1. Integrated Child Development Services (ICDS) Scheme
ICDS Scheme was launched on 2nd
October 1975. ICDS Scheme represents one of the
world’s largest and most unique programmes for early childhood development.
The Integrated Child Development Services (ICDS) Scheme was launched with the
objectives of improving the nutritional and health status of children in the age-group 0-6
years; laying the foundation for proper psychological, physical and social development of the
child; reducing the incidence of mortality, morbidity, malnutrition and school dropout;
achieving effective co-ordination of policy and implementation amongst the various
departments to promote child development; and for enhancing the capability of the mother to
look after the normal health and nutritional needs of the child through proper nutrition and
health education.
The objectives of ICDS are sought to be achieved through a package of services comprising
supplementary nutrition, immunization, health check-up, referral services, pre-school non-
formal education and nutrition & health education.
The concept of providing a package of services to children below 6 years of age and pregnant
& nursing mothers is based primarily on the consideration that the overall impact will be
much larger if the different services develop in an integrated manner as the efficacy of a
particular service depends upon the support it receives from related services. These services
are provided by Anganwadi Worker (AWW) and Anganwadi Helper (AWH) with Auxiliary
Nurse Midwife (ANM), Medical Officer (MO) and Accredited Social Health Activist
(ASHA) of Ministry of Health and Family Welfare.
2. Rapid Reporting System of ICDS
In the restructured and strengthened ICDS, revised Management Information System
(MIS) for ICDS Scheme has been rolled out wherein new formats of registers and reporting
(Monthly Progress Reports[MPR] and Annual Status Reports[ASR]) have been prescribed at
AWW and CDPO level. This has been revamped and revised AW-MPR has been introduced
which replaces AW-MPR and AW-ASR.
National Informatics Centre (NIC), Delhi has developed web-enabled data entry system
for use across all States/UTs for entry of revamped reporting formats at State/UT level. This
manual describes various screens of the web-enabled system and how to upload AWC coding
for a Project in the State/UT in the Rapid Reporting System before revamped AW-MPR can
be uploaded for a particular AWC. Presence of the AWC code in the Rapid Reporting System
is essential in order to input AW-MPR for the corresponding AWC.
In this regard, it may be noted that each AWC will be assigned 11 digit unique code [2
digit for State Code + 3 digit for district code + 2 digit for ICDS project code + 2 digit for
Sector code + 2 digit for AWC code]. Seven digits of the 11 digit unique code for an AWC
has already been communicated by the Ministry vide its letter no. 26-1/2006-ME dated 27-
12-2012. So, only remaining 4 digits (2 digit code for Sector and 2 digit code for AWC) of
the 11 digit unique code for each AWC, in a Sector, of the Project are to be assigned by the
concerned State/UT. The procedure for assigning the unique 11 digit code to each AWC is
explained in this manual.

3. Benefits of the Rapid Reporting System of ICDS

4. Steps to be followed for uploading/ input the AWC code in the Rapid Reporting
System is described below:
i) Each State/ UT has been assigned unique 2 digit code which is already available at the
NIC centrally in the Rapid Reporting System (RRS) of ICDS;
ii) Within each State/ UT, each District has been assigned 3 digit code which is already
available at the NIC centrally in the RRS of ICDS. The 3 digit district code are based on
Census 2011 district code. For new districts, district codes will assigned by MWCD for
which Senior Programmer at 23073832 or icds.wcd@nic.in may be contacted;
iii) Create list of all the ICDS Projects in a particular district in the Rapid Reporting
System. The process to be followed for this in RRS is described in para 5 below;
iv) After creation of an ICDS Project, AWCs under that Project can be added (which also
includes AWC coding) in the Rapid Reporting System. The process to be followed for this in
RRS is described in para 6 below.
It is suggested that AWC coding should be readily available, preferably hardcopy, as it will
facilitate easy input of AWC coding in the RRS. An example of the AWC coding done by
U.P. for a project is given below as an example:

5. Process to be followed for creation of a Project under a district in the Rapid
Reporting System
a) Before adding a particular ICDS Project in RRS, it is required to first create CDPO
username for that ICDS Project in the RRS. CDPO username for a particular ICDS Project
can be added by completing the following steps:
i) Go to web address http://icds-wcd.nic.in/icds/. The following screen will be
shown:
ii) Log-in using State level username and password, which has already been
communicated to the State/UTs. However, in case the same is not available for some
reason then Senior Programmer, ICDS Control Room, Ministry of Women and Child
Development and NIC-MWCD (011-23388074), Delhi may be contacted at 011-
23073832, 011-23389612 or by email at icds.wcd@nic.in.
iii) After log-in using State level username and password, the following screen
will be shown:

iv) Select ‘DPO/CDPO Add’ option (first option under ‘Admin’ head) in the screen
mentioned in (a) (iii) above. And the following screen will be shown:
v) For creating CDPO username, the following information will be required to be
input in the screen mentioned in (a) (iv) above:
User ID required : This will be the CDPO username to be created for the
particular ICDS Project. This username will be used, after its creation in the web-
enabled system, for further creation of AWCs under that Project. It is suggested
that for creation of CDPO username, name of district and project name may be
used for easy recognition e.g.
<Any limitation on creation of username may also be indicated such as
prohibited use of some alphabets or compulsory use of capital alphabet etc.>
Password : May be assigned as per requirement.
(Password should be of at least six characters)
Confirm password : Must be same as the Password entered before.
Name : Enter name of the CDPO for the concerned ICDS Project.
District : Select the district, from the drop-down menu, under which ICDS
project falls.
In case, the district is not available in the drop-down menu, Kindly contact NIC-
MWCD at 011-23388074.
Designation : Choose ‘CDPO’ from the drop-down menu.

Date of joining : Enter date of joining of the concerned CDPO.
This is not a mandatory field so even if it is kept blank i.e. no value is entered,
CDPO username will be created on clicking the ‘Save’ button.
Date of Superannuation : Enter date of superannuation/ retirement of the
concerned CDPO.
This is not a mandatory field so even if it is kept blank i.e. no value is entered,
CDPO username will be created on clicking the ‘Save’ button.
After all the above information, which is mandatory, is input, click ‘Save’ button
to create CDPO username for the concerned Project in the web-enabled system.
b) Only after creation of CDPO username for an ICDS Project in the Rapid Reporting
System, the concerned ICDS Project can be created in the RRS. For creation of Project, Log-
in using State level username and password at web address http://icds-wcd.nic.in/icds/ and the
input screen mentioned at 5 (a) (iii) will be shown. Select ‘Project Add’ option (third option
under ‘Admin’ head) in the input screen. And following screen will be shown:
i) For adding a new ICDS Project in the web-enabled system, the following
information will be required to be input in the screen mentioned at 5 (b) above :
District : Select the district in which the Project falls from the drop-down
menu.
< In case, the district is not available in the drop-down menu, Kindly
contact NIC-MWCD.
Project Name : Enter the name of the Project which is available with
State/UT .
Project Code : Enter 2 digit Project code assigned by the Ministry. In case
of any query, kindly contact Sr. Programmer, Min. of WCD or NIC-
MWCD, Delhi.
Year of Sanction : Enter year of sanction of the Project.
As this is a mandatory field so in case year of sanction data is not available,
as a stop-gap arrangement some dummy data may be filled here which can

be updated later using ‘Project Modify’ option (fourth option under
‘Admin’ head) in the screen mentioned in (iv) above.
Year of Operationalisation : Enter year of operationalization of the Project.
As this is a mandatory filed so in case year of operationalisation data is not
available, as a stop-gap arrangement some dummy data may be filled here
which can be updated later using ‘Project Modify’ option (fourth option
under ‘Admin’ head) in the screen mentioned in 5 (a) (iv) above.
Nature of Project : Enter nature of the Project from drop-down menu.
As this is a mandatory field so in case nature of Project data is not
available, as a stop-gap arrangement some data may be filled from drop-
down menu here which can be updated later using ‘Project Modify’ option
(fourth option under ‘Admin’ head) in the screen mentioned in 5 (a) (iv)
above.
Project assisted by : Select appropriate option from the drop-down menu
where option of ‘Others’ means other than those listed options above it.
Email Id of CDPO : Enter email id of CDPO if available.
Sanction vide GOI Order No. : Enter Government of India sanction order
for the Project.
As this is a mandatory field so in case GOI Sanction order number data is
not available, as a stop-gap arrangement some data may be filled here
which can be updated later using ‘Project Modify’ option (fourth option
under ‘Admin’ head) in the screen mentioned in 5 (a) (iv) above.
Date of Sanction letter : Enter date of sanction letter for the Project in
DD/MM/YYYY format.
As this is a mandatory field so in case GOI Sanction order number data is
not available, as a stop-gap arrangement some data may be filled here
which can be updated later using ‘Project Modify’ option (fourth option
under ‘Admin’ head) in the screen mentioned in 5 (a) (iv) above.
Number of AWCs Sanctioned : Enter number of AWCs sanctioned under
this Project.
Number of AWCs Operationalised : Enter number of AWCs operationalised
under this Project.
Number of mini AWCs Sanctioned : Enter number of mini-AWCs
sanctioned under this Project.
Number of mini AWCs in Operation : Enter number of mini-AWCs
operational under this Project.
Number of Sectors : Enter number of sectors under this Project.
Number of Supervisors : Enter number of Supervisors in-position in this
Project.
Name of CDPO : Enter name of the CDPO for this Project i.e. CDPO
username created earlier for this Project.
Name of ACDPO : Enter name of the ACDPO for this Project.
Number of AW Workers : Enter number of Anganwadi workers under the
Project.

