incomplete
applications or applications without proper proofs for establishing their credentials will
be liable for rejection and no correspondence will be entertained in this regard.
7) The empanelment will be made for a specific category depending on the credentials
submitted and acceptable to Bank, For consideration of experience, works should have
been executed in same name & style of the firm in which empanelment is sought.
8) The evaluation will be based on the following;
a) Experience and reputation of the firm
b) Empanelment with other Banks, PSUs, Govt. Institutions etc.
c) Manpower & logistical support of the firm
d) Quality consciousness,
e) Registration with statutory tax authorities like IT, GST, etc., as applicable.
9) If found necessary, Bank may also consider inspecting the works undertaken by the
applicants, for which necessary co-ordination shall be made by them. Based on the details
furnished in acceptable format, inspection of works and eligibility criteria, the applicants
will be empanelled.
10) Decision of the Bank regarding selection / rejection for empanelment will be final and
binding and no further correspondence will be entertained. The empanelled contractors will
only be informed by post.
11) If, information and details furnished by applicants are found to be false at any time in
future or any information withheld, which comes to the notice of the Bank at a later date,
the empanelment of such applicant will be cancelled immediately.
12) Applications received after the due date and time is liable to be rejected.
13) The empanelment shall be valid for a period of one year from the date of intimation letter
to the short listed consultants / contractors/suppliers/vendors.
14) The present empanelment is mainly for works for value upto the limits mentioned in
respective categories. In case of any high value works, Bank may undertake the works by
project specific pre-qualification exercise.
15) All the applicants should clearly mention the Class details on the envelop cover.
16) The applicant should enclose demand draft (non-refundable) for Rs.1000/- in favor of
‘Punjab & Sind Bank ’ and payable at Jalandhar.

3. SCOPE OF EMPANELMENT
CLASS – A:
The scope of work of Contractors for Interior Furnishing Works broadly is to undertake
original interior furnishing works, alterations and renovations involving erection of partitions,
cabins, workstations, false ceiling, flooring, counters, paneling, storage units, furniture, blinds
etc.
The Interior Furnishing work contractors are Categorized as Class- A contractors, the
applicant / firm / company shall be registered with ESI, EPF etc., as per extant labor laws.
Class-A contractors who will be required to undertake comprehensive works covering civil,
interior and electrical works shall submit necessary documentary evidence for carrying out
electrical works, at the tender stage.
CLASS –B:
Contractors for Minor Works (Civil, Plumbing, Electrical, Plumbers etc.). The contractors will
be required to undertake various minor works in all Bank premises in and around Jalandhar.
They are categorized as Class –B contractors.
Note: - All class of contractors must be registered for Income Tax. The contractors,
otherwise eligible but not registered for Income Tax, will not be considered for
empanelment. Prospective contractors to note that all payments will be made electronically
as per Government guidelines. All contractors should have registered for GST authorities.
The contractors, otherwise eligible but not registered for GST, will not be considered for
empanelment.
4. ELIGIBILITY CRITERIA
Empanelment of Contractors is sought for the following categories of works under various
cost limits. The contractors empanelled under lower cost limit will not be eligible for works
costing more than the limit. However the contractors empanelled under the higher class of
work/category can participate even for works in lower cost limits. The various Categories &
Cost limits are furnished below;

The applicant should have the following minimum eligibility criteria:
a) The applicant should have undertaken works in Government Departments / Public
Sector Undertakings / Central Autonomous Bodies / State Autonomous Bodies /
Financial Institutions and other reputed Private Firms during last 5 years.
One work/project costing 80% of the class limit OR
Two works/projects costing 50% of the class limit OR
Three works/projects costing 40% of the class limit
b) The applicant should have Income Tax registration number. The applicant should have
registered with statutory authorities for GST, Work Contract Tax etc, as applicable to
them in terms of extant laws. Applicant should submit copy of the income tax PAN,
GST with valid registration number.
c) The applicant shall have the average annual financial turnover of at least 30% the value
of the class limit in the respective category during last 3 years prior to 31-03 - 2019.
d) Contractors for all Class-A should have well-established office with adequate
engineering staff and the applicant / firm / company shall be registered with ESI, EPF
etc, as per extant labor laws.
5. TECHNICAL EVALUATION CRITERIA
The Evaluation Committee (EC) shall carry out the entire evaluation process.
The Technical proposal evaluation process would focus on the ability of Interior Furnisher to
satisfy the technical requirements of the assignment, quality assurance procedures and
experience of Interior Furnishing works. Based upon the above pre-qualification criteria, the
technical proposals will be further evaluated on the following criteria and rating will be
provided as below.

