1.0 PROJECT BRIEF
This proposal is to refurbish the existing Lapangan Terbang Sultan Haji Ahmad Shah in
Kuantan, Pahang from local airport to the international airport. This project is located in the
district of Kuantan, Pahang. The refurbishment comprises of facilities upgrade and refurbishment
of the existing airport terminal into newly refurbish airport that comfortable to the users. With the
project that mention above, it will fulfil the requirement of The Malaysian Airpo rt Berhad that is to
build an airport that can support the traffic of at the KLIA as the next generation hub and can
attract passenger or tourist to use the services.
1.1 SITE IDENTIFICATION
Kuantan Airport is known officially as the Sultan Ahmad Shah Airport, named after the
current Sultan of Pahang. It is located about 15 kilometers from Kuantan, the capital of Pahang
Darul Makmur. At first sight, this airport looks rather small, quiet and empty compared to the
airports of the big cities of Malaysia like Kuala Lumpur and Penang, for instance.
However if based on local Malaysian standards, the airport can said to be quite busy, as
everyday there are at least three flights by Malaysia Airlines Berhad (or "MAS" in short) to and
from Kuala Lumpur.
Usually international flights make a stop-over in Kuala Lumpur for customs and
immigration checks before proceeding to Kuantan.
The strong business and economic growth and the location of commercial ventures and
industries in the industrial estates situated around Kuantan and the generally growing population
in the town also saw the need for better aviation facilities there.
The airport can actually handle up to a million passengers per year. In 2005, Kuantan
airport handled about 299,000 passengers on 3,500 flights.
Although small, this Sultan Ahmad Shah terminal building contains some small lots and
counters for retail shops, souvenir shop selling local batik and handicrafts, travel and tour
agencies, resort hotels and taxi services.

The concept of the airport refurbishment will be based on the site analysis & evaluation
that have been conducted during site visit. The concept of the proposed airport refurbishment
will be according to the custom of the Kuantan that need to be take care off.

Site analysis is an inventory completed as a preparatory step to site planning, a form of the
refurbishment process which involves research, analysis, and synthesis. It primarily deals with
basic data as it relates to a specific site.

Kuantan airport known officially as the Sultan Ahmad Shah airport, named after the current Sultan

This site have 3 entrance and the main entrance is located about 350m- 400m from the airport
terminal. The drop off area is considered as the area of the terminal area. There are two ways
street except at terminal and have good capacity if parking area.

For the pedestrian circulation, the passenger will take within 3 minutes’ walk from parking to
terminal, 5 minutes’ walk from terminal to Management Office and will be not congested and
busy.

3.2 DESIGN CONCEPT AND OBJECTIVES
THE NEW KUANTAN: The New Kuantan is a phrase that visualizes the landscape of bringing
Kuantan to the new era in modernization. Modern is synonym to the word recent or lately that is
apply to that which is near to or characteristic of the present as contrasted with any other time.
Wave will be brought in the design concept as the symbolic of Kuantan that rich in the marine
lifestyle since it located at the heart of the East Coast Malaysia.
The intent of the New Kuantan design concept is to be one of the landmarks in Kuantan as the
International Airport that will attract personnel at the same time give business opportunities to
the Kuantan citizen. The development will give the new look of The New Kuantan with the
characteristic of a wave as the design concept place suitable with the proposed development
area which is located at the east coast line of the Malaysia by making all the facilities and building
constructed with a new look towards the modern airport concept design.
The New Kuantan design is an approach to design that incorporates products as well as building
features and elements which, to the greatest extent possible, with a modern look, advanced
architecture and added with green features. While accessible or adaptable design requirements
are specified by codes or standards are already existed, this type of design will give more benefits
to the airport because it will bring convenient to the passenger.

4.0 ENVIRONMENTAL IMPACT ASSESSMENT (EIA)
The purpose of this Environmental Impact Assessment (EIA) report is to investigate and assess the principal environmental concerns associated with the proposed refurbishment of Airport Ahmad
Shah Kuantan, Pahang DarulMakmur. The scope of the Environmental Impact Assessment (EIA) covers implies the determination of the environmental consequences, or impact, of proposed
projects or activities. In this context, impact means change- any change, positive or negative from a desirability standpoint. An environmental assessment is, therefore, a study of the probable
changes in the various socioeconomic and biophysical characteristic of the environment which may result from a proposed or impending action. The project is referred to as the “Sultan Ahmad Shah
Airport in Kuantan Pahang. The planning and development of the Kuantan airport of Malaysia (Sultan Ahmad Shah Airport) at Pahang, Malaysia, began in early 1940 .due to that the airport need the
refurbishment and improvement which had limited expansion capability to meet the long-term increase in passenger and cargo demand. So for overcome this problem, the government therefore
decided to put the funding for refurbishment of the airport to accommodate not only the rapid increase in air transport, but also to meet the growing demand of the tourism and services sector.
4.1 BACKGROUND
The Kuantan Airport was constructed in 1940; it was old building structure that need of refurbishment and improvement in order to get the high productivity. The rapid economic development and
tourism industry in Kuantan, Pahang has resulted in a growing demand for air transportation. The capital city of Pahang, Kuantan occupied with more than a half million of citizens, approximately
607,778 people. This 9th largest city in Malaysia has 57% Malays, 32% Chinese, 4% Indian and 7% other races. Kuantan is currently served by air mainly by Sultan Ahmad Shah Airport but it is
more on military purposes. Public passenger and cargo loading are no more available. The nearest airport for public air transportation can be accessed from Sultan Mahmud Airport in Kuala
Terengganu, about 207km or 4 hours journey on road. A small airport in Kerteh which called Kerteh Airport is located 115km from Kuantan city centre and it takes almost two hours to reach the
small airport. Kerteh Airport operations are restricted to oil-rig labours whose working for anchor national petroleum company, PETRONAS.

