The project provides resilience against environmental degradation and weather events, sustainable income and seed capital for other spin off community businesses.
TheInauguralPacificResilienceMeeting(PRM)washeldattheUniversityoftheSouthPacific(USP),Suva,Fijifrom1to3May2019.Themed Youth Futures in a Resilient Pacific, the PRM brought together well over 300participantswhoattendedaround20sessionsandsideeventsoverthe3dayprogramme.ThebiennialPRMisakeyelementofthePacificResiliencePartnership(PRP)servingasaplatformtoshowcaseandinspireinnovationandhigherstandardsofperformanceinhowtheFrameworkforResilientDevelopmentinthePacific(FRDP)isbeingimplementedintheregion.ThePRPisagovernancemechanismendorsedbyPacificislandleadersasawaytopromotegenuine,inclusiveandactivemulti-stakeholderpartnershiptowardsimplementingtheFRDPandbuildingresilienceinthePacific1. TheuniquenessofthePRMwasitshighly inclusive,sharedleadershipapproachfromtheplanning to delivery stage. All the events were coordinated, convened, supported anddeliveredbyamultitudeofpartnersandpractitionersfromvariousstakeholdergroupsfromcommunity tocabinetand frompolicy topractice, reflectinga truespiritofdiversityandinclusivity,anddemonstratingtheprinciplesoftheFrameworkforResilientDevelopmentinthePacific(FRDP)andthePacificResiliencePartnership(PRP) inaction.This inauguralmeetinghasbeenhailedashistorical2,authenticandrelevant3 demonstratingthatthroughgenuinepartnershipwecandobetterandachievemore.Themeeting theme emphasised and embraced youth innovation, energy, and their roleinshapinga resilient future.TheYouth forumprior to thePRMcontributed to thestrongparticipationofyouth.Feedbackfromtheyouthisthattheyareappreciativeoftheeffortstakentoenablethemtoengagemeaningfullywithpolicy-makersandpractitionersandwishtoseeitreplicatedacrossallotherforums.Livestreamingexpandedparticipationbeyondthoseattendingphysicallyto joinremotelyand participate through amoderated online process. The use of socialmedia extendedcoverageofthemeetingtoaround400,000viewersacrosstheregionthroughtaggingandlinkingthesocialmediaplatformsofthevariouspartnersandagenciestothePRPFacebookandwebpageaccounts,againhighlightingtheimmenseopportunitiessuchapartnershippresentsintermsofmobilisingandinspiringactionacrosstheregion.ThemeetingwasplasticfreeandparticipantshadopportunitytooffsetcarbonemissionsfromtravellingtoandfromtheeventthroughtheNewZealand-basedcharityorganisation,Ekos.AnycarboncreditspurchasedthoughthewebsitewillcomefromtheFijibasedDrawaRainforestConservationProject4,toensuretheoffsetdirectlyinvestsintoregionalresilientdevelopment. GIZ has committed to offsetting the balance of the remaining (estimated)emissionstoensuretheeventis100%carbonneutral.The cultural performances, dances and songs by young Pacific island artists from theOceaniaCentregroundedthemeetingwithinaPacificcontext.Themeetingalsoincludingparticipation and contribution from well-known Pacific humourist Tofiga Fepuleai, andtalented artist Tui Ledua, who interpreted discussions and ideas into pieces of artwork.ThesecombinedtocontributetothePacificflavouroftheMeeting.

