NEED FOR A PLACE
STRATEGY…
Since 2001…
• £2 billion has been invested in the area
• Over 35 new companies have located
here
• Providing capacity for over 27,000 jobs
• More than 900 homes completed
• Crossrail arriving soon (2019)
But, the area faces significant challenges…
• Public realm, connectivity, wayfinding and
permeability
• The introverted nature of the basin
• Severance posed by the Westway
• Poor Station environs and forbidding
pedestrian environments
…all lead to a below par user experience

THE PADDINGTON PLACE PLAN…
What?A strategic document that will describe the issues, priorities and vision for Paddington, and set out an action plan for delivery
Who?The Place Plan will build on work completed to date and will propose actions and timescales for the Council and local stakeholders
How?The Place Plan will be non-statutory and will therefore rely on governance structures with local stakeholders. Actions will be monitored and assessed against agreed actions.

The Place Plan must be grounded in a robust engagement strategy.In order to do this, the following groups are proposed:
Paddington Place Plan Steering Group: The Steering Group will comprise of ward councillors, representatives of the Paddington Partnership, Imperial College Healthcare NHS Trust, Imperial College London, WCC Place Shaping officers and other key stakeholders in the area.
This group will review and provide feedback on the Place Plan through its development. It will inform key decisions through the process and function as guardians of the agreed vision as the project develops.

The Place Plan must be grounded in a robust engagement strategy.In order to do this, the following groups are proposed:
Working Groups: Working groups will be created to provide a sounding board for the development stages of specific projects to ensure they have a strong grounding locally.
The constitution of these groups will be determined with the Steering Group as and when these projects are scoped in the context of the Place Plan.

THE OPENING OF CROSSRAIL WILL HEAVILY IMPACT THE EXISTING NETWORKS AND THERE IS AN URGENT NEED TO RESOLVE EXISTING MOVEMENT AND PERMEABILITY ISSUES

THE PLACE SHAPING TEAM HAVE APPOINTED A TRAFFIC CONSULTANT TO ANALYSE AND PROPOSE SOLUTIONS IN THE CONTEXT OF UPCOMING CHANGE
THIS STUDY WILL FORM THE BASIS OF URBAN DESIGN WORK LED BY THE PLACE SHAPING TEAM AT WESTMINSTER

SCOPE…
• Identify traffic, cyclist and pedestrian surveys required to understand the movement of people across and within the area;
• Identify essential traffic, parking, loading, servicing and emergency (hospital) access requirements. This element will be used to determine potential opportunities for restricting access;
• Look at current bus movements, and any changes proposed by TfL under the central London bus service review;
• Identify existing issues through site visits, data collection and meetings with all stakeholders;

• Identify potential impacts of known schemes and projects across the area (Edgware Road crossings, Quietways, Crossrail) and identify potential traffic impact / environmental issues
• Develop a traffic and environmental strategy considering: • Traffic management, air quality and road safety improvements• Edgware Road pedestrian crossing proposals• Elimination or reduction of rat-running• Opportunity for public realm improvements
• Through consultation, identify preferred strategy for the area, complete the feasibility design and feed all work back into the Place Plan
