Vision,achievingregion-wideeconomy•  DuetoscarcityofproducRveresourcesinthePacific,wehavetopay

moreacenRonsoncapacitybuildingaimingatachievingregion-wideeconomy(region-wideeconomyapproach)whilepursuingreplicaRonofgoodpracRcesatnaRonallevel.Thus,asaserviceproviderforcapacitybuildingthePCCCshallhaveavisionofachievingregion-wideeconomy.

•  Engagingcapacitybuildingtoachieveregional-wideeconomyü  Mobilityofhumanresource:capacitybuildingiscrucialtoovercomethe

weaknessofhumanresourceinthePacific(i.e.experRsetoaccess/manageclimatefinance).However,regionalmobilityshouldbeemphasized(i.e.regionalexpertsmobilityandcapacitybuildingprogram).
