Public debate organized by Acess Culture [ http://accesscultureportugal.wordpress.com ] and ICOM Portugal on Oct. 2013 following the passing of the law-decree regarding filming & photographing national museums & heritage. The law is unclear on what is allowed and forbidden; it is unenforceable; it does not reflect contemporary practices, especially the heavy use of social media by visitors, and the benefits that museums can derive from this practice. It severely restricts visitors from filming, photographing and sharing their experiences in the museum. Following the debate, the law-decree was annulled. UPDATE: In June 2014, a new law was passed. Again, it severely restricted visitor practices of filming, photographing and sharing their experiences within national heritage & museums. It also introduced the bizarre concept of the 'dignity' of sites and collections re: the need for previous authorization when filming and photographing. Finally, it gave discretionary powers - but, importantly, no guidelines - to gallery assistants, in allowing, or forbidding, filming and photographing within museum galleries.