RegistrationtophysicallyattendthePRMexceededthethresholdof300participantswithover380participantsregistering.Figure1showsthebreakdownoftheparticipantsaccordingto the stakeholder group they represented which included government representatives,civil society, private sector, UN agencies, development partners, multilateral banks,regionalagencies,university studentsandyouth.Figure2provides furtherdetailson therepresentationacrossthesub-region,wheretheparticipantswerefrompluspartners(CROP,UNagencies, INGO’s,DevelopmentPartners,ResourcePersonnel).Engagementremainedconsistentthroughoutthe3dayswiththeUSPJapan-PacificICTCentrethatcanseat307participantsremainingrelativelyfullthroughoutthe3daysofthemeeting.
NEXT STEPSThePRPisbeingseenasacomingtogetherofallactorsacrosstheregiontohelpeachotheraddress more meaningfully the development challenges posed by climate change anddisaster.Throughthesharingofknowledgeandenhancementofpartnerships,thePRPisa step towardsgreater cohesionandcoordinationbetweenmanyof those involvedwithimplementingandoperationalisingPacificresponsestoclimatechangeanddisasters.TheinauguralPRM furtherenhanced thiscollective intentandspirit,highlighting theneed tocontinuetobuildonthismomentumandappetiteforchange.Continuedcollaborationinthedevelopmentoftheresiliencestandardsofexcellence,thePRPaffiliationprocessandtheestablishmentofthetechnicalworkinggroupstosupportinnovationandprogressionofthemethods,ideasandmodalitiesrequiredtoaccelerateactionundertheguidelinesandapproachsetoutbytheFRDPwillbethenextstepsinthisprocesswithguidancefromthePRPTaskforceinpartnershipwithallstakeholders.
2.0 PRE-PRM YOUTH FORUM ThePRMwasthemed‘YouthFuturesinaResilientPacific’andtherewasearlycommitmenttoactivelyengageandinvolvenewgenerationparticipationacrosstheplanninganddeliveryofthemeetingandintheimplementationoftheFRDP,resiliencebuildingandsustainabledevelopment.Thepowerofyoungpeoplecannotbeoverstated–youngpeopleoftengainuniqueinsightsinto their communities and local environment and can bring innovation and passion asleadersofthefuture.However,tobeabletoaffectchangefortheirfuture,youthwillneedskillsandknowledge,andbeequippedtomakechoicesandparticipateindecisionmakingprocesses.The2014UnitedNationsPopulationFundStateoftheWorldPopulationReportfoundthatin11Pacificislandcountries,themedianageis20-24yearsand,in8PICs,35%-40%ofthepopulationisbetween0-15yearsold5. The PRM provided a platform for young people to express themselves through activeparticipation in policy dialogue and be real agents for change. Youth also mobilised,throughthePacificYouthCouncil,andheldaPre-PRMYouthForum,whichwasopenedby

3.0 OPENING OF THE PACIFIC RESILIENCE MEETING AND LAUNCH OF PHOTOGRAPHIC EXHIBITION Theofficialopeningofthe2019PacificResilienceMeetingcommencedtothevibrancyandcolourofthePacificwiththeOceanDanceTheatreperformingfortheaudience.ThePRMwasofficiallyopenedbyProfessorPalAhluwalia,ViceChancelloroftheUniversityoftheSouthPacific(USP).GuestspeakersincludedtheChairofthePacificResiliencePartnership(PRP)Taskforce,MrEngelRaygadas,whowelcomedparticipantstotheinauguralPacificResilienceMeetingandreflectedon theexpectationofourLeaders that thePRPwould inspirechange,motivateinclusion; and instigate real and strong commitment individually and as a collective toenhancePacificresilience.Professor Pal Ahluwalia, the Vice Chancellor and President of the USP and host of theinaugural PRM,welcomedparticipants to the regional university campus and reaffirmedthecommitmentofacademicandresearchinstitutionstosupportresiliencebuildingintheregion.TheEuropeanUnion(EU)ActingAmbassadortoFiji,MrCorradoPampaloni,spokeonthevalueofpartnershipandtheEU’ssupporttotheregionthroughtheFRDPandPRP.Mr Epeli Lesuma, Chair of the Fiji Red Cross Society Youth Commission, highlighted theintegralroleofyouthandtheopportunitiespresentedthroughtheFRDPandPRP.TheofficialopeningwasfollowedbythelaunchoftwophotographicexhibitionspresidedoverbytheGIZRegionalDirector,MrJamesMacbeth.Chantingperformers fromOceaniaDanceTheatreledtheaudiencetothetwoexhibitions,thefirst,curatedbyGIZ:Exploringboundaries–voyagersoftheislands;andthesecond,byUNOCHA:Humanitarianheroes.

