Mr. Ashok Basak, Chairman, Plexconcil
Ladies and Gentlemen,
It gives me immense pleasure to welcome you all to our prestigious Ex-
port Award Function, wherein the council honours top export performers across
various product groups. The awardees take immense pride in being felicitated
at the Award Function as it is a stamp of approval to their hard work in growing
the country’s exports.
I would like to accord a special welcome to Shri. Shyamal Misra, Joint
Secretary, EP(CAP) - Department of Commerce, Ministry of Commerce and In-
dustry, Government of India, for accepting our invitation to be the Chief Guest
for the Award Function. Sir, please allow me thank you on behalf of all seated
here. I would also like to extend a warm welcome to all dignitaries from the
Government of India and other trade associations who are present here.
With these words I welcome you all once again and present my heartiest
congratulations to all the export award winners. I now request Mr. Pradip
Thakkar, Immediate Past Chairman, to address the audience.

Opening Remarks
Mr. Pradip Thakkar, Immediate past-chairman, Plexconcil
Good morning Shri Shyamal Misra, Esteemed guests and dignitaries, Special invitees, our Proud Export
award winners, media representatives, fellow exporters, and friends.
At the outset I thank Shri Shyamal Misra for being with us today. Department of Commerce and EP CAP
have been the guiding force for our Council.
I am sure our Exporter will be motivated to receive their recognition from you.
Friend, At this prestigious Awards function, I am happy to share with you information on export trade
scenario of our Plastics Industry.
Friends, India is presently on the cusp of a growth phase and our country’s target is to touch 5 trillion GDP
by 2025. Our Department of Commerce and Government is taking various steps to ensure the trade is facilitated
so that we achieve this ahead of time.
India has progressed to become world’s sixth-biggest economy with a GDP of USD 2.59 trillion in 2017
ahead of France.
We have also seen a significant move up in India’s ranking in the ‘Ease of Doing Business’. Thanks to signifi-
cant improvements in major indicators, our country jumped up 30 notches into the top 100 rankings on the
World Bank’s ‘Ease of Doing Business’ index though more needs to be done..
Merchandise exports from India touched USD 303.3 billion in 2017-18, registering a growth of 10% vis-a-vis
USD 275.9 billion in 2016-17.
Our plastics exports outpaced this to post a growth of 17.1% at USD 8.9 billion during the year 2017-18 as
against USD 7.6 billion in 2016-17.
Plastics formed 2.92% of India’s overall merchandise exports in 2017-18, a tad higher than the 2.74% share
during 2016-17.
India’s plastics exports were largely boosted by higher shipments of plastics raw materials, value-added
plastic products like Woven sacks/FIBC, Plastic sheets/films/plates, Laminates, Packaging items, and Medical
disposables. The value added products saw major growth in shipments to the European Union, North America,
Latin America and Caribbean, North-East Asia.
United States, China and the United Arab Emirates were top-3 destinations for India’s plastic products
during 2017-18. These three countries accounted for 25.7% of India’s plastic product exports, by value. I am
happy to inform you that the plastics exports to The United states surpassed the USD 1 billion target set by our
council. This is a major milestone achieved during 2017-18.
Friends, the above feat has been possible only due to your sustained efforts in increasing the country’s
exports and you must continue to build on this strong momentum.

While the above achievement is highly credible, greater efforts must be undertaken to increase our share in
the world export market which is well above US$ 850 billion. Important to note that our current share is just
under 1 % of Global trade in Plastics.
While our Plexconcil is playing the role of a facilitator to this end, I humbly request all fellow members to
reach out to the council not only for highlighting problems that they face, but also to provide valuable inputs and
suggestions so that we can work jointly with Govt to enhance our exports.
I had suggested that we institute special awards for
1) innovative idea to improve our exports,
2) innovative product exported.
I request our chairman Mr. Basak to implement this.
Let me remind you, we must work as a team and not as individuals so that we can continue to grow our
exports in double-digits in the years to come.
The country’s plastics industry offers immense potential in terms of capacity, infrastructure and skilled
manpower. Let us all set a goal today that we all shall rise to the occasion and put in our best towards increasing
India’s share in the global plastics export market (worth US$ 850 billion) to 3% by 2025.
With this, I place on record my sincere thanks to all the dignitaries present here.
Hearty congratulations to all the Export award-winners today. We recognise your achievement and our
Council is proud of you.

