Please Note Land in possession of the applicant or his processor in
interest prior to 1-8-1971 is considered as occupied land Unoccupied land shall be assigned to persons whose family
income is less than one Lakh and No income limit for occupied lands.
Maximum limit of land include the extent of land already in possession of applicant’s family
In case of Married persons Patta shall be issued jointly to the Husband and wife.

Prepare list of land for assignment and submit to District collector for approval
Reserved Trees and Tree Value
Teak, Blackwood, Ebony and Sandalwood standing on the land assigned are Royal trees
The Assignee shall be liable to pay Tree value of the trees specified in Appendix 3 Part A (65 Nos)
No tree value shall be collected for trees specified in Appendix 3 Part B (11 Nos)
No tree value shall be charged in respect of trees the girth of which is 90 cm or less at breast height
Order of assignment and patta
Order of assignment in as per rule 9(1) in form no 1 in case of occupied lands and in form 1A in case of unoccupied lands
Prepare pattayam in form no 9(2) in form no 2 in case of occupied lands and in form 2 A in case of unoccupied lands
Unoccupied lands assigned under these rules is heritable but not alienate for a period of 12 years.

Procedure for Assignment of Land
Application should be submitted in form No 1 to the assignment authority.
After entering in No 1 register forward to Concerned Village office/ Special Staff
Preparation of Sketch mahazar Verification by RI/DT/Tahsildar Publication of rule 7(1) (In Form No2) notice (at Taluk office,
Village Office Municipal/Corporation Office and at land concerned) Place the application before Municipal/Corporation Land

Revenue Divisional Officer is the convener of the Municipal land assignment committee and District Collector in case of Corporation c
Members of the committee Quorum: 1/3rd of the total members of the committee The assignment of lands to institutions, companies
will be outside the purview of the committee In case the committee fails to reach the decision with
the required majority the District Collector shall assign the land according to the rules.
Order Of assignment and Patta Order of assignment shall be issued by the assigning authority in form No 3Patta shall be issued in Form No 4Land assigned under these rules shall be heritable but not alienable for a period of 12 years.
The Kerala Land Assignment (Regularisation of Occupation of Forest Lands Prior to 1-1-77) Special Rules
The lands under these rules may be assigned on registry for purposes of
Personal cultivation House sites Shop sites Maximum Limit of land assigned under these
rules shall not exceed 4 Acres The land is under occupation prior to 1-1-1977 by
the assignee or his predecessor/successor-in-interest.
List of assignable lands and applicationsThe joint verification reports or the records of
resurvey of the land conducted under the survey and boundaries act 1961 containing the details of land eligible for assignment
This list should be published in village offices and taluk offices and invite application for assignment within the period specified there in.
Application for assignment shall be made in form No 2 before the Tahsildar within 7 days
Procedure for assignment Publish the list of applications received by the
Tahsildar at Village offices and Taluk offices in form No 3 for inviting claims and objections.
Claims and objections shall be preferred within 7 days
Preparation of Sketch mahasar Verification by RI/DT/Tahsildar After the disposal of claims and objections Tahsildar
shall prepare a list of eligible applicants and order of assignment shall be issued in form no 4

Issue of Patta Tahsildar shall issue patta in Form No 6 No survey and demarcation charge shall be
realised from the assignee The trees as defined in the Kerala Preservation
of Trees Act 1986 as described in the patta issued to the assignee shall be accounted for and preserved by Forest Department
The land assigned under these rules Shall be heritable and alienable.