TheIgnitesessionsetthesceneandtoneforthemeeting.Itusedhumourandhumanstoriesto communicate and break down boundaries to achieve change. It highlighted throughthe experiences and ideas shared by the presenters that resilience building should becognisantofthedifferentvulnerabilitiesofindividualnationsand/orstakeholdersandtheneedtounderstandthesevulnerabilitiesinordertosupporteachotherinbuildingstrongercommunitiesandaresilientPacific.Italsoemphasisedembracinginnovativeandtraditionalapproaches,particularly those thathavedemonstratedmeaningful impactat thegroundlevel.Thesessionbuilton theprinciplesof theFRDP,drawingon the resourcefulenergy,talentandcreativityoftheyouthpopulationandprovidingaspacewithinthemeetingforstakeholders whomay not have historically had strong representation in the ‘resilience’space to share experiences and innovative ideas around building a resilient Pacific. ThesessionwasmoderatedbyrenownedPacificcomedian,TofigaFepulea’i.Sixpresenters,hailingfromdiversebackgroundsandinterests,sharedtheirthoughtsandexperiencesonresiliencebuilding,remindingallofusthatthereisinnovativeandeffectiveworkhappeningaroundtheregionthatsupportsresiliencebuilding.Thereisaneedtosharethesemorewidelysothatchangeandinnovationcanbeinspiredateverylevel.
Thesessionhighlighted:a. Harnessing youth energy and innovation. Sandra Hart discussed how involvingandinspiringthePacific’syoungpeopletoactiskeytosustainableresiliencemeasuresinthefuture.Youthareleadingthewayasseenintheinnovativemechanismsusedtodeliverassistance following disaster through the post-disaster Cash Transfer Program work inVanuatu.b. Strengthening preparedness to disasters through innovative and effectivetechnology.TaualaKateadiscussedTuvalu’s responseasa resultof theunexpectedanddestructivestormsurgesassociatedwithTCPaminTuvalu.TuvaludevelopedtheRegionalSWANsimulation,aground-breakingforecastingsystemandtheonlyoneofitskindinthePacific.Asaresult,better informationonwavewarningsandforecastsarenowavailable,andsharedwithcommunitiesonouterislandsinatimelyway.c. Callingforyouthtoleadthroughactionwithaccountability.SylviaEliassharedhowsheisleadingbyexampleandtheopportunitiesthatyouthpresentwhenenabledtoleadand participate beyond tokenism. She emphasised integrity, commitment and action as

essentialtoresiliencebuildingconcludingwithastrongcallthat‘wecannotgohome(frommeetingssuchasthis)anddonothing’.d. Learningresiliencefromhistory.MadeleineJohnsondiscussedtheideaofspreadingawarenessamongstyoungpeopleoftheirhistoryandbecomingresilientthroughturningnegativesintopositiveswithaspeciallookathowRMIismoreresilienttodaybecauseofitsnuclearlegacy.TheMarshalleseyouthhavebecomeveryactiveinraisingawarenessonthisissueanddrawingattentiontoitspotentialtoimpacttheregion’sresilienceefforts.e. Revisitingandrevivingindigenousknowledgeforresilientdevelopment.SimioneSevudredresuggestedthatourattentioncanbere-focussedthroughindigenousknowledgeandlanguageandthatthesolutionscansometimesexistaroundus.Hediscussedtheneedto revisitwhatworked in thepastandbuildon itandsharedapracticalexample fromacommunity inFijionhowwhenthey re-applied their traditionalmethodsoffishing, theyhave been able to sustain anddevelop their community and, in the process, build theirresilience.

