Flexible and user friendly distributed learning system
Easy to use and maintain with 0.5 FTE educators
Need to have the ability to present information by use of different multimedia: uploading PPT, documents and video
Need to track and evaluate learners
Must have the capability for instructors to interact with learners
Must be cost effective
