Roles and Responsibilities

PI Status– All faculty have PI status. Anyone else must

request and be approved for PI status by their department and dean’s office. Form and instructions at http://www.grad.wisc.edu/research/policyrp/limitedpi.html

Roles and Responsibilities

PI: Find funding opportunity, Prepare proposal, Route & Submit

Department Administrator: Work with PI to complete and submit, assist with budget preparation, Initiate/approve the WISPER record

Department Chair: Verify PI eligibility/availability, Verify resources & facilities, Assure the work fits the department’s mission

Dean: Assure compliance, review and approve submission RSP: Negotiate agreements, Institutional signatory, Accept

awards, Set up projects

Subcontracts

When we are a sub:– Have the RFP from the primary sponsor– Treat the subcontract submission just like a

proposal Route, at a minimum, Budget and budget narrative,

Scope of work, Letter of Intent (see sample)

Subcontracts

When we will have a sub, we must have:– Budget and budget narrative– Scope of work– Letter of Intent, signed by an official of that

institution– Any additional docs that may be required by the

sponsor. – WITHOUT THESE DOCUMENTS, WE WILL

NOT INCLUDE A SUB IN OUR PROPOSAL

Subcontract vs. Vendor

Subcontract– Performance measured against whether the

objectives of the federal program are met– Has responsibility for programmatic decision

making– Has responsibility for adherence to applicable

federal program compliance requirements – Would publish with the PI

Subcontract vs. Vendor

Vendor– Provides the goods and services within normal

business operations– Provides similar goods or services to many

different purchasers– Operates in a competitive environment– Provides goods or services that are ancillary to

the project
