Risk-informed decision making. Communities must communicate with pipeline operators to know and understand the risks associated with the specific pipelines in their community.

Communication. Communication between communities, developers and pipeline operators are critical early in the development planning process.

Recommended Practices Scenarios Baseline Recommended Practices- to

prepare stakeholders for either future community development or new transmission pipeline siting.

New Pipeline Recommended Practices-considered when planning the route for new pipelines

New Development Recommended Practices- considered when new development is proposed in the vicinity of transmission pipelines

PIPA Consultation & Planning Zones

Consultation Zone Local Government should define the

Consultation Zone to delineate the area where a Property Developer/Owner should initiate consultation with Pipeline Operators regarding planned property development in the vicinity of a transmission pipeline.

Suggested distance is 1,500 feet.

Within this area, development proposals should trigger consultation with the pipeline operator to ensure the proposal will not create a risk to the integrity of the transmission pipeline.

Local Government may define a different sized consultation zone based on the specific characteristics of the pipeline and the area surrounding the pipeline.

Planning Zone An area within a Consultation

Zone centered on a transmission pipeline. Recommended practices regarding new development should be considered for implementation when the proposed development includes a planning zone area.

No set width defined. The width of the Planning zone may be calculated using a pipeline-and location-specific analysis based upon information supplied by the Pipeline Operator and from the Local Government.

Different approaches to defining the Planning Zone distance should be taken for gas and hazardous liquid transmission pipelines.

Key New Pipeline Recommended Practices When considering routes for new

transmission pipelines, pipeline operators should coordinate with local governments along the routes.

Consideration should be given to utilizing existing or adjacent rights-of-way

New Development Recommended Practices

There are 29 proposed Recommended Practices for New Development

The purpose is to reduce the risks of a pipeline incident and mitigate any impacts whenever a transmission pipeline is located in, or in close proximity to, a proposed development.

These practices provide guidance regarding specific land uses adjacent to a pipeline.

Model Ordinance To be used by cities or other local

jurisdictions to incorporate recommended practices.

Intended as a “starting point” for development of an ordinance.

It is expected that each jurisdiction would modify the text of the ordinance to fit the circumstances and organizational structure of that jurisdiction.

It is a “Template”.