Number of AW Helpers : Enter number of Anganwadi helpers under the
Project.
After all the above information, that is mandatory, is input, click ‘Save’ button to add
the concerned Project in the web-enabled system.

6. Process to be followed for creation of AWC under a Project in the Rapid
Reporting System (RRS)
After a Project is created in the Rapid Reporting System using State/UT level
username, AWCs under the Project and coding for the same may be created in the system.
However, before AWCs are created in the RRS, concerned Supervisor username must be
created in the system as the same is required while creating AWCs in the system.
i) Before adding AWCs (AWC coding) in the system, remember to add the concerned
Supervisor username for all the Sectors under the Project in the RRS. For adding Supervisor
username in the system, log-in using the CDPO username created earlier for the concerned
Project. After log-in using CDPO username, the following screen will be shown:
ii) For adding Supervisor username for a Sector, Click ‘Supervisor Add’ (under Admin
head) in the screen mentioned in 6 (i) above and the following screen will be shown:

iii) Give the supervisor ID (username) and check its availability by clicking ‘Check
Availability’ button. If it is available then following screen will be shown:
iv) For creating SUPERVISOR username, the following information will be required
to be input in the screen mentioned in 6 (iii) above:
User ID required : This will be the SUPERVISOR username to be created for
the particular sector. This username will be used, after its creation in the web-
enabled system, for further creation of AWCs under that sector. It is suggested
that for creation of SUPERVISOR username, name of district and project name
may be used for easy recognition.
( Supervisor User Id may be created like ‘sup <2 digit of state name> <2 digit of project
name><2 digit of Sector name)
Password : May be assigned as per requirement.
( Password should be of at least six characters)
Confirm password : Must be same as the Password entered before.
Name : Enter name of the SUPERVISOR for the concerned sector.
Designation : Choose ‘SUPERVISOR’ from the drop-down menu.
Date of joining : Enter date of joining of the concerned SUPERVISOR.
This is not a mandatory field so even if it is kept blank i.e. no value is entered,
SUPERVISOR username will be created on clicking the ‘Save’ button.
Date of Superannuation : Enter date of superannuation of the concerned
SUPERVISOR.

SUPERVISOR username will be created on clicking the ‘Save’ button.

After all the above information, that is mandatory, is input, click ‘Save’ button to
create SUPERVISOR username for the concerned sector in the web-enabled
system.
v) Finally for Adding the AWC in RRS, we need to login using CDPO user ID and the
screen in the 6(i) will appear after login. Click on the link ‘Anganwadi Add’ and the
following screen will shown:
a) For adding an AWC in the web enabled application following information need to
be filled:
Block: Enter the concerned Project from the drop-down menu. The name of
Project will only appear in the drop-down menu if the same is already created
in the web-enabled system following steps mentioned in 5 (b) above.
Sector : Select Sector name from the drop-down menu if the same is already
created otherwise create the Sector for which AWC is to be added using ‘Add
New’ button. When ‘Add New’ button is clicked for creating a Sector under
the concerned Project, the following will be required to be input:
Name : Enter name of the Sector as decided by State/UT.
Code (2 digits) : Enter 2 digit code for the Sector. Remember that this is 2
digit code is same as mentioned in para 2 above.
After entering these two inputs, Click ‘Add New’ button which will result in
creation of a new Sector under the concerned Project. Now the same can be
chosen in the drop-down menu. If the newly created Sector is not appearing in

the drop-down menu then refresh screen by choosing ‘-Select-‘ in both
‘Block’ as well as ‘Sector’ drop-down menu.
AWC / Mini AWC ? : Using Mouse, Click AWC or Mini AWC toggle switch
as the case may be, for choosing AWC/mini-AWC.
Anganwadi Code : Enter 2 digit code for the Anganwadi under this Sector as
decided by State/UT. Remember that this 2 digit code is same as mentioned in
para 2 and 3 above.
Anganwadi Name : Enter the name of AWC as decided by State/UT.
Year of Operationalisation : Select year of operationalization of the AWC
from drop-down menu.
Note: If there is any ’*’ mark in all above the forms against any input field,
then it is a mandatory field so, for example, in case year of operationalization
data, which is mandatory field, is not available then as a stop-gap arrangement
some data may be selected here which can be updated later using ‘Anganwadi
Project Modify’ option (fourth option under ‘Admin’ head) in the screen
mentioned in 5(a) (iii) above.

For filling the MPR, supervisor needs to do login using the supervisor ID in the screen (http://icds-
wcd.nic.in/icds/) as shown below:

8. MPR Approval process by CDPO: Concerned Supervisor (s) is requested to take
approval of all the reporting Anganwadi Centre’s MPR before submission of the AW MPR
onto the RRS system. After submission of the AW MPR at the supervisor level, AW MPR
data can also be download in MS Excel format at all levels to generate the adhoc need based
reports.