BuildingfromtheIgnitesession,thismoderatedsessionprovidedbackgroundandcontexttotheFRDPandthePRP.ItacknowledgedtheforesightbytheLeadersofthisregionwhentheyendorsedtheFRDPastheregion’sguidingframeworkfortheintegrationofapproachesto addressing climate change and disasters with the Pacific Resilience Partnership seenas theprocess forbringing together stakeholdersandenablingmeaningful collaborationtowardsbuildinga“resilientPacific”.Governmentsparticularly inSIDShavetraditionally ledaction;there isnowanincreasingacknowledgement for the need to be inclusive as governments cannot address all theissues.Thereisalsoaneedtorecogniseandacknowledgethevoiceoftheyouthastheybringadifferentperspectivetotheissuesathand.Thepanellistssharedtheirreflectionsincluding:The diversity and geographical dispersed nature of the Pacific poses challenges toengagementbypartnersparticularlyaroundbuildingresilienceacrosstheregionwiththeFRDPandPRPproviding the tools tobettermanage these challenges. At the same timetherewasrecognitionthattherearemanydifferentframeworksintheregionandtheneedtocoherentlyaligntheseframeworksformoremeaningfulimpactundertheumbrellaoftheSustainableDevelopmentGoals.
a. TheFRDPandPRPareopportunitiesfordifferentactorstorelookatthewaytheyworkandmakeimprovements.Differentcommunitieshavedifferentapproachestowardsbuilding resilience. The value of traditional knowledge is recognised and science shouldenhanceandbuildonthisknowledge.b. BetterunderstandingisneededofhistoricalchallengessuchasthenuclearlegacyoftheMarshallIslandsandhowtobettercontextualiseitwithinclimatechangeanddisasterriskissuesasitposeschallengestobuildingaresilientPacificregionifitisnotunderstoodand/ormanagedproperly.c. ThisinauguralPRMhasembracedthespiritofcollaborationandinclusivitycentralto theprinciplesof theTalanoaDialogue6, theFRDPandPRPwithparticipation inclusiveof stakeholdersnot traditionally associatedwith ‘resilienceactivities’ emphasising that awholeofsectorapproachisnecessarytobuildresilience.TheabsenceofcentralplanningandfinanceofficersinthisinauguralPRMwasnotedandtheneedtoincludethemgoingforward.
6.0 FRDP GOAL 1 - STRENGTHENED INTEGRATED RISK REDUCTION AND ADAPTATION TO CLIMATE CHANGE AND DISASTER RESILIENCEEnhanced resilience strengthens and protects economic development and sustainablelivelihoods. Pacific Island communities are renowned for a resilience that combinestraditionandindigenousknowledgewiththebestofappliednewtechnologyandthinking.Atthesametime,PacificIslandcommunitiesareamongthemostexposedtoclimateanddisasterriskandoftensufferdisproportionatelybecauseoftheirenvironmental,socialandeconomicvulnerability.Assuch,resilientdevelopmentmustextendbeyondtheanticipatedworseningofextremeeventsandclimatechangeimpacts.Itmustfundamentallyaddresstheunderlyingcausesofvulnerabilityandhastofullyembracetherole,visionandinnovationofyouth,whohavethebiggeststakeinaresilientfuturehereinthePacific.
Two parallel sessions were conducted to focus thinking on how FRDP Goal 1 is beingimplementedandwhatgapsneedaddressing.
A. EmphasisingtheFRDPandPRPasopportunitiestorevisitandimprovethe wayweapproachresiliencebuildingintheregionincludingbeinginclusiveof andengagingmorecollaborativelywithallstakeholders.B. Encouragingengagementoffinanceandplanningofficersintheeffortsofthe PRP.

Presentersdiscussed their experiences inaddressing resiliencebuilding in thecontextofclimatechangeanddisasterriskreduction.Thefinalpresentationshowcaseda3Dmodelofa toilet thatcanpotentiallybeproduced locallyat lowcostandbemadeavailable tocommunitiesfollowingadisastertoensuresanitationgapscanbeaddressedatsuchtimes.Severalpointsweremadeinthepresentationsanddiscussionandaresummarisedhere:a. ManyPacificislandcountrieshavedevelopedJointNationalActionPlans(JNAPs)andNationalAdaptationPlans(NAPs),theimplementationofwhichcontributestowardtherecommendationsoftheFRDP.Regionalframeworksandnationaldevelopmentplanningneedtobebetteraligned.b. Networksandmulti-agencycollaborationsuchasthroughthePacificMeteorologicalCouncil, need to be maintained and enhanced to share multi-hazard scientific data,resourcesandexpertisetohelpacrossallstagesofDRR.Qualitydataisrequiredforrobustsolutions,includingforriskanalysis.c. Involveyouthintheplanning,decision-makinganddeliveryaspectsoftheregion’sresiliencebuildingefforts.ThisrequiresunderstandingandappreciatinghowPacificyouthembraceinnovationandworkingwiththemtofindsolutions.d. Includewomen in thedecisionmakingprocess andprovide leadership trainingopportunities.Theworkwithwomenvendorsinthemarketvendordecisionmakingprocesshasresultedinthewomenbeingmoreempoweredandreportingthattheyfeel“goodandstrong”.Womenalsotendtotaketheirwork“home”forexample,theDRRplansdevelopedformarket vendors have been translated to the homes and communities of thewomenvendors.e. More broadly we should recognize climate change as a partof thewiderconceptof security;andacknowledge ‘conflict sensitivity’ inclimatechangeadaptation(conflictsensitivedevelopment).e. Climate change is increasing the risk of weather-related disasters in the Pacific and ispredicted to increase in the future. Pacific Island countries are showing leadership inmainstreaming climate change anddisaster risk reduction. Exampleof this include: Fiji’spresidency of the COP 23 and the hosting of these climate talks in the Pacific; and thePacificIslandLeaders’adoptionofanintegratedapproachtoaddressclimatechangeanddisasterriskmanagementthroughtheFrameworkforResilientDevelopmentinthePacific.Despitethesepositivedevelopments,significantchallengesandvulnerabilitiesremainanddevelopmentpartnerscontinuetoplayacriticalroleinsupportingcountriestheregion.
The various sessions under this component of the PRM discussed Goal 3 of the FRDP:‘StrengthenedDisasterPreparedness,ResponseandRecovery’.Pursuingthisgoalincludesimproving capacity of PICTs to prepare for emergencies and disasters, thereby ensuringtimelyandeffectiveresponseandrecoveryinrelationtobothrapidandslowonsetdisasters,whichmaybeexacerbatedorcausedbyclimatechange.Disasterpreparedness,responseand recovery initiatives will reduce undue human losses and suffering, and minimizeadverseconsequencesfornational,provincial,localandcommunityeconomic,socialandenvironmentalsystems.

