Memorandum Circular (M.C.) No. 12, Series of 2018

i. Strictly monitor status and conditions of deployed OFWs onsite

and seafarers onboard and submit corresponding quarterly reports;

Section 209, Rule I, Part VIII of the Revised POEA Rules and Regulations Governing

the Recruitment and Employment of Landbased Overseas Filipino Workers of 2016

ii. Promptly submit appropriate reports on critical and significant

incidents onsite and onboard, within five (5) working days from

occurrence such as deaths, injury, detention, accidents, runaways,

missing, desertion and emergency disembarkation for medical

attention, disembarkation, repatriation and sea piracy, among

others.

OWMS

A web-based system that will be used by all Philippine

recruitment and manning agencies as a tool in reporting

the status and condition of OFWs they have deployed.

A sub-system and a component of the POEA’s e-Services

Help Desk Facility.

Objective

Aims to provide the agencies with easier, faster and

more convenient way to submit monitoring reports

incompliance with the reportorial requirements of M.C.

No. 12, Series of 2018.

4th Offense - Cancellation of License

kk. Violations of other pertinent provisions of the Labor Code and other

relevant laws, rules and regulations, guidelines and other issuances

on recruitment and placement of workers for overseas employment

and the protection of their welfare.

Penalty:

1st Offense - Reprimand

2nd Offense - ₱20,000

3rd Offense - Suspension of License (One month to three months)

4th Offense - Suspension of License (Three months to six months)

ORIENTATION FOR ALL AGENCIES

iii. In the case of landbased agencies, engage the services of a

welfare/office counselor per job site, where at least one hundred

(100) household service workers (HSWs) / domestic workers have

been deployed ;

iv. Bring to POEA’s attention violations committed by foreign

employer/principal.
