PHED SIVASAGAR DIVISION

Public Health Engineering Department, the Nodal Department of implementation of Water Supply and Sanitation programme in the rural area has been rendering very sincere service in the district since its inception i.e 1979 when the Sivasagar PHE Division was created. Sivsagar PHE Division carries out aforementioned activities in rural areas of the District thorough -

Two centrally sponsored flagship programmes namely

(i) NRDWP (National Rural Drinking Water Programme) and

(ii) Swachh Bharat Mission(Gramin) {SBM (G)}

Externally Aided Programme like World Bank aided project.

Water Supply :

National Rural Drinking Water Programme (NRDWP)

The National Rural Drinking Water Programme (NRDWP) is a centrally sponsored Scheme aimed at providing every person in rural India with adequate safe water for drinking, cooking and other domestic needs on a sustainable basis by pipe water supply scheme (PWSS) and spot sources such as Hand Tube wells, Tara Hand Pump, Singer hand pump etc. Safe water is to be readily and conveniently accessible at all times and in all situations and therefore , the scheme focuses on the creation of the infrastructure operating of drinking water supply schemes in rural areas. Piped Water Supply Scheme under Sivasagar PHE Division as on 20.07.2018:

Total Nos. of PWSS : 183 Nos.

Completed Scheme : 159 Nos.

Ongoing PWSS : 24 Nos.

Functioning PWSS : 125 Nos.

Defunct PWSS: 34 Nos.

A/A received for restoration of defunct PWSS 23 Nos.

Proposal for restoration of 11 Nos. of defunct scheme have already been sent to higher authority for necessary approval.

Activities : Availability of portable drinking water remains challenge in rural areas in several parts of the country. District Level Water Testing Laboratory (DLL) & Sub-Divisional Level Water Testing Laboratory (SDLL) do the water testing through Departmental source and Private source such as Hotels, Tea Gardens, Schools etc. Mobile Laboratory Van plays an important role in rural areas for water testing during flood. Mobile Water treatment Plant which helps in disaster management such as during flood by purifying the water and provide packeting safe Drinking water in the necessary areas.

Sanitation :

Swachh Bharat Mission (Gramin) (SBM)G

To accelerate the efforts to achieve universal sanitation coverage and to put focus on safe sanitation, the Prime Minister of

India launched the Swachh Bharat Mission on 2nd October, 2014. The Mission aims to achieve a Swachh Bharat by

2nd October,2019 as a fitting tribute to Mahatma Gandhi on his 150th birth anniversary. Swachh Bharat shall mean improving

the levels of cleanliness through Solid and Liquid Waste Management activities and making Gram Panchayats Open

Defecation Free (ODF). The Swachh Bharat Mission (Gramin) is not only about constructing toilets but aims at behavior

change of the masses to adopt better sanitation practices. Therefore, Information, Education and Communication

(IEC) strategies, planning and their effective implementation is the key to the success of Swachh Bharat.

The major function of SBM is to provide low cost individual household latrine (IHHL) in rural areas. To enable the provision

of low cost financing to individual households for the construction of household latrines and to leverage the network of NGOs

and SHGs identified by agencies and other financial institutions.

WATER SUPPLY SCHEME

INTRODUCTION:

• The Ministry of Drinking Water and Sanitation (MoDWS) and the World Bank

have jointly developed the Neer Nirmal Pariyojana – Rural Water Supply and

Sanitation Project for Low Income States (RWSS-LIS) with an objective to

improve piped water supply and sanitation services for selected rural

communities in the target states through decentralized service delivery systems.

The RWSSP-LIS is being implemented in the four states namely Assam, Bihar,

Jharkhand, and Uttar Pradesh. In Assam Rural Water Supply & Sanitation

Project for Low Income States has been taken in seven Districts of Assam in

two batches during the period 2014-2020.

Fund sharing pattern:

• World Bank = 50.00%

• Govt. of India (NRDWP) = 44.50%

• Govt. of Assam = 4.50% • Govt. of Assam = 4.50%

• Community Contribution = 1.00% (General: Rs. 450/- and SC/ST: Rs. 225/-)

Component wise share (as per PIP):

• Infrastructure: 91%

• Project Management: 3%

• Capacity Building and Sector Development: 6%

INTRODUCTION:

Project Implementation Period:

• Construction Period = 3 Years.

• O&M Period = 5 Years.

Date of Commencement of the Project:

• In Sivasagar District the pre planning phase started

from September /2016.

• Batch I Districts: Jorhat, Kamrup (M) and Hailakandi.

• Batch II Districts: Sivasagar, Bongaigaon, Morigaon and Sonitpur.

Design period: The project is designed for a period of 30 years