Affiliationshould enable access and inclusivity/involvement (youth, media, disability, academia,media), innovation/Pacific innovation, should drive ownership in the implementation ofprogrammesandprojects.• ThePartnerships entailed in theFRDPneed toextendbeyond the conventionalclimate change and DRR/humanitarian practitioners to include wider stakeholders andsectorssuchasagriculture,fisheries,health,etc.ConsiderationshouldalsobegiventoyouthandMediawhoareoftenregardedasan‘afterthought’withadefiniterequestforyouthtoberepresentedonthePRPTaskforce.• ThePRPtaskforcecouldcontributetoenhancingpolicycoherence,coordinationandsimplifyingreportingonrelevantkeyregionalandinternationalframeworks.

ResilienceStandardsarebeingdevelopedinordertohelp‘raisethebar’whenitcomestointegrityandabilitytodeliveractivitiesthatbuildresilience.ThestandardsaimtoenhanceimplementationoftheGoalsandPriorityActionsoftheFRDPandarefoundedonthetenFRDPGuidingPrinciples; inorder to inspire,motivateandeffect transformationalchangeandimprovement.TheSoEarealsobeingdevelopedasabasis for theevolvingFRDPM&EFramework. It isenvisagedtheresiliencestandardswillbeapplicableatalllevels.
Thefollowingpointsweremade:a. The SoE are less about “gold performance standards” and insteadwill supportprogressivechangeapplyingtheFRDPPrinciplesinpractice.b. General agreement was reached on the value of a sliding scale to evaluateimplementationprogressandtrackchangeovertimeandacrosslevels.c. Thereisaneedtofocusonthebuildingblocksorenablingenvironmentthatneedtobeputinplaceforsustainedimplementationprogress.d. Theresiliencestandardswillbebasedona‘distillationofexperienceandexpertise’.e. Theresilientstandardsneedtoberelevantforrangeofcontexts,soitisimportanttogetthebalancerightwhenitcomestothelevelofspecificity(i.e.nottooprescriptive,butnottoogeneric).f. ThemajorityofparticipantssawtheSoEasrelevantandaworthyundertakingthatwillsupport implementationandhelpwiththemeasurementandmonitoringofprogress(93percentofrespondents).g. OneparticipanthighlightedtheimportanceoftheSoEconsideringandintegratingexistingglobalandregionalframeworkslinkedtoinclusion(i.e.thePacificFrameworkfortheRightsofPersonswithDisabilities).h. Another participant highlighted a need to ensure SoE’s include the principlerelatingtotheroleofecosystems,giventheirimportancetoPacificresilience.
Themost common response fromparticipants at thePRM regardinguseof theSoEwastobenchmarkandshowprogress.Consulteesrecognisedtheimportanceofstandardsforcreatingabaselineandthereafterassessingprogresstoascertain,benchmarkandcompareprogress.Asoneconsulteenoted,“thiswouldhelporganisationsorgovernmentseehowfartheyareprogressing.“Itwasfurthernotedthatpractitionersarealreadycarryingoutworkguidedbytheprinciples,andthestandardswouldhelppractitionersrecogniseprinciplesintheirownworkandhavethisacknowledged.ParticipantsalsoidentifiedthattheSoEwouldusefully increaseaspirations,guideimplementation,provideacommonlanguage, informresourceallocationanddriveinnovation.

