� EXCESSIVE RAINFALL MAKES THE MOISTURE CONTENT OF THESOIL TOO SATURATED FOR OPTIMUM COMPACTION.

� INCREASING SCARCITY OF GOOD QUALITY LATERITE FOR THEWEARING COURSE.

� DIFFICULT CONDITIONS IMPOSED BY THE VILLAGERS BEFOREEXTRACTION OF LATERITE AT THE BORROW PIT.EXTRACTION OF LATERITE AT THE BORROW PIT.

� POOR ATTITUDE OF THE POPULATION AND ROAD USERS TOWARDSPROPER ROAD USAGE (E.G. DIGGING, OBSTRUCTION OF DITCHESFOR PATH-WAYS, ETC.).