Mr G. Sudhakar, a dynamic personality, assumed the Chairmanship of the Council for the periods 2013-
14 and 2014-15. Mr Sudhakar got involved in the activities of the Council when he was elected as a member
of the Committee of Administration of the Council in the year 1998-99. Ever since that time, Mr Sudhakar has
been actively taking part in the Council’s affairs. His keen interest in export promotion and his wide and
quality experience in the plastics industry earned him the position as the Regional Chairman of the Council for
the Southern Region for the years 2003-05, 2005-07 and 2007-09, and was thereafter elevated to the position
of Vice Chairman of the Council for the years 2011-13, before assuming the prestigious office as Chairman of
Plexconcil for the years 2013-14 and 2014-15.
Mr G. Sudhakar, graduated in B.E. Mechanical Engineering from Sri Venkateswara College of Engineering
in Tirupati, Andhra Pradesh, in the year 1963. After his engineering, Mr Sudhakar joined the prestigious TVS
Group of Companies in Madurai, Tamil Nadu, and was extensively trained in their Automotive Division, where
he learnt the nuances of shop-floor functioning and management. Subsequently, Mr Sudhakar served in the
Andhra Pradesh State Road Transport Corporation, where, as Senior Engineer, he was responsible for the
Operations and Maintenance of APSRTC’s depot with around 100 transport vehicles. Thereafter, bitten by the
entrepreneurial bug, Mr Sudhakar looked to starting his own venture, and studied various business
opportunities available, including in the automotive sector, and finally ventured into the packaging sector. In
the year 1970, as a challenge, he took over a loss-making unit manufacturing water-proof paper products
which had good potential and market opportunities, and turned it around. After this success, was born the
BLISS GROUP OF COMPANIES in the year 1976.
Under Mr Sudhakar’s astute leadership, the group invested in plastic processing units like Extrusion coating
and Film extruding to be in sync with the technological developments in the world of packaging. Thereafter,
the group invested in a greenfield Flexible Intermediate Bulk Containers (FIBC) Unit in the early 1990s which
could handle upto 2000 kg per bag, and also 20 foot and 40 foot compatible container bags, for packing bulk
commodities like Cement, Chemicals, Fertilizers etc. This investment enabled the group to expand their wings
to international markets. The flagship company, Jumbo Bag Limited, is among the leading players, and the
pioneer in India to introduce the Jumbo Bag concept, and export their FIBC Bags to highly advanced countries
like the USA and Europe. Currently, India is the second largest exporter of FIBC Bags across the globe. The
group is well diversified with manufacturing units in Chennai, Nellore, and Mumbai with both forward and
backward integration. At present, as Chairman Emeritus, in a career spanning over 50 years, Mr Sudhakar lays
a lot of emphasis on professionalizing the management by nurturing and recognizing talent. Further, the
group’s moral values and business ethics are impeccable, as is their Corporate Social Responsibility. Mr Sudhakar,
as Chairman Emeritus of the group, currently oversees a business of Rs 750 Crores, of which Rs 150 Crores is
from manufacturing activity, and which includes Rs.50 crores from exports.

