Ohio’s New English Language Proficiency Standards

English Language Learner (ELL)

Students whose home or native language is other than English

Grades K – 12: need for academic language support to succeed in school

40,000 ELLs represent over 100 home/native languages in Ohio

English Language Proficiency Assessment (ELPA)

Ohio Test of English Language Acquisition (OTELA), Ohio’s current ELPA, is not online

Does not assess academic language corresponding to Ohio’s New Learning Standards

English Language Proficiency Assessment (ELPA)

In 2014-15, Ohio will have online assessments for:

General education population K – 12

Alternate assessment for grades 3 – 12

English Language Proficiency Assessment (ELPA)

Ohio, with 10 other states, formed a group named English Language Proficiency Assessment 21st Century (ELPA21)

ELPA21 was awarded a federal grant to develop an online ELPA

English Language Proficiency Assessment (ELPA)

Online ELPA will assess English Language Proficiency Standards that correspond with Ohio’s New Learning Standards

Federal Flexibility Waiver requires Ohio to have new ELP Standards

Development Process

ELPA21 was required through the grant to develop “core” standards that all states would use for the assessment (85%)

Individual states could add unique state standards for instructional use but not assessed (15%) – optional

Ohio ELL Educators (over 600)

Central Ohio ELL Consortium Council
