BackgroundOn June 16, 2014, the C, PNP has

approved the Memorandum Circular 2014-018 entitled, “The PNP Basic Computer Essentials Certification System”, which aims to ascertain and gauge the basic IT skills or computer competencies of PNP personnel particularly those who are 35 years old and below.

These personnel are believed to be technology savvy or computer literate based on a book by Andrés Hatum entitled: “The New Workforce Challenge.”

This MC is in support to the dictum of the C,PNP that all PNP personnel must be computer literate, knows how to prepare a memo, prepare a slide presentation and knows how to use the email.

Retaking of ExamThose who would fail the

examination shall wait for three months to retake.

VALIDITY AND RE-CERTIFICATION

The certification does not expire. A PNP personnel may re-certify only when required by higher and competent authorities.

Exemption All PNP personnel who are certified by the

International Computer Driving License (ICDL) or by any globally accepted IT International Certification Body.

All PNP personnel who passed the IT Proficiency Examination administered by the National Computer Institute, Information and Communication Technology Office, Department of Science and Technology.

All PNP personnel who have undergone the Information and Communication Technology Management Course (ICTMC).