Having gained a rich experience and insight into the plastics industry, Mr Sudhakar offered his services
and knowledge of his specialized experience to the Indian plastics industry, and was elected to the Committee
of Administration of Plexconcil in the late 1990s. During his tenure as Regional Chairman, Vice Chairman and
as Chairman in the Committee of Administration, he never missed attending any meeting, and also made it a
point to attend all meetings convened by the Government of India. Using his experience, he associated himself
actively in framing various export promotion measures for the Council and recommendations to the
Government, and was always eager to take-up the problems faced by exporters, and to redress them. By
virtue of his being a Managing Committee Member of the Federation of Indian Export Organizations, or FIEO,
as is popularly known, the Apex body of all Export Promotion Councils, he also attended their Managing
Committee Meetings and involved himself actively to ensure that their apex role is played effectively. During
his tenure as the Council’s Chairman, Mr Sudhakar was also nominated as the Council’s nominee to the PlastIndia
Foundation in 2013. Mr Sudhakar also steered Plexconcil in a befitting manner during the Council’s Diamond
Jubilee celebrations in the year 2015, which was held along with the Export Awards Function in Mumbai. Mr
Sudhakar also shares his knowledge and expertise with various other Trade and Industry Associations such as
the All India Flat Tape Manufacturers Association, Tamil Nadu Plastics Manufacturers Association, All India
Packaging Manufacturers Association, Andhra Chamber of Commerce and the Indian Institute of Packaging,
where he serves as a Governing Body member till date.
The Plastics Export Promotion Council will cherish its association with Mr G. Sudhakar in his various
capacities as a Member of its Committee of Administration, Regional Chairman, Vice Chairman and finally the
highest position as the Chairman, for time immemorial, and looks forward to his association with the Council
in the future to come.
In recognition of his excellent contributions and selfless service of building the Indian Plastics Industry
and its Exports, the Council honours Mr G. Sudhakar with this citation at the hands of Shri Shyamal Misra,
Joint Secretary & Chief Vigilance Officer, Ministry of Commerce & Industry, Government of India, on this 21st
day of July 2018, in Mumbai.

OVERVIEW
India’s Plastics Exports jump 17.1% in FY 2018
India’s export of plastics posted a growth of 17.1% at US$ 8.9 billion (provisional) during the year 2017-
18 as against US$ 7.6 billion in 2016-17, registering a faster pace of growth than the overall merchandise
export growth from India. Merchandise exports from India touched US$ 303.4 billion (provisional) in 2017-18,
registering a growth of 10% vis-a-vis US$ 275.9 billion in 2016-17.
Plastics formed 2.92% of India’s overall merchandise exports in 2017-18, a tad higher than the 2.74%
share held in 2016-17. India’s plastics export during the year were primarily boosted by higher shipment of
plastic raw materials and value-added plastic products including Woven sacks/FIBC, Plastic sheets/films/plates,
Optical items, Laminates, Packaging items, and Medical disposables to the European Union, North America,
Latin America & Caribbean, and North-East Asia.
United States, China and the United Arab Emirates were top-3 destinations for India’s plastic products
during 2017-18. These three countries accounted for 25.7% of India’s plastic product exports, by value. Plexconcil
had been targeting to breach the US$ 1 billion export mark to the United States and the milestone in 2017-18.
India’s plastic product exports to the United States were valued at US$ 1.11 billion during the year.
Plexconcil is now targeting an export value of US$ 10.6 billion in 2018-19. The council is formulating
strategies to increase India’s share in the global plastics export market (worth US$ 850 billion) to 3.0% from
the current size of less than 1.0%.
The target is difficult, but achievable, and the council intends to take concerted efforts towards this front
with the assistance of its members through upgradation in technology, increased R&D spend, and innovative
marketing strategies directed towards increased export of value-added plastics from India. Besides the council
also intends to bring-in new businesses into the export fold by creating awareness for exports amongst the
domestic manufacturers.
The country’s plastics industry offers immense potential in terms of capacity, infrastructure and skilled
manpower. India is currently ranked among the top five consumers of polymers in the world and has 30,000
plus plastic processing units employing over four million people across the country. Plastics are among the
fastest-growing industries in the country experiencing a double-digit growth rate on an average. The plastics
industry in India is making significant contribution to the economic development and growth of various key
sectors in the country which includes automotive, construction, electronics, healthcare, and FMCG.
The plastic processing industry has the potential to contribute in bringing foreign investments and thus
India’s vision of becoming a manufacturing hub. Establishment of plastic parks across various states, a cluster
development approach to consolidate capacities in the plastics sector, is a step towards the same direction
targeting fresh investments for adding manufacturing prowess in India.