This proposed Project is to design and refurbish the Sultan Ahmad Shah airport for Kuantan in order to increase the efficiency and demand from user and flight agency and induce the tourism
industry to the higher level.
The Project location is in flat areas with small hills, which typically the topography of Kuantan located near to the Titiwangsa range. Elevation on the project site is range between 20 and 53m above
the mean sea level. The soil of the Project site consists of muddy clay with less organic material. The condition of the soil sufficiently fit the requirements of constructing the embankment. The
embankment is used to flat the terrain areas. Luckily, the Project site is free from earthquake and soil erosion hazard.
The climate at the Project site is warm and wet, typical with the climate of Peninsular Malaysia which located proximity to the equator. Rain falls throughout the year, with heavy rain normally in
November to March due to northeast monsoon.The average monthly rainfall in Kuantan is 250 mm. Meanwhile, the monthly temperature during the day is between 29°C - 35°C, and 26°C – 29°C at
night. Kuantan average monthly wind velocity is 4km/hour directed to the Southwest, hence there is no typhoon recorded so far.

PROBLEM STATEMENT
Nowadays, most of people prefer to take flight to travel rather than driving along the road. So the demand of flight travelling was increasing time to time. The function of the airport also becomes
higher and complicated. Due to that, the airport parties must provide good and efficient services to the consumer or client. We look after the Kuantan Airport, there are many parts that must be
improves and refurbish in order to increase the efficiency and productivity of the airport itself. To achieve the demand of the flight consumers, the Airport parties decided to refurbish the airport, in
order to fulfil the target. The problem statement of this project is the weakness of the equipment, complicated circulation, and lack of advance technology, lack of space, old facilities, weak
arrangement and lack securi ty aspect. However, all the refurbishment works must be according to the environmental impacts assessment.
The site surrounding environment has many types of building and their own purpose. The existing development there is residential, school, offices, and also shop lot. Take the consideration, the site
is open area which i s very close to all those development. So the site construction can give the impacts to all the existing development, such as noise, dust, traffic jammed, and many more. The
consideration to take is about the sound pollution, air pollution and water pollution. So to prevent of any pollution to the environment occur, the mitigation and problem solving must be prepared for
this site.

be a hub industry , which is the development of shop lot building, residential, institution of educational and commercial building.
In the future this area will be developing well if the activities become increase there. These projects will provides and give the opportunity to the public transport to the airport or back from airport,
which is taxis and buses.
The Airport don’t have the proper circulation, lack of advance technology, lack of security, lack of equipment, lack of spacing and lack of facilities. By refurbish the airport, it will provide the greater
effectiveness and increase the productivity of the airport’s staff. Other than that the it will increasing the demand from flight consumer at the Kuantan Airport.

Environmental Quality Act, 1974 (Amendment, 1985) Section 34a
The Environmental Quality (Amendment) Act 1985 amended the Environmental Quality Act, 1974. Amendments include the insertion of section 34A which requires any person intending to carry out
any prescribed activity to submit report on the impact on the environment to the Director General of Environmental Quality for examination. The Amendment act was gazetted on 9 January 1986 and

Environmental Health Unit
The Environmental Health Unit (EHU) of the Ministry of Health is responsible for enforcing compliance with environmental health regulations. The EHU must review and approve sewage treatment
facility designs. It also has responsibility for occupational health and safety.
Town and Country Planning Authority Act
The Town and Country Planning Authority Act (TCPA) require that when land is modified for building, lease or sale, plans must be submitted to the TCPA for approval. The TCPA has responsibility
for ratifying Development Orders containing land use plans and regulations, as well as for controlling the development of the land by coordinating the building of roads, protecting, conserving and
developing resources.
Water Resources Act

Air Quali ty Impac t
Air pollution from dust particles is a potential environmental impact from the implementation of the project. The removal of the surface layers of the soil will generate dust particles during the clearing
of the site for the terminals, car parks and at the quarry and borrow pits. The generated dust particles will pollute the atmosphere and if inhaled will lead to related health hazards for workers and the
surrounding people resident at close proximity to the sites. Furthermore, the dust particles will cause dirt on the surrounding buildings and may cause further destruction to any things around the
area.