6. EVALUATION CRITERIA
Only the Interior Furnisher/Contractors who score more than 35 (Thirty Five) marks in
Technical Evaluation process will qualify to be Empanelled with the Bank. Once the evaluation
of technical proposals is completed, the Service Providers who score more than the prescribed
cut-off score will only be short listed. In case, none of the participants or only two of the
participating Service Providers qualify on technical criteria and reach or exceed the
cut-off score of 35, then the Bank, at its sole discretion, may qualify three Interior
Furnishers on the basis of the top 3 scores.
7. APPLICANT OBLIGATIONS
1) The applicant should intimate change of address to the Bank. Failure to do so may result in
removal of his name from the empanelled list.
2) The registration with various authorities like Electrical license, Council of Architecture,
Tax, etc shall be possessed during the empanelment period.
3) The applicant should not indulge in unethical practices.
4) The applicant should execute the works awarded to him strictly as per the terms and
conditions of the contract and specifications.
5) The applicant should co-ordinate with Bank Officials/Architects / Consultants/ Contractors,
if any, for smooth completion of the works.
6) Any Change in Constitution of firm without prior approval will render the applicant to be
removed from the panel. In case of conversion of a firm into two or more firms, fresh
empanelment is essential.
8. DISCIPLINARY ACTIONS
The Interior Furnisher shall have to abide by all the rules of empanelment and also by the terms
and conditions of the agreement/MoU. He shall have to execute the works as per contract on
time and with good quality. PSB shall have the right to suspend business with him for any period,
debar or remove the name from the approved list of Interior Furnishers indefinitely or for a
period as decided by PSB after issue of a show cause notice. Decision of PSB shall be final and
binding on the Interior Furnishers.
The name of the contractor may be removed from the approved list of contractors /Interior
Furnishers by the Bank if he:
1. Fails to execute a contract or has executed it unsatisfactorily or
2. Persistently violates any important conditions of contract: or
3. Furnishes false particulars at the time of empanelment: or
4. Indulges in any type of forgery or falsification of records: or
5. Defaults in tax dues like Income Tax, Work Contract Tax, GST etc.

9. REVISION OF ABOVE RULES OF EMPANELMENT:
Bank may modify, add, delete and / or change any of the above rules and the same shall be
binding on all the empanelled Contractors / Consultants. Bank reserves its right to reject any
/ or all the applications without assigning any reasons whatsoever.
GUIDELINES FOR SUBMISSION OF APPLICATION FORM FOR
EMPANELMENT OF INTERIOR FURNISHERS/CONTRACTORS.
1. Application form for empanelment shall be submitted in sealed envelope super
scribing “Application for Empanelment as Interior Furnishers” for Class A
contractors. The envelope should be super scribed “Applications for Contractors
(Minor Works)” for Class B contractors.
2. The application shall be submitted strictly in the format as mentioned along with the
supporting documents.
3. The application shall be signed by the person/s on behalf of the organization having
necessary Authority/ Power of Attorney to do so. Each page of the application shall be
signed and copy of Power of Attorney / Memorandum of association (Wherever
applicable) shall be furnished along with application.
4. If the space in Performa is insufficient for furnishing full details, such information may
be supplemented on separate sheet stating therein the part of Performa and serial
number. Separate sheets may be used for each part of application. While filling up the
application with regard to list of important projects completed or on hand the applicant
shall only include major works handled by the firm.
5. The applicant should ensure that the application is hand delivered at the given address
within prescribed date and time as mentioned in the advertisement. The application
shall not be accepted by post / courier.
6. Application containing false and / or incomplete information is liable for rejection.
7. The applicant should enclose demand draft (non refundable) for Rs. 1000/- payable to
Punjab & Sind Bank, Jalandhar.
8. The bank reserves right to accept or reject any or all the application.
9. Last date and time to accept the application is the last date given in advertisement,
during office hours.
