• To save the city from an impending enviromental disaster

• The city is the gateway to the Province of Bohol, a prime tourist destination, which needs to be clean and green to support the tourism industry of the Province.

1. Create a PPP Department in their organization to take charge of the project and other future projects

2. Commission the conduct of a feasibility study for the proposed PPP project to enable them to develop a sound Business Plan and Technical Specifications, design a sound regulatory scheme and PPP contract

3. Offer the project for public bidding to select the right PPP partner

1. The project should be Build-Operate Scheme

2. Considering there is no transfer of ownership, the private partner must pay royalties to the city government.

BENEFITS OF THE PPP PROJECT

1. The government will be able to solve the garbage problem without having to spend money on the project considering the private sector will build the infrastructure.

2. The government will earn royalty fees from the project.