Traffic conditions of the Project area is expected to improve structural improvements to buildings. This may enhance vehicles in the surrounding area. in addition, it also allows travel airline
passengers and tourists access. A total of 400 (maximum value) of the vehicle is expected to go in and out parking areas from Kuantan Airport Road during peak times. Traffic from the operation of
these stations will contribute the peak traffic conditions along the road.

5. Ensure long-term sustainability for the environment
A report must be submitted to the DOE and other local authorities. The report shall include compliance with environmental mitigation measures and conditions of EIA compliance, water quality, air
quality, noise levels and other environmental elements including public complaints.
Environmental monitoring includes monitoring of water quality, air quality and noise levels. Collects samples surveillance activities will be sent for testing to a laboratory that has been accredited by
the Laboratory Accreditation Scheme of Malaysia (SAMM).
CONCLUSION
The assessment of impacts is based on review of the project activities as described by the project proponent and addresses the issues identified during the EIA scoping phase and through
stakeholder consultants. The assessment acknowledges that any development will have effects on the biophysical and socio-economic environment. The impact assessment did not identify any
issue of major significance that could not be mitigated such that the proposed project was not acceptable from environmental and social perspective. All potential negative impacts identified through
the EIA could be mitigated to reduce severity and significance to acceptable levels. In addition, the project will result in a number of positive impacts that will benefit the government and people of

WATER SUPPLY
1. Water Tank
Domestic water in an airport proposed is the fresh water supplied to washrooms, showers,
urinals, toilet bowls, kitchen, garden and other places. The water is for general purpose washing,
sanitary, drinking, and cooking.
Water from the Jabatan Bekalan Air (JBA) is first piped into a storage tank for the building.
This storage tank is normally situated at the ground floor level or lower. From this tank, the water
is pumped to a header tank situated at the roof top of the building.
With the help of level float valves installed at the inlet pipe to the tanks, the water level in
the tank can be controlled. The level float valves shut off the water mechanically when the level
becomes high. Electrical level controls installed at the tank top are used to start and stop the
pumps. From this header tank, water is taken out through pipes and distributed to the user points.
The pump starts to transfer water from the storage tank to the hydrostatic tank and pressurize it.
The pressure builds up in the tank, and the air above the water gets compressed. At a set cut-out pressure,
the pump stops. The pressure of the air is sufficient to force the water to the user point.
The hydrostatic tank is usually lined with rubber. The tank serves like a buffer to even up any
pressure fluctuation in the distribution system. This is because whenever a pump starts the pressure builtup very fast. With the hydrostatic tank in use, the pressure is felt by the tank, and is not transmitted to the
user point.

suitability. Underground cables, cables for essential services like moving walkway, cables for control,

Power conditioning equipment is used to enable the most efficient use of the electricity supplied.
Capacitor banks are used to reduce power factor. Smoothening circuits are sometimes used for critical
measuring equipment to reduce error. Uninterruptible Power Supply or UPS is used to provide power in
times of failure of the Utility Board. The use of inverters to provide variable voltages for speed control of
motors is quite common in energy efficient buildings.
Motors of all sizes are the prime movers of machines. They have special requirement. Big motors
draw very high currents during starting. Special motor starter boards are designed to enable motors to
start and run safely. Protection circuits and devices are installed to protect electrical equipment, wiring,
and the people handling them. Sometimes control equipment is incorporated into motor starters for
automation.

Diesel engines are designed for 2-stroke or 4-stroke operation. Emergency generators normally

Due to the momentum of the turning crankshaft, the piston goes up again after passing the lowest point.
On the upward stroke, the exhaust valves opens. The up-moving piston drives off exhaust gases.
c) Suction Stroke
On reaching the top dead center, the momentum again causes the piston to reverse direction. The piston
moves down. The suction valves open and the discharge valves close. Air is sucked into the cylinder by
the down-moving piston.
d) Compression Stroke
The piston again changes direction after reaching the lowest point. It moves up.

are designed and manufactured for busy environments where the continuous movement of people is
essential to the successful operation of the building.
For this airport, there are two types of ST moving walkways which are STH horizontal is placed at
arrival area and departure area and STA inclined is placed at international departure walkway. For
horizontal moving walkways feature glass panel balustrades with extra slim handrail guide frames. The
STH models are ideal for transport system environments. They make easy work of moving people and

B is for AHU 3 to cover Wing B. The mechanical air conditioning plant room and the condenser are
connected via the water or refrigerant pipe.
Supply air is distributed through the ductwork and diffuser to the large space to be air conditioned.

the duct in the suspended ceiling. This system is linked to the all air systems. The cooling tower should
