COVID-19 TIMELINEJanuary – April, 2020

• Late January - ECSD began ordering PPEs, cleaning supplies, etc. Enhanced Intake screening begins with Wellpath.

• March 10 - Governor Charles Baker declares State of Emergency, ECSD initiates its Incident Command System.

• March14 - ECSD restricts public access to its facilities. Attorneyvisits are allowed but are no contact. Inmate phoneaccess expanded; 2 free 30-minute calls weekly offered.

• March 17 - “New Man Unit” operational.• March 18 - Civil Process Division and Offices of Community

Corrections reduced to skeleton crews.• March 20 - Female CASE Unit moved to other facility; Voke 4

becomes secondary MHU for at-risk patient care.

• March 26 - N95s issued to all personnel to wear when needed.- Video clips shown in all housing units to update

inmates on all prevention procedures, etc. A publicversion also shown on social media.

- National Guard provides screening tent. All entering havetheir temperatures checked and are asked pertinent healthrelated questions.

• March 28 - First +COVID Correctional Officer. - Mandatory wear of surgical masks for all staff, optional for

inmates upon request.• March 30 - Second +COVID Correctional Officer.

- Beth Israel Hospital in Boston agrees to process tests.

• April 3 - First +COVID inmate. 240D Unit locked down. Protocols in place for housing +COVID cases. Isolation procedures begin.- Mandatory wear of surgical masks for all inmates while outside of cells.

• April 5 - 6 +COVID inmates in total.• April 7 - All staff now mandated to wear N95s.

- “Safe keeping” of prisoners from local PDs discontinued.- HHS Secretary contacted for needed test kits. 100 received.

• April 8 - 14 +COVID inmates in total.• April 10 - 28 +COVID inmates in total.

- Middleton facility “locked down” until further notice. • April 10 to present: Aggressive testing continues, numbers diminish.
