“Convention on the Recognition of Qualifications concerning Higher Education in the

European Region”:

2001 – Recommendation on Criteria and Procedures for the Assessment of Foreign

Qualifications

• Transparent, consistent, coherent and reliable

• Publication of criteria and procedures

• Applicants should receive notification of the expected timeframe to process the

application

• Build an inventory to establish a precedent for typical recognition cases

• Refugees / cases where there is a lack of documentation consider the use of a

“background paper”

• Verification:

• Are the documents genuine?

• Have they been rightfully issued to the applicant?

Assessment Considerations:

• Purpose of recognition

• Consider previous decision in similar cases

• Identify most similar qualification in the country in which recognition is sought

• Purpose of qualification

• Relative position

• If appropriate refer to the NQF

• Substantial differences can only apply in view of the purpose of recognition e.g.

professional recognition.