Recognize and Acknowledge1. The important role young people as leaders, advocates, agents of change andeducators in realizing the implementationof theFrameworkofResilientDevelopment inthePacific(FRDP);andtheroletheyplayindisasterriskreductionandclimatechange,lowcarbondevelopmentandindisasterpreparedness,responseandrecovery.2. ThatpreparednesshasalwaysbeenpartofourlivesasPacificpeople.TraditionalknowledgeisourscientifictoolforaresilientPacific,thatitpreparesourcommunitiesfordisastersandassistsinourquickandsustainablerecovery.Therefore,wemustcapturethatknowledgesothatyoungpeoplemaycarryonthoseskillsandcontinuetobuildourregionsresilience.3. Theimportanceoflocalizationacrossthe3goalsoftheFRDP.Locally-ledinitiativesare grounded in the realities of the communities they serve therefore are best able torespondtodisastersinatimelyandsustainablemanner.4. That the risks toour region arenot only in climate changeand futuredisastersbutarealsoinournuclearlegaciesthatcontinuetoimpactourcommunitiesandposeanongoingthreattoouroceanandourpeople,boththroughradiationeffectsongenerationsofsurvivorsandthroughthedispersalofnuclearwastesintoouroceanduetoineffectivemanagementsystems.5. Thelackofalignmentwithexistingregionalyouthdevelopmentframeworks,suchasthePacificYouthDevelopmentFramework,where leadersandyoungpeopleprioritizeyoungpeoplesroleinclimatechangeandenvironmentalsustainableactions6. Thatsocialinclusionisanimportantcomponentofallworkinpreparednessandrecoveryasadisasterdoesnotdiscriminate.7. Those who are discriminated against, marginalized and vulnerable beforedisasters, such as persons of diverse gender identities and people with disabilities, aredisproportionately impacted during and after disasters.While there are some promisingareasofpractice,thosewith‘underlyingvulnerabilities’experienceincreasedriskofdeath,injury,violence,economicandsocialhardshipandalackofaccesstoresourcesincludingareaslikeSexualReproductiveHealthandRights.8. That mental health is important to building resilience particularly in times ofdisastersasitaffectsdecisionmaking.
Encourage1. Thebuildingofrelationshipsandtrustthroughempoweringandengagingyouthinalllevelsofdecisionmaking,includingadequatefundingopportunitiesforyouth-ledandyouth-basedactivitiesthatwillenablethemtoimplementandsupportDRR,climatechangeandhumanitarianinitiativesthatwillcontributetothegoalsofFRDP.2. Regionalcoordinationthatrecognizesyouthvoice,participationandengagementwithintheFrameworkandmechanism.3. Thebuildingofevidence-baseinformationtosupportyouthengagement,includingtherecognitionoftraditionalknowledgeandpractices.

6. Thereintroductionofsustainabletraditionalresilientpracticessuchastraditionalsea transportation, farming practices and housing construction, as a means to reducecarbonemissions.
7. Instituting financial instruments that promote clean energy investments byrequiringbankstoensurethat5%oftheirlendingportfolioisgearedtowardscleanenergy.
8. Reductionof tariffsandtaxesonbulkbuyingrenewableenergytechnologyandequipmentthatmakeitmoreeconomicalforPacificIslandbusinessestopurchase.
9. Mental health training be a required component of preparedness and recoveryworkrecognizingthatstresscanimpairdecisionmaking.

Summary The Fiji Shelter Handbook is the first of its kind national shelter guidelines for Fiji, published under the Austra-lian Humanitarian Partnership
(AHP) Disaster READY program, and supported by Oxfam Australia and World Vision Australia.
The Fiji Shelter Handbook developed through intensive research and sector/community consultation, aims to increase knowledge of disaster resilient construction techniques
and methodologies, and safer shelter practice, as well as the capacity of responding stakeholders to deliver better coordinated, more efficient and safer disaster response and recovery construction in Fiji.
Event Format- Launch of the Handbook by Shelter Cluster Fiji followed by an interactive QnA session for audience (in relation to the handbook)
Law and policy has an instrumental role to play in establishing resilience building approaches and supporting the effective implementation of the FRDP. IFRC is seeking Pacific perspectives and input from par-ticipants of the PRM to the drafted recommendations of the Checklist on Law and Domestic Preparedness and Response to be finalised later in the year and be used as a global tool to support climate smart DRM frameworks that promote cross-sec-toral and inclusive approaches.
