On “Apa Târnavei Mari”
“Apa Târnavei Mari” was founded in December 2006 as a Regional
Water and Wastewater Operating Company for the north-eastern part
of Sibiu County, in the central region of Romania. The company started
its activity on January 1st, 2007 and it took over the public water and
wastewater services in Mediaş, Agnita and Dumbrăveni. Starting in
2014, it will expand its operating area in order to provide water and
wastewater services in the town of Copşa Mică and in all the rural
agglomerations, members of the “Apa Târnavei Mari”1 IDA.
The company’s shareholders are: the Municipality of Mediaş
(78,18 %), Sibiu County Council (5,84 %), and the towns of Dumbrăveni
(8,32 %), Agnita (7,15 %) and Copşa Mică (0,50 %). The company’s
corporate headquarters are located in Mediaş, Sibiu County.
At present, S.C. “Apa Târnavei Mari” S.A. is a licensed operator,
having obtained financing for and carrying out a large EU Cohesion-
Fund project with special importance for the inhabitants in the region.
1 “Apa Târnavei Mari” Intercommunitary Development Association was founded in 2002, and it was
reorganized in 2006 in compliance with the new system of the IDAs. Its members are Mediaş,
Agnita, Dumbrăveni, Copşa Mică, Sibiu County Council and other 28 communes.
The name of our project is : “Extension and Rehabilitation of the
Water and Wastewater Systems in Mediaș, Agnita, Dumbrăveni
regions, Sibiu County”.
Our aim is to provide our clients with European-standard water
and wastewater services and to eventually cover 1822 km2, that is
33,6 % of Sibiu county’s surface, supplying 147.837 clients2 in 4 the
urban agglomerations and the 28 member communes of the “Apa
Târnavei Mari” IDA with water and wastewater services.
We wish to promote a strong and reliable operator by the
constant improvement of the services provided. We also contribute to
the development of the region by offering our clients the benefits of
a modern water infrastructure, thus improving their living standards
and assuring the basis for economic development.
We commit to:
Supply water 100% compliant with Romanian laws and regulations
in force at a pressure of at least 2 bars/connection;
Supply our clients with permanent water and wastewater services
with accidental interruptions of no more than 14 hours.

WATER TIMELINE
UP TO THE COHESION-FUND PROJECT
Mediaş
The raw water source is Târnava Mare river- surface water intake.
1952 – the Water Treatment Plant is built (line 1) and extended in
1965 and 1986 (line 2).
1956 - the water distribution network is built; the pipes are of
gray cast iron, steel, asbestos cement and polyethylene-
currently, the water distribution network is about 107 km long.
1956 – the sewerage system is built; the total length of the
network is about 77 km, the pipe diametres ranging from 200 to
1 000 mm.
1963 – the Wastewater Treatment Plant is built from the coarse
screens to the primary settling tanks.
1980 – the secondary settling tank in the wastewater treatment
plant is built.
Agnita
Agnita is supplied with water from the Laita brook – surface
water intake. The water distribution system was built in 1977. The
sewerage system was built in 1980. The pipes are of gray cast iron,
steel, asbestos cement and polyethylene. The length of the networks
is 21 km and the water trunkline is 36.6 km long. The sewerage system
is 16,45 km long. Presently, Agnita has no Waste Water Treatment
Plant. Fortunately, the Cohesion-Fund Project which is in progress will
remedy this situation by the spring of 2013.
Dumbrăveni
Dumbrăveni is supplied by ground water, the water source consists of 9
depth wells. The water distribution system was built in 1979 and the
sewerage system in 1985. The present network consists of pipes made
from gray cast iron, steel and polyethylene. The length of the networks
is about 16,2 km. Presently, Dumbrăveni has no Waste Water
Treatment Plant, situation which will be remedied by the spring of
2013.
Copşa Mică
The water distribution system and the sewerage system were built in
1971 out of steel and polyethylene. The networks are 18km long.
OUR STRATEGIC OBJECTIVES
In order to achieve our mission, we constantly have in mind the
following strategic objectives:
Economic efficiency
Permanent improvement of production and logistic costs in order
to attain the desired performances and the level of services
expected by the clients at a minimum cost for the latter;
Promotion of an efficient pricing strategy that would ensure the
sustainability of exploitation, modernization and development costs,
taking into account the household affordability index in the region.
Modernization and improvement of services
Modernization and rehabilitation of the water and wastewater
infrastructure to the benefit of the population and of the
environment in Sibiu County in order to comply with the requirements
of the Delegation Contract;
Ensuring sustainable development and growth of organisational
flexibility;
Extension of coverage area and of client services;
Improvement of service quality by the development of new
technologies.
Client orientation
Permanent preoccupation for enhancing client trustworthiness and
ensuring transparency of our actions;
Improving the living standards of the population in our coverage
area by providing European-standard water and wastewater services;
Improving communication and educating clients to use water
rationally;
Educating clients to respect the environment and raising
awareness to the dangers of discharging certain substances in the
natural environment.
