BEST – A Good (G)old Utility

The Old Utility

• The Bombay Electric Supply & Tramways Company Ltd (BEST)

• a history of 134 years

• its started with own gen. capacity of 4,300 HP

• No generation these days.

The Gild Utility

• 9,44,000+ consumers, 11,75,000+ meters

• 2059 substations (RSS, DSS & DTs)

• 9300 Circuit Kilometers of feeders / cables

132, 33 & 22 kV Sub Stations

• The most populous underground electric cabling System in India

• Digitisation of records of 9300 KMs of feeders / cables is ongoing

• Phased replacement of most of the 11+ million mechanical meters are in process

• The Company powered with 7800+ Employees

• The number of intra-city offices are 30+

BEST Specifics

BEST – the need – felt and faced

Operational Excellence

• Services with rare outages – SAIDI < 34min, CAIDI ~57 min, SAIFI < 0.52

• Ensuring availability with high Network Density –Over 14K Customers per sq km

• All underground services

• Service with low response latency – Political and statutory compulsions

• Trusted to meet high expectations – Economic Capital, Film City

BEST Performance– the figures speak…

BEST – the quest…

How to improve ?

• Better Technology intervention

• Enhanced Information Transparency

• Superlative Financial Management

• Technology for Meter Reading

Project PEACE– Intervened Functions

Operational fronts for reforms ?

• Customer Care Centre – IVRS based

• Billing and Invoicing

• Automated Meter Reading

• Load Flow Analysis

• Technical Loss Assessment

• Energy Accounting and Load Forecasting

• Outage Information System

BEST – the Spread of Implementation

• Order Placed – 6 Nov 2007

• Data Centre Preparation – 31 Mar 2008

• System Study – 31 Jul 2008

• Configuration & Testing – 31 Oct 2008

• Go Live 1 Ward – 15 Nov 2008

• Full Roll Out – 1 Jan 2008

• Operation & Maintenance – 5 years from 1 Jan 2009

Project PEACE – The time lines

• Not only an ERP – some thing more, many things more

• Not only software implementation – domain synergy is the need

• Not only installation – Integrated Information, Inter-Operation and Maintenance

• Not only Consumer Satisfaction – Operational Excellence too.

• Not only IT Intervention – Continued Maintenance of the implemented system

Considerations

• Implemented System shall be an Integrated One – not ‘Integrateable’ one

• A partner with strong utility business expertise to implement the system

• The implementation must follow operation and maintenance, training & knowledge transfer at a comfortable pace.

• Change Implement-Handhold-AMC to Implement-Maintain-Transfer

• Keep partner to cool off the change

Interaction, Integration and Data Flow

Salient Features of Integration

• The schema shall avoid duplication of data tables in same database and principle of BW shall be applied, as much as possible.

• Since, the minimum data updating frequency is 15 minutes, in-memory data tables shall be suitably (down)sized for performance improvement.

• A Modular MDM with modules in which logics and validations configured separately with each Application, to start with Billing, ABT, PSM, Load Forecasting and IVRS/Customer Care.

• APIs / Services so designed in MDM shall be quickly adaptable to the counts and items of parametric requirements

• To minimise the complexity of multiple user interfaces, SAP GUI to display as much role-classified data as possible in its interface.

• AMI Specific, high frequency, auto refreshing data like charts etc to be displayed in AMI GUI.

• The Load Forecasting and PSMS will have its own GUI for its operational management. However, the MIS portion of it shall be consumable by SAP GUI

• Similarly, AMI application shall offer MIS and CCS information, consumable by SAP / CCS / IVRS GUIs.

19

MDUS – Our AMI

• Data being pushed to servers

• Time sliced connection management for very large consumer base

• Assured message delivery using MQTT Technology

• Data Preprocessing for Reporting and Load Fore casting applications

• “Shoulder Tapping” on field units on “urgent calls”

Resource Management in Implementation

• Three Tier Approach– Teams are defined to include the Utility

Members, Implementation Partner Members, Consulting Partner Members

– Project Management is with Implementation Partner

– Consulting Partner brings in more of global best practices and mitigation of implementation blues

– Expert Consultants are expected to vet the process and progress of implementation and to ensure alignment to the roadmap.

20

21

Approach• The state-of-the-art Data Centre is planned,

developed and commissioned.

• High reliability servers specifically sized for each of the applications are deployed

• Series of In-house testing of applications before deployment in the Data Centre

• Scheduled training programme by deploying Mentors at each of the offices

• Gradually depleting Hand holding of Users for introduction to the system is planned

22

Approach

• Modules of various AMI Applications are ensured with SOA Compliance

• Applications are defined and being designed with Integration and Inter-operability in consideration at apex level

• Rule bases and Management are maximised at the server level

23

Present Status (14 Oct 08)• Vidushi-SAP – Deployed. User access configuration

under testing

• Data porting – Second Level Testing completed.

• AMR – field Installation of Meters and AMR Boxes are being on. To be completed by Mar 2009, due to the availability of system outage for retrofitting. Application is deployed

• Tech Loss Analysis-SLDs are completed. Data being aggregated for direct porting

• Load Forecasting – Installed, Being tested

• Customer Care Centre – Integration Testing Completed.

• Bills for 4 out of 9 categories compared with previous 4 months data.

Challenges

• Requirement of accommodating dual address requirement

• Support for ongoing data sanitisation activity through Vidushi

• Incorporation of change customer expectations evolving during the implementation

• Unavailability of relational electrical system data at the lower tiers of distribution

• The strength & inheritance of the processes of the century old company
