St rategic Programs and Project s
Which strategic programs and projects currently exist or are planned for the nextthree years?
Which programs address end user productivity and might be delivered by means ofan enterprise portal?
What are the timelines of the projects?
What are the benefits of the projects? What is the strategic relevance?
Who are the stakeholders?
By asking these questions the enterprise portal may be positioned as strategic deliverychannel for the relevant programs and projects. Very often programs do not plan for portalactivities.

Special care needs to be taken into account when defining the delivery of the initialbasic portal service in order to meet the expectations and create a positive useracceptance. The rollout must be successful in order to facilitate adoption and createinterest in further portal projects. The foundation delivered with the basic service canbe reused and leveraged in subsequent phases.
An initial invest needs to be made in setting up all the basic technical infrastructure
and development of portal services providing a significant business benefit.Additionally all organizational processes need to be set up.
The following aspects should be considered:
Providing a nice look and feel according to corporate guidelines to achieve a positive userexperience
Providing good performance for portal access for all portal users
Providing business benefits (quick wins) for a large number of users Providing the organization to enable change and improvements (e.g. for localization)
The basic portal service refers to vision & strategy, technology (architecture, security, usermanagement, development, operation), organization (governance, change management) andall functional aspects related to the basic service (design & layout, navigation and roles, etc.).

Quantifiable value
e.g. reduction of processrunning time
“Process excellence” potential
e.g. Manager Self Services – scenarios (appraisal interview)
P&L effective potential
Cash Flow – optimization(salary planning)
Quantification of an enterprise portal’s business value remains a challenge. Portal can act asdelivery channel for programs, integration platform or enabler for new business processes.

successfu l?
Create a value system consisting of Principles and KPIs in order to measure thesuccess of the portal:
From the portal vision and strategy as well as for each individual portal servicederive Key Performance Indicators (KPIs).
Define how to measure KPIs.
Define target values for measures.
Define importance of each KPI.
Example: High Priority is the rollout of the basic service to countries. Target Value is15 countries within one year.
The Principles and KPIs form a value system which is the foundation for the portal programmanagement and determines which measures need to be taken in order to deliver asuccessful portal platform.

Evaluat ion of Target Solut i on Archi t ec t ure
The overall solution architecture consists of several components (portal, usermanagement, applications, etc.).
There are different portal integration and deployment scenarios (businesspackages, deployment of Web Dynpro application, etc.)
Master guides describe the system architecture for each application.
Due to release restrictions some architectures are not recommended (BI Java, XSS6.0)
Take the target scenarios into consideration when discussing deployment options(e.g. Custom development of Web Dynpro applications, storing documents).
Also consider investments into infrastructure (e.g. Global access to portal via
extended bandwidth and WAN accelerator).
Portal and integration architecture especially in complex scenarios need to be consideredcarefully. Make sure that you have a clear vision about what you really want to achieve (bigpicture). Portal architecture comprises a large number of components adding up to theoverall solution.

Summary
Portal is not simply about providing an infrastructure. Portal is a cross unit topic.
Portal is an invest.
Think about the big picture in order to be able to reuse and leverage the initialinvests.
Who is paying, owning and driving the portal initiative? Does the portal benefit fromstrategic support?
Align the portal strategy with company goals and other strategic projects.
Define a portal roadmap.
Define how you want to measure portal success.
Involve stakeholders and set up portal organization governance describing roles,
responsibilities and guidelines.
Define Change Management Process.
From the roadmap derive or evaluate infrastructure and target architecture.

Implem entat ion of a Por ta l Pro jec t
An implementation of a portal projectmeans the delivery of a dynamicsystem.
Evolution and growth at the projectfollow the evolution and growth of thecompany.
Implementation is driven through newbusiness processes and not bytechnology.

Typical Pi t fa l ls / Issues of t he d i f ferent Project
Phases
Portal vision and strategy is unclear / not communicated: individual projects act isolated Central governance is only seen as optional: guidelines are missing and projects not aligned Objectives / KPIs are not clearly specified: proper reporting or status tracking not possible Responsibilities, contacts and processes between all the stakeholders are not clarified
ProjectPreparation
Business
Blueprint
Processes only know roughly: wrong derivation of high impact requirements Top down specification of requirements without involvement of all stakeholders Focus on technical features only: leads to low adoption or less added business value
Requirements list is incomplete: new requirements might have big impact on target architecture
Realization
Technical dependencies are not know completely due to lack of communication or evaluation To many separate sub-projects: alignment and focus on quick wins is difficult To many new feature requests appear due to changed priorities or scenarios To much custom development: less standardization reduces supportability
Productionpreparation
Hardware costs are increasing: original hardware does not scale with added scenarios / features
Test system is unstable or does not scale due to very complex architecture Reduced scope of tests (e.g. performance, acceptance) are not ready and incomplete Documentation is incomplete or too technical for end users
Go-live &Support
Operations manual is incomplete and does not provide guidance for trouble shooting Poor adoption by end user due to bad usability/ navigation concept (slow access to information) Insufficient operations / support strategy including too small maintenance windows for updates No proper monitoring and end user feedback for improvements and functional enhancements
The following pitfalls can be mitigated by a proper project preparation:

Customers can select the relevant building blocks, tools and services to implementtheir specific portal scenarios.
Recommendation: Start small and extend the scope step-by-step

General Rec omm endat ions and
Considerat ions
Portal projects usually cover real company-wide topics – it’s not simply the pureinstallation of a piece of software
There are different starting points and thus various paths to come to the final targetarchitecture depending on the individual customer situation
You have to talk to and involve many people: business, end user, IT, works council, etc
Project complexity: Think big, start small General portal program sets the framework: centrally managed guidelines and
governance
Specific projects: ongoing, aligned with overall strategy
Short term: balance of horizontal or vertical rollout strategy – identify main painpoints and use quick wins / “Lighthouse projects” to increase early adoption
Long term: portal should be made available to all employeesGovernance and Steering
Central sponsor and committee aligns IT and business
Application owners need to be involved and convinced to contribute to theproject (pure top down approach might lead to frustration)
